09/11/2003 - Council Moves Forward to Complete Our Community CITY OF TIGARD PRESS RELEASE 13125 SW Hall Blvd. September 11, 2003 Tigard, Oregon 97223 For Immediate Release Contact: Liz Newton City of Tigard 503-639-4171, ext. 2412 Council Moves Forward to Complete Our Community At its September 9th Council meeting, the City Council passed a resolution moving forward with an annexation plan for the unincorporated Bull Mountain area. The resolution states that an annexation plan will be prepared and presented to the City Council and the Washington County Board of Commissioners at a joint meeting on October 7, 2003. The City Council will hold at least one public hearing on December 2, 2003 to determine if they will continue moving forward by placing the issue of annexing the unincorporated Bull Mountain area on the March 2004 ballot. If it is placed on the ballot, the residents of Tigard and the residents in the unincorporated portion of Bull Mountain will be asked to vote on the annexation plan. The decision to move forward has been a long process. Dating back to 1983, the City of Tigard and Washington County determined that the unincorporated Bull Mountain area would be best served by the City of Tigard and appropriate special service districts. Since that time, the City's Comprehensive plan, the County's area plan, the vision statements and goals of the City and the public involvement of Bull Mountain residents in all aspects of City planning and decision making have emphasized this point. In 1997, the 20-year vision, "Tigard beyond Tomorrow" was developed by citizens and adopted with one of the goals to provide urban services to all citizens within Tigard's urban growth boundary and recipients of services to pay their share. In 2001, a study was conducted to look in detail at the issues associated with annexing the Bull Mountain area. It has become clear that action, sooner rather than later, is the most efficient and effective way to meet the goal of ultimately providing service to this area. An annexation plan has been determined to be the most efficient method of annexation because it is comprehensive and allows both the residents in the area to be annexed and the residents of the local jurisdiction to determine the issue. The annexation plan will identify: ■ The timing and sequence of annexing the area. The annexation plan could propose that the annexation of Bull Mountain be phased over a few years. ■ The schedule for providing (urban) neighborhood services; what services will be provided and when. ■ The effects annexation would have on existing service providers; the impact on the special service districts. ■ The long term benefits of annexation to the Bull Mountain residents, the existing City residents, and the service providers (City, County and special districts) The decision has not been made yet! The ultimate decision will be made by the public at the ballot box. There are several points at which time Council must make the decision to move forward or re-address the issue. Public input and involvement is critical in each step and for that reason, a comprehensive public involvement plan has been developed to make sure the public is aware of the process and issues and to provide opportunities for input.
