Meeting Summary 7-19-17 Task Force for the Homeless Meeting Summary—7/19/17 Number of attendees: 17 Meeting Summary The meeting began with an overview of the City's current role in addressing homelessness. Kent Wyatt, Senior Management Analyst, gave an overview including a summary of previous presentations given to the City Council on homelessness, data on the homeless population in Washington County, and current City resources being devoted to combat homelessness. Kent then explained why the task force was formed and the City Council's expectations of the task force. The task force will prepare five to ten short-term and long-term recommendations for the City Council to consider during the goal setting in December/January. Recommendations should be actions that the City Council can take to address homelessness in Tigard. Kent summarized the responses from Task Force members on three key questions. 1. What do you know about the City's role in addressing homelessness?What would like to know? 2. Identify three to five topics that you think the Task Force should address. 3. What do you need from city staff in order to be an engaged and informed member of the Task Force? Task force members were informed on how city staff would be meeting their expectations. Councilor Anderson raised the issue of implementing regulations regarding panhandling.The task force discussed possible options for addressing panhandling.The task force will continue to discuss the topic and provide feedback to Council as they continue to consider the issue. Throughout the meeting members requested additional information be provided.This information will be sent out to all the members of the task force as well as posted on the City's Homelessness Resources webpage. Information Requested: • Link to Washington County Point in Time Data • Procedure for handing homeless camps • Information regarding where individuals can camp/sleep in vehicles • A definition of Affordable Housing • Homeless student/family data from school district • Information regarding what services are available to students during the summer months • Information regarding previously affordable housing discussions • Family Promise information The task force raised a number of issues/concerns that they would like to discuss in meeting moving forward: • Barriers to affordable housing • Tension among stakeholders and possible solutions • Possible partnerships with land management companies • Land use and inclusionary zoning • Camping on library land/access to library facilities Meeting Schedule Wednesday, August 16 - 5:30 p.m. to 7:00 p.m. Wednesday, September 20—5:30 p.m. to 7:00 p.m. Wednesday, October 18—5:30 p.m. to 7:00 p.m. Wednesday, November 15—5:30 p.m. to 7:00 p.m.
