The ordinance codified in this chapter shall be known as the "city of Tigard solid waste management ordinance, " and may be so cited and pleaded, and shall be cited herein as "this chapter. " 11. 04. 020 Purpose, policy and scope of chapter provisions. (a) It is declared to be in the public interest for the city of Tigard to establish this policy relative to the matters of solid waste management to: PAGE 1 - CHAPTER 11.04 [A47.LDK] • 0 (1) Provide sufficient waste volume to sustain solid waste management facilities necessary to achieve resource recovery goals established by the city, county, State Department of Environmental Quality and Metropolitan Service District; (2) Provide the basis for agreements with other governmental units and persons for regional flow control to such facilities; (3) Insure safe accumulation, storage, collection, transportation, disposal or resource recovery of solid waste; (4) Insure maintenance of a financially stable, reliable solid waste collection and disposal service; (5) Insure rates that are just, fair, reasonable and adequate to provide necessary service to the public; (6) Prohibit rate preference and other discriminatory practices which benefit one at expense of other users cu .d of the service or the general public; (7) Conserve energy and material resources; (8) Eliminate overlapping service to reduce truck traffic, street wear, airP ollution and noise; (9) Provide standards for solid waste service and public responsibilities; and (10) Provide technologically and economically feasible recycling by and through solid waste collectors. (b) No person shall: (1) Provide service, offer to provide service or advertise for the performance of service without having obtained a franchise from the city of Tigard; (2) Accumulate, store, collect, transport, dispose of or resource recover solid waste except in compliance with this chapter, other city ordinances, and Chapter 459, Oregon Revised Statutes, dealing with solid waste management and regulations and amendments promulgated under any of the foregoing. 11. 04 . 030 Definitions. -(a) "Eempensatien" means and .,..a., (1) Any type e€—eensiaeratre n paid ferineleding �c ILrGcj / witheut / rent, lease payments and a y ether / res,tees,lessees,9 i-11-- - similar �y (2) The emehange ef se— between persenst and pessessing the selid waste. (e ) "Franchise" means the right to provide service granted to a person pursuant to this chapter. ( ) "Putrescible material" means organic materials that can decompose and may give rise to foul-smelling, offensive odors or products. (€ ) "Resource recovery" means the process of obtaining useful materiae or energy resources from solid waste and including energy recovery, materials recovery, recycling and reuse of or from solid waste. (4 ) "Recycling" means any process by which solid waste materials are transformed into new products in such a manner that the original products lose their identity. ( ) "Reuse" means the return of a commodity into the economic stream for use in the same kind of application as before without a change in its identity. (RS43;8> <`.< and other wastes. ,.: (1) For the purpose of this subsection, "waste" means any material that is no longer wanted by or is no longer usable by the generator, producer or source of the material, which material is to be disposed of or to be resource-recovered by another person. The fact that materials, which would otherwise come within the definition of "waste" may from time to time have value and thus be resource-recovered does not remove them from this definition. Source-separated wastes are "wastes" within this subsection. (a) Subject to the provisions of this section, this chapter, the city charter, and any amendments to these documents, there is hereby granted to the following persons an exclusive franchise to provide service within the exclusive area shown within a map of existing franchised areas on the effective date of the ordinance codified in this chapter, which map is hereby attached hereto, marked "Exhibit All, and by reference is hereby incorporated herein. (b) The franchisees are: (1) Area I. Pride Disposal Company, 1lxae Leichner, President, P.O. Box 544$ 0, Sherwood, OR 97140; (2) Area II. Miller Sanitary Service, Inc. , Thomas Miller, President, 5150 S.W. Alger Avenue, Beaverton, OR 97005; (3) Area III. Schmidt's Sanitary Service, Inc. , John Schmidt, President, 8325 S.W. Ross, Tigard, OR 97223-4; (c) Where any area is annexed to the city of Tigard and the area had been franchised by Washington County for solid waste collection service prior to annexation, the county franchise shall be recognized as to the area; but service, term and other requirements shall be those of this chapter. (e) Where a permit is required from the city administrator, it shall be issued only upon a finding that the service is needed, has not been provided by the franchisee or, in the case of fixed base facilities, by other persons. The City Administrator shall give due consideration to the purposes of this chapter. He may attach such conditions as he determines are necessary to obtain PAGE 5 - CHAPTER 11. 04 [A47.LDK] compliance with this chapter and may restrict the term of such permit. The permittee will comply with all applicable provisions of this chapter. A franchisee under this subsection (ej) }> shall comply with all applicable requirements of this chapter: (4) Nothing in this subsection shall prevent the franchisees from instituting on-route recycling prior to a council determination nor from including income and expense in the rate justification section. 11. 04. 