Roll Call: 'Voting Members present: Mike Leichner, Steve Bried, Bob Rohlf; Non-voting members present: Larry Schmidt&Buck Westfall; Staff present: Loreen.Mills,Wayne Lowry_ Minutes .Approval: The mutes from the March 21st meeting were approved by members present. Service Duplication (Tigard vs. Metro): Lorma began by discussing the, issue of service duplications between the City and Metro. Loreen categorized these more as impediments to haulers' efficiency rather than duplications. Examples given were waste audits and solid waste erlfomement. Metro encourages use of non-f-4uchised haulers. They sometimes ignore financial factors and incentives. Loreen also noted that Metro doesn't have Implementation" experience but"plan" for solid waste issues. Many times the reality of implementation with the customers makes the ideas in the plans impossible to attain. Loreen discussed the changes in Metro staffing commenting that Bn= 'Varner is reviewing internal activities and that some changes may be coming. The 1.0 year RSWW will stand and.is being updAted by a Metro task force. Mike commented on the Metro five-year plan.. The County is more responsive than Metro and more cooperative. Larry felt Metro should be developio,g markets,not micromanaging. Bob asked for a list of partnering issues- The Committee discussed ways of getting the ear of Mike Burton. Mike Leichner mentioned the sometimes arrogance of Metro staff. They tend to micromanage, impediments confusing and inconsistent statements to the public, internal miscommunication. They are removed from the public while the hers are on the front line of customer service. -rhe Committee will come back to these issues in the regional discussion at the 5097 meeting. Commiugliug Proposal Modification From Haulers: Mike led the discussion of the commingling recycling idea and the changes they had made to the proposal. In an effort to simplify the change and lower the costs,they proposed to group materials into three sorts; fiber and plastics, glass and metal, and motor oil. This would reduce compartments on the recycling trucks, lessen the separation burden on the customer, and speed the collection of the materials. This adjustment would lessen the cost because new carts would not be needed. 1,oreen pointed out that the changes(froin weekly pickup and adding commingling)must meet or exceed current tonnage being recycled in Tigard.. r ./15/97 TUE 16:28 FAI 503 639 6795 CITY OF TICARD U 004 0 Mike explained what he is currently doing in King City with volume and weights as a pilot progzam. The program chargos a flat fee and then a charge for each pick up. Steve suggested that some incentives will-be necessary to reduce the bills and raise the tonnage of recycling. Mike suggested the following fiat rates_ 20 Gallon $11.77 30 Gallon $12.60 60 Gallon $19.48 90 Callon $21.28 Mike suggested that an increase in cost might come from increased recycling. Lore=indicated the sizes of containers currently in use by Tigard residential customers: 20 Gallon 09% 35 Gallon 81% 60 Gallon 07% 90 Gallon 03% Recycling in the area is currently averaging in the low 40%+range. Bob suggested phasing in the recycling first then the flat fee and disposal fee proposal. Both of these items will be put on the HLA list to be studied further. Bob suggested that the Cityscape is a good tool to educate citizens about Metro. Perhaps a theme each issue. Recycling Preparation Standards: The Committee discussed service standards related to misprepared materials. Lary distributed a form letter and discussed their three step process. This issue was discussed. Letters should indicate what the customer should do to fix the problem and the tags should invite a phone call to the hauler. Next meeting: The next meeting will be held Friday,April 18, 1997. The agenda will include: access to commercial/mufti-family containers,continuation with haulers efficiencies revimv The Committee requested that zegional issues be moved to May 2nd and that Lynne Starz, Washington County Solid Waste Manager be notified of the change.
