Staff Present. Dennis Koellermeier, Dan Plaza, Steve Martin, and Twila Willson
I. Introductions
The meeting was started at 7:30 p.m., members were reintroduced.
On September 26th a tour of eight park sites was conducted. Dan Plaza announced that
those committee members who were unable to attend the park tour on September 26th
should contact him and arrangements for a tour would be made.
II. Review Details of Parks Master Plan and Budget
It was suggested that the capital improvement project (CIP) budget be postponed for a
month or two. The agenda item numbers were changed as it was decided that it would
be better to brainstorm then and review the budget following the goal setting.
Ill. Mission Statement and Goal Setting
Dan Plaza reviewed briefly the Charter and Dennis Koellermeier opened the meeting for
discussions and suggestions of goals. The following is a summary of the goals that
were suggested by the advisory board:
1) To consider Bull Mountain parks and open spaces if annexed.
2) To develop long-term strategies for city-wide recreation facilities and programs.
3) To develop and offer recreation activities and programs that are not sports
oriented.
4) To develop funding strategies for parks maintenance operations and Capital
Improvement Projects.
5) To discuss the current and future use of the school district's swimming pool at
Tigard High School.

6) To create new partnerships that provide, or continue to provide community
recreational activities. (Dance, theater, Youth Forum, Balloon Festival, Tigard
Blast, 4th of July, Downtown Christmas Tree Lighting)
7) To work with the Skate Park Task Force.
8) To enhance community awareness of the existence and benefits of community
recreation and park services.
9) To contribute to the City's volunteer program.
10) To provide input to, and support of, the City Council's annual park and recreation
Council Goal.
11)To provide input to, and support of, the City's Visioning process entitled "Tigard
and Beyond".
12) To assist in making the Balloon Fest an annual activity in the Tigard Community.
13) To review the Tigard Municipal Code as it pertains to park rules and regulations.
14) To conduct a city-wide park and recreation assessment survey - one which tests
the pulse of the community at this time.
Dan Plaza said he would get the list of goals to the board members as soon as possible
for their review and ranking considerations.
II. Review Details of Parks Master Plan and Budget (Revisited)
Dan Plaza explained the budget "slow down"; SDC monies are available to purchase
and develop parks, but the money for a full time employee to maintain more park space
is not available at this time. Other information presented included the following:
• Bonita Park project is being completed with grant money
• Summerlake Park improvements have been put on hold
• Fanno Creek trail improvements are being paid for from two grants
• City Council is considering adding a shelter and several parking spaces at the
Fanno Creek/Library site
• Next year the Tualatin River bike/pedestrian bridge project will be $230,000
and $90,000 for the butterfly path to bridge for Tigard's share
• One FTE position has been frozen and we are trying to have it opened up
• The Visioning will be updated on Thursday night
• ADA accessibility improvements are made on a regular basis
• The dog park committee is very actively involved with the dog parks
• Playgrounds are upgraded for safety purposes
• Cook Park expansion is complete and included many major CIP's

• The Tigard/Tualatin pedestrian bridge will require some money to develop
trails
• The Bonita Park project - $235,000
• Skate Park - $400,000. In 2005 will apply for a grant if funding matches grant
• Fanno Creek Park - $2.1 million in improvements to trails, grass maintenance,
shelter, parking spaces
• Possibilities for a joint Tigard/Tualatin School District and City of Tigard park
center
• Jack Park expansion and shelter
• Trails by Greenburg Road
• Joining all areas of Fanno Creek is a priority
IV. Set Next Meeting and Agenda Topics — Monday, November 10, 2003
Suggested topics for discussion at the November meeting include prioritization of goals,
selection of officers and budget development.