050 Franchise--Term-Automatic renewal when. (a) The rights, privileges and initial franchise granted herein shall continue and be in full force to and including the thirty-first day of December, 1988, subject to terms, conditions and payment of franchise fees to the city as set forth in this chapter. (b) Unless the council acts to terminate further renewals of the franchises herein granted, each January 1st, the franchises are automatically renewed for a term of ten years from i4anuary 1st re 11. 04.060 Franchise--Fees. (a) Effective July 1, 1978, as compensation for the franchise granted to each franchisee and for the use of city streets, the franchisee shall pay to the city a fee equal to three percent of gross cash receipts resulting from the solid waste services conducted under the franchise. Such fees shall be computed on a quarterly basis and paid within thirty days following the end of each quarter calendar year period. Each franchisee shall maintain PAGE 6 - CHAPTER 11. 04 [A47.LDK] an adequate bookkeeping system showing the gross cash receipts resulting from the solid waste services conducted under the franchise. Records shall be open at all times for audit by authorized personnel designated by the city administrator. (b) Wilful misrepresentation of gross cash receipts by a franchisee shall constitute cause for immediate revocation of the franchise, pursuant to Section 11.04.080 of this chapter. (c) The franchise fee shall be in lieu of any business license or regulatory fee or tax, but shall not be in lieu of any ad valorum tax, imposed by the city of Tigard. 11. 04.070 Responsibility of franchisee. (a) The Franchises shall: (1) Resource''-recover or dispose of wastes collected at sites approved by the city that are in compliance with Chapter 459, Oregon Revised Statutes and regulations promulgated thereunder; (2) Provide and keep in force public liability insurance with a thirty-day cancellation clause in the a eunt of net lei than ene hundred theusand dellars fer injury te a single perserr,- relating g to a single occurrence, which shall be evidenced by a certificate of insurance filed with the city recorder; the insurance shall indemnify and save the city harmless against liability or damage which may arise or occur from any injury to persons or property resulting from the franchisee's operation under this chapter; (3) Within thirty days after the effective date of the ordinance codified in this chapter, file with the city recorder a written acceptance of the franchise; (4) Furnish sufficient collection vehicles, containers, facilities, personnel, finances and scheduled days for collections in each area of the city necessary to provide all types of service required under this chapter or subcontract with others to provide such service pursuant to this chapter; (5) Provide a cash security deposit or a performance bond in the amount of five thousand dollars to guarantee payment to the city or other affected person of a judgment secured against the franchise holder because of work performed that does not conform with the requirements of this chapter or other ordinances of the city. The deposit or bond shall continue until one year after expiration of the franchise, or until all claims or demands made against the franchisee have been settled or secured; (6) Collect no single-family residential solid waste before five a.m. or after seven p.m. unless this condition is waived by the city administrator or Vis—designee; (7) Provide collection and disposal of solid waste from all city facilities, city parks, city sidewalk containers and city activity areas at no cost to the city on a regular schedule; PAGE 7 - CHAPTER 11.04 [A47.LDK] (8) Make collection no less often than once each week, except for will-call collections and drop box operations, and except as provided in Section 11.04.140; (9) Permit inspection by the city of the franchisee's facilities, equipment and personnel at reasonable times; (10) Respond to all calls for special hauling requiring equipment regularly supplied by franchisee within ninety-six hours of receiving said call unless a later pickup is agreeable to the customer. The purpose of this subsection is to prevent the added cost from being assessed against other ratepayers if the customer later withdraws from service. 11. 04 . 080 Franchise--Transfer, suspension, modification or revocation--Conditions. (a) The franchisees shall not transfer this franchise or any portion thereof to other persons without sixty days prior written notice of intent and the subsequent written approval of city council, which consent shall not be unreasonably withheld. The city council shall approve the transfer if the transferee meets all applicable requirements met by the original franchisees. A pledge of this franchise as financial security shall be considered as a transfer for the purposes of this subsection. The city council may attach whatever conditions it deems appropriate to guarantee maintenance of service and compliance with this chapter. (b) Failure to comply with a written notice to provide the services required by this chapter or to otherwise comply with the provisions of this chapter after written notice and a reasonable opportunity to comply shall be grounds for modification, revocation or suspension of franchise. PAGE 8 - CHAPTER 11. 