FEBRUARY 17, 1992
1. The meeting was called to order at 7.00 PM.
2. ROLL CALL: Present: Gerry McReynolds, Chairman

3. APPROVAL OF MINUTES: 1/20/91
Motion by Committee Member Wogen, seconded by Committee Member Sullivan to approve. Approved by
unanimous vote of Committee present.
4. ELECTION OF OFFICERS
A. Chairman McReynolds advised the Committee that he had served as Chair for over five years. He stated
that due to his commitments as Councilor for the City of King City and his business commitments, he would
not be able to continue to serve as Chair but would serve as a Committee member until his term of office
expired. Lengthy discussion followed.
Motion by Committee Member Sullivan, seconded by Committee Member Dispenza to appoint Eldon
Wogen as Chair for 1992. Approved by unanimous vote of Committee present.
Motion by Committee Member Sullivan,seconded by Committee Member Wogen to appoint Cece Dispenza
as Vice-Chair for 1992. Approved by unanimous vote of Committee present.
5. DEVELOPMENT OF ADMINISTRATIVE RULES REQUIRED
A. Loreen presented listing of administrative rules which needed to be developed. After some discussion, she
noted rules would be drafted over the next few months and sent to the haulers and SWAC for comment.
During these conversations, it was noted that the City would like "on-call"residential customers to receive
recycling bins with the understanding that on-call customers could only have recyclable material picked up
on those days when they placed their can out for pick up.
6. OTHER BUSINESS
A. Vehicle Size Exemption Update:Loreen noted that the staff will be recommending the Council allow the
late filing of the VIN number for the Joy Theater owner since all the rest of the information was received
by the City prior to the filing deadline of 1/31/92.
B. Next Meeting: The next meeting was scheduled for the third Monday of March (3/16/92) at 7.•00 pm.
7. SOLID WASTE RATE STUDY RESULTS- Loreen & Wayne shared information from the public portion of the City
Council meeting noting Coopers& Lybrands general findings. After lengthy discussion, it was noted that new rates
should, in keeping with state law, penalize more garbage and benefit customers producing less garbage.
8. EXECUTIVE SESSION. The Solid Waste Advisory Committee went into Executive Session at 8:30 PM under the
Provisions of ORS 192.660 (1) (f) & (h) to consider records that are exempt from public inspection and
current/pending litigation.
9. ADJOURNMENT. 9:26 PM.
