Members Present. Shelley Richards, David Baumgarten, Barry Albertson, Jason
Ashley, Michael Freudenthal, Darrin Marks, and Carl Switzer

I. Introductions
The meeting was started at 7:35 p.m. Introductions were once again made.
Dan Plaza suggested changing the order of the next two agenda items and selection of
officers was addressed first.
III. Selection of Officers
Shelley Richards nominated Carl Switzer as Chair and Darrin Marks seconded the
motion. The vote unanimously passed.
Cark Switzer nominated Shelley Richards as Vice Chair and Michael Freudenthal
seconded the motion. The vote passed unanimously.
After Dan Plaza reviewed the charter, it was decided to select Twila Willson, PW staff
support, as Secretary to the Advisory Board.

II. Prioritize Goals
Before the discussion on goals, Dan Plaza gave a brief overview of the budget
"slowdown" affects on maintenance of the parks.
• The slowdown is in effect now
• No major projects are being pursued - only projects associated with grants
are being done and include two Fanno Creek sections
• A grant has been applied for to extend the butterfly trail at Cook Park
• A $50,000 mower needs replacing
• Staff will ask for funding of an approved FTE position with the next fiscal
budget and will ask for another FTE the following year

• 30-40% of Parks budget has been lost over the last two years
• $884,000 Parks budget currently, will not be more next year, possibly less
• Bull Mountain annexation — no parks in that area — a nature park has been
earmarked for that area
There was considerable discussion regarding the goals and objectives and the following
draft is a result of that discussion:
Goal #1 — Identify and become informed of community interests, needs, and
desires pertaining to Parks and Recreation.
Objectives
1. Conduct a citywide park and recreation assessment survey (get format from
other agencies to use as reference)
2. Initiate on-going communications through meetings, newsletters (Cityscape,
Community Connectors), city webpage, Tigard Times (Barb Sherman), and
Atfalati group members, John Anderson, secretary, Valorie Westlund (Southside
Soccer Club), Maria Rose (Tigard Little League)
Goal #2 - Create community recreation programs for Tigard residents as the need
exists.
Objectives
1. Develop long-term strategies for citywide recreation facilities and programs.
2. Develop and offer recreation activities and programs for all interests and age
levels. (sports, arts, crafts)
3. Provide input to, and support of, the City Council's annual park and recreation
Council Goal.
Goal #3 - Create new partnerships and enhance existing partnerships that provide
community recreation opportunities.
Objectives
1. Partner with the Tigard-Tualatin School District to maximize the joint use of
facilities.
2. Support the use of community/school pools
3. Partner with the Balloon Festival Committee to keep it as an annual event.
4. Collaborate with recreation focused groups and community special events
(dance and theater groups, Tigard Blast, July 4t", Downtown Christmas Tree
Lighting, Skate Park Task Force)
4. Identify areas of volunteer activities.
5. Encourage community involvement in the City's volunteer program.

Goal #4— Develop long-term strategies for citywide facilities.
Objectives
1. Recommend funding strategies for park acquisitions, development, maintenance,
operations and other Capital Improvement Projects.
2. Consider establishing Bull Mountain parks and open spaces if annexed.
3. Develop funding strategies for park maintenance operations and Capital
Improvement Projects.
Goal #5 - Support and inform park and recreation policy and administration in
Tigard.
Obiectives
1. Provide input to, and support of, the City's Visioning process entitled "Tigard and
Beyond".
2. Recommend updates to the Tigard Municipal Code as it pertains to park rules
and regulations.
3. Prioritize recommendations by being informed and advised of guidelines,
resources and community interests.
There was additional discussion about establishing an Intergovernmental Agreement
(IGA) between the City of Tigard and the school district for cooperative use of facilities.
Dan Plaza said he would provide a model of an IGA from Willamalane as well as find
out what budget the Parks and Recreation Advisory Board has to work with.
IV. Set Next Meeting and Agenda Topics — Monday, December 8, 2003
Topics for the December meeting include review and finalization of goals, setting
priorities, funding, and steps towards a survey, including review of sample surveys.