04 [A47.LDK] • • (1) After written notice from the city council that such grounds exist, franchisee shall have thirty days from the date of mailing of the notice in which to comply or to request a public hearing before the city council. (2) If franchisee fails to comply within the specific time or fails to comply with the order of the city council entered upon the basis of written findings at the public hearing, the city council may suspend, modify or revoke the franchise or make such action contingent upon continued noncompliance. (3) At a public hearing, franchisee and other interested persons shall have an opportunity to present oral, written or documentary evidence to the city council. The finding of the city council thereon shall be conclusive; provided, however that such action may be reviewed by a court on a writ of review. (4) In the event that the city council finds an immediate and serious danger to the public through creation of a health or safety hazard, it may take action to alleviate such condition within a time specified in the notice to the franchisee and without a public hearing prior to taking such action. 11. 04. 090 Rates for service. (c) Rates to be charged by the franchise's under this chapter shall be set by the city council by resolution as deemed necessary by the council. The franchisees shall provide sixty days written notice with accompanying justification for all other proposed rate changes. The council shall give due consideration to the purposes of this chapter and the annual report filed by the franchisees. PAGE 9 - CHAPTER 11.04 [A47.LDK1 (d) The franchisee shall be provided with thirty-day prior written notice with accompanying justification for a city-initiated reduction in rate schedule. (e) Unless a governmental unit or legislative body has raised or lowered the cost of providing service or there is a substantial increase in the cost of doing business that was not provided for in the previous rate adjustment, rate adjustments shall be made annually on the following schedule: (1) On or before March 1st, the franchisee shall file an annual report (Exhibit "$e") with the city recorder for the year ending the previous December 31st. (2) The city administrator shall report to the council by April 1st on the franchisee reports and propose rate adjustments if any. sna make such recommendations as Y appropriate to the' rate deteranation. A copy shall be delivered to each franchisee. (3) The council may set a hearing on any proposed rate adjustment. Rate adjustments shall be #51. resolution and order of the council. (5) The reports are required from each franchisee regardless of whether or not a rate adjustment is requested. (f) Emergency rates or an interim rate for a new or altered service may be set by the city administrator; provided, however, that an emergency or interim rate is not valid for more than six months from the effective date. The city administrator shall report any emergency or interim rate adopted together with justification to the council for action by resolution and order, if the rate is to continue for more than six months. (g) Rates established by the council are fixed rates and the franchisee shall not charge more or less than the fixed rate unless pursuant to subsection (b) (2) of this section. (h) Nonscheduled services shall be charged at the reasonable cost of providing the service taking into consideration the factors in subsection (lac (c) of this section and as determined by franchisee. (i) In establishing rates, the council may set uniform rates, uniform rates by zone and different rates for collectors where there is a service and cost justification. PAGE 10 - CHAPTER 11.04 [a47.LDK] (k) If approved in a rate schedule, a "start charge" for new service and a "restart charge" for reinstituted service may be added. (1) Franchisee may request and the council shall schedule a public hearing on the application for adjustment or action of the P J council where no public hearing has been held prior to rate determination. (m) Franchisee may require payment for residential and multi- family residential service up to three months in advance, and may bill up to three months in advance, arrears, or any combination. Where billed in advance, franchisee will refund a prorated portion of the payment for any complete months in which service is not to be provided. Where billed in advance, no rate adjustment shall be effective until the end of the advance payment. (n) Any person who receives solid waste service from the franchisees shall be responsible for payment for such service. The owner of a rental or lease facility shall be liable for payment for services provided to a tenant of such dwelling if the tenant fails to make timely payment for such services. The owner of any multiple-unit rental or lease facility having two or more units shall be primarily responsible for services provided to the occupants of such facility, and shall be billed for the services. (o) Franchisee may charge at time of service for drop-box service or for any customer who has not established credit with franchisee. 11.04. 100 Container requirements and collection limitations. No person shall have waste on property that is offensive or hazardous to the health or safety of others or which creates offensive odors or a condition of unsightliness. No person shall, without authorization and compliance with the disposal site requirements of this chapter, deposit waste on public property or the private property of another. Streets and other public places are not authorized as places to deposit waste except as specific provisions for containers have been made. 11.04. 130 Interruption of franchisee's service. The franchisee agrees, as a condition of a franchise, that whenever the city council finds that the failure of service or threatened failure of service would result in creation of an immediate and serious health hazard or serious public nuisance, the city council may, after a minimum of twenty-four hours' actual notice to the franchisee and a public hearing if the franchisee requests it, provide or authorize another person to temporarily provide the service or to use and operate the land, facilities and equipment of a franchisee to provide emergency service. The city council shall return any seized property and business upon abatement of the actual or threatened interruption of service, and after payment to the city for any net cost incurred in the operation of the solid waste service. 11.04. 140 Termination of service by franchisee. The franchisee shall not terminate service to all or a portion of �g VWe`>:`: customers unless: customers The street or road access is blocked and there is no alternate route and provided that the franchisee shall restore service not later than twenty-four hours after street or road access is opened; ( ) As determined by the franchisee, excessive weather conditions render providing service unduly hazardous to persons providing service or to the public or such termination is caused by accidents or casualties caused by an act of God, a public enemy, or a vandal, or road access is blocked; ( 3) A customer has not paid for provided service after a regular billing and after a seven-day written notice from the date of mailing, which notice shall net sent hss less than fifteen ................ days after the first regular billing; or (c ) Ninety days written notice is given to the city council and to affected customers and written approval is obtained from the city council; (ems) The customer does not comply with the service standards of Section 11.04. 100 of the chapter. 11. 04 . 150 Subcontracts. The franchisees may subcontract with others to provide a portion of the service where the franchisees do not have the necessary equipment or service capability. Regulate residential garbage collection through franchise, license, or other means that will enable the local government to fully implement a uniform and comprehensive weekly curbside recycling program with containers. 2. Regulate commercial garbage collection through franchise, license, or other means that will enable the local government to implement a uniform commercial waste reduction and recycling program that includes collection standards, waste audits, and economic incentives. 3. Regulate multi-family garbage collection through franchise, license, or other means that will enable local government to implement a multi-family recycling program that gives apartment owners\managers an economic incentive to promote recycling while allowing haulers to recover the costs of providing recycling services. 4. Implement in-house recycling programs to include as many materials as practical at all city and county facilities. 5. Expand local expertise on the part of haulers, recyclers, and/or recycling coordinators to perform commercial waste audits for a variety of different kinds of businesses (ie. offices, supermarkets, hospitals. ) Document the completion of, at a minimum, ten commercial waste audits or waste audits for one percent of the businesses in the commercial sector, whichever is less. Develop a plan for a more comprehensive commercial waste audit program to be implemented in year three. 6. Provide schools with the opportunity to participate in waste audits and encourage them to implement waste reduction and recycling programs. 7. Begin developing language to insert into design review and/or site plan review procedures to facilitate the incorporation of recycling at commercial facilities and multi-family dwelling units. 8. Develop a plan to install recycling container systems in multi-family residential units. 9. Plan and implement a yard debris collection program that meets at least the minimum requirements of the regional yard debris recycling plan. 10. Complete an Annual Report Worksheet for year one of the Program. Submit this worksheet to Metro by September 30, 1991. For several months,area residents exchanged 200- 300 toilets each month under the program,but a drastic increase in the water rate in May resulted in exchanges of 600-2,600 toilets per month—with entire apartment buildings and hotels converting all at the same time. The problem:The county landfill was being inun- dated with old toilets.Unlike glass,porcelain cannot be melted down.County officials hit on the idea of grinding up the toilets and using them for roadbase,the rocky layer that goes under concrete or asphalt when a road is built. The city and county have scored a pollution preven- tion doubleplay:The city has achieved its desired 45 per- cent reduction in water use,while the toilets are finding a useful home under roads instead of in a landfill. CITY OF TIGARD, OREIGON RESOIZTI'ION NO. 90-301 A RESOIITI'ION OF THE TIGARD CITY OOUNCIL INCREASING GARBAGE RAZES DUE TO DISPOSAL SITE FEE INCREASES mmMS, the Metropolitan Service District (Metro) has amzounced solid waste disposal fee increases at dump sites of $10.25 per ton effective July 1, 1990; and, W I REAS, TMC Section 11.04.090(c) provides that increases in charges to the solid Waste disposal franchises for disposal site fees imposed by a gvverrmental agency may be included in consumer rages established by resolution provided they are evenly distributed among the rates; and, WMMS, each member of the Utility and Franchise Crmmnittee has reviewed the proposed rate schedule prepared by the Finance Director which adjusts the rates for the metro dump fee increase; and, Tn MUAS, the recommended rates will result in increases of $.75 per can per month for residential accounts, $4.44 per yard of loose material and $11.09 per yard of coapacted material; and, WHEREAS, the City Council recognizes the need for prcupt action to ensure a fly Pas through of this government agency imposed operating cost increase. Program Summary 1. 1 Goals and Objectives: Metro established the Cleanup Program Matching Grants in order to assist local governments with the costs of two types of cleanup efforts: annual community-based cleanup events and cleanup of illegal dumpsites on public property. The funds are intended for costs associated with the disposal of mixed waste at Metro facilities and any tipping fees required by processors of recyclable materials (such as yard debris and tires) . Metro's program objectives in funding annual community-based cleanup events are: - To increase the opportunity to recycle to as many residents as possible during annual cleanup events. To promote source separated recycling of larger, bulky materials that often accumulate and are inappropriately disposed as mixed waste. - To provide a visible public service which increases knowledge of anti-litter and anti-vandalism efforts throughout the region. The application materials must clearly state how the following program standards will be achieved: - Events will be coordinated by local government staff with the assistance of volunteer groups or individuals. Annual Cleanup Events: Annual community-based events must include collection of source separated yard debris for recycling. - Additional separation of recyclables and/or reusables is encouraged (such as scrap metal recycling and/or collection of donated materials for nonprofit thrift stores) . At least one of the following public service events utilizing volunteers must be included: a) yard work and collection for people with special needs due to physical limitations (such as seniors or people with disabilities) ; or b) litter patrols along public right-of-ways; or c) public property beautification projects (clearing of debris and/or new plantings) ; or d) other creative activities which meet the public service goal. Cleanup of Illegal Dumpsites on Public Land: - Activities and/or events must be distinctly different from normal maintenance responsibilities of local governments (such as public works road crews or parks department cleanups) . At least one strategy must be developed to achieve the prevention goal. 1.3 Funding Allocations - A total of $58,500 is available to local governments during FY 1990-91. Funds may be used for either annual cleanup events or illegal dumpsite public on cleanups p p lic lands (or a combination of both activities or events) . The following chart outlines the per capita allocation to each local government. 1.4 Reimbursement For Disposal Expenses - Local governments will receive their grants in the form of reimbursements for half the actual cost of disposal (mixed solid waste or source separated recyclables) up to the amount specified on the attached funding allocation chart. After the event, a local government should bill Metro by submitting an invoice for half the total costs of disposal (with a copy of actual disposal receipts attached) . 1. 5 Reporting - Along with the invoice requesting reimbursement, a short report on the event should be included. The report should include the following: narrative (date, logistics, weather or other unforseen events which may have impacted the success of the event, and event coordinator's evaluation of the event) ; - total amount collected for each type of material and where material was disposed; total number of households participating in the event by disposing of materials (if an annual cleanup event) ; total number of volunteers contributing to the cleanup activities. TIG CLEMERS 12519 SW Main / Tigard, Oregon 97223 / 639-2000 SECOND GENERATION SERVING MGARD Recently our industry has been mentioned in the media in articles, and new items, as exampled by the attached re-print from the Oregonian. More will be coming in the future. Hence, we thought it important to share with you an insight into our industry and some areas in which we have been active. Let us apologize at the outset for the length, but we just could not make it any briefer. WHAT IS OUR HAZARDOUS WASTE? Filters used in our dry cleaning machine. Circular 10" X 20" aluminum and heavy fluted paper cartridges with a carbon core center. They filter out microscopic soils and the carbon core filters out fugitive dyes and colors, preventing discoloration of solvent. Still residues. This is the undistillable residue of non-volatile residues that remain after the distillation process is completed. These N.V.R. 's are non-filterable. Solvent must be distilled on a regular basis to remove them. Failure to distill allows the N.V.R. 's to build up to an unacceptable level, wherein they would re-deposit on the clothing being cleaned. If you have ever had a light colored garment dry cleaned and it appeared some what "darker" after dry cleaning, it has been this excess N.V.R. 's "sponging" into the garment. What is the source of N.V.R. 's ? It comes from the clothing and household items cleaned. Perspiration, body oils, cooking and household odors from draperies, daily exposure to outside environment particulates at work or play etc. It surrounds us all daily. Since 1987, when it became available, we have been disposing of our hazardous waste through a properly registered carrier and handler. We have changed carriers once during this period due to our concern over less-than-satisfactory documentation and irregular schedules of service. Our waste today is eventually handled in Wichita, Kansas where the filters are stripped of re-cycleable metals and the paper residue is incinerated in one-foot thick cement kilns. Our distillation residue is further distilled there in much higher temperature distilleries and maximum solvent recovery achieved. The residue from the operation is then incinerated. These distillers are in the million dollar plus price range and for economic reasons are few and far between. Our present carrier refused to pick up our first drum of waste filters because a rain drop had run down the documentation label and fuzzed up, partially obscuring two digits on the label. We were pleased to see such thoroughness. It fits our philosophy! Since 1987, we have monitored our employees for vapor exposure to our solvents at it's maximum exposure job duties. Proposed national legislation on parts per million exposure is expected to be set at maximum levels of either 25 or 50 P.P.M. . Our test badges have been evaluated at a high level of 8 P.P.M. and a low level of 2 P.P.M. Far below the average industry level. In 1970 we installed a "closed loop" system wherein our cooling water is continually circulated, passing through an air cooling tower, back to a reservoir tank, and pumped back into the cooling system for re-use. Prior to this installation, our daily water consumption for cooling our reclaiming equipment was 375 gallons. After installation it dropped � gallon daily. Since 1980, we have used a non-phosphate, completely biodegradable detergent in our shirt laundry department. In 1990, we installed a newly developed method to cleanse or sparge our filters prior to disposal by our carrier. It is probably one of five such units in the 350 plus dry cleaners in Oregon. We modified an older, no longer used piece of equipment to accommodate the unit. So, in a sense, we re-cycled part of the old equipment. Sporadic sources for processing of hangers and plastic are developing. We would encourage you to return any unwanted plastic and hangers. We will be happy to pass them on to the proper processors. Since 1979, we have been re-cycling newspaper and cardboard for charitable causes. We have been accepting customers newspapers as well. Several have dropped them off with their dry cleaning. To date we have handled over 30 tons. The proceeds have gone to Tigard Kiwanis Club and Mt. Hood Senior Center. Over $1,200.00 dollars has gone to these respective causes, plus 30 tons of newspapers and cardboard has not gone to a land fill. Oregon Department of Environmental Quality is presently preparing legislation, for this Session's consideration that applies to small generators of hazardous waste. Along with print shops, service stations, dry cleaners, and surprisingly, house holds, we all fall into that category. We plan to testify in favor of this bill and would be happy to share the dates and times of these hearings when they become available to us. Just ask any of our counter personnel for them. Again, our apologies for making this so lengthy but, as valued customers, we wanted you to know that we are on top of these problems. We will continue to review our policies and procedures to assure we remain on top and continue to be a responsible citizen-business of the Tigard area. By the way, this paper is re-cycleable. Thanks, Shirley Darbie Don r � REDUCE, REUSE RECYCLE Dry-cleaning solvents area dirty business for the environment I,ast year,in Vancouver,Wash.,an organic solvent entered the groundwater system forcing the city to close four wells.The source of the contaminant was a dry-cleaning company,which apparently dumped the waste material on site. Organic solvents are used in many industries even though they pose serious health risks.The solvents may injure workers,or escape into water supplies or the air. Used solvent is considered a hazardous waste.However, that does not guarantee that it will be sent to a hazardous-waste disposal site.Businesses generating small quantities of waste must follow disposal regulations established by Oregon's Department of Environmental Quality. DEQ offers information,hotline assistance,workshops and a publications library for small businesses.But the agency has its financial and personnel limitations.Marianne Fitzgerald, Pollution prevention specialist at DEQ says,"The reality is that dry-cleaning businesses are probably not going to be inspected by the DEQ." State-of-the art systems for dry cleaners,however,are not yet common.Outfitting a well-equipped store,according to Paul Troupe of Pacific Laundry Equipment,requires about $100,000,a cost that may be prohibitive in a slow-growth industry.Cleaning establishments often add on to old machinery to recycle the solvent.But many businesses have no recycling capability at the plant.They hire a recycler or send their waste to a landfill.Some have even$een known to dump solvents outside their back doors. Disposing of used solvents in landfills presents a serious problem.Most landfills have no lining to prevent contamination of land and ground water.Even lined sites are expected to leak eventually,according to an Environmental Protection Agency report.It inakes no sense to continue dumping waste into the Earth. What you can do •Whenever possible,buy washable items. •Wash woolen clothing,such as sweaters,skirts and slacks by hand in cold water. •Look for a dry cleaner that is recycling solvent on site or through an authorized recycler. •Make sure your dry cleaner accepts bags and hangers for recycling.Jessie Glass,president of the Oregon City Dry Clean- ers Association, says the industry is concerned about the environment Qnd has ongoing education for members. Her organization has arranged for a company to recycle the plastic bags.Young's Alpine Cleaners in Beaverton offers unbleached paper garment bags to its customers. Many members also accept hangers for reuse.
