Park & Recreation Advisory Board Minutes
The purpose of the Park and Recreation Advisory Board is to advise and
advocate for park and recreation opportunities for a growing Tigard.

1. Call to Order and Roll Call
The meeting was called to order at 7:01 p.m. by Wayne Gross.
2. Approval of Minutes: May 8, 2017
Holly Polivka moved to approve the May 8, 2017 meeting minutes. Dave Brown seconded the
motion. The minutes were approved by unanimous vote of the board members present with
Wayne Gross, Holly Polivka, Linda Shaw, Dave Brown and Scott Winkels voting yes.

3. Comments from the Audience
Neal Brown thanked Holly Polivka for her service on the PRAB.
Mark Hill, of the Baha'i community in Tigard,would like to create an area garden and peace
pole at Summerlake Park. He believes this is also a way to pull all the faiths in Tigard together.
Chris Garsteck thanked the parks crew for putting up a new sign for bikes and pedestrians at
Summerlake Park and would like a few more of the signs installed.
4. Discussion Items from Previous Meetings
There were no discussion items from previous meetings.
5. Park and Recreation Fee Update
On May 16, Public Works Director, Brian Rager, and Public Works Business Manager,Jessica
Williams, delivered a presentation to council regarding the future of the city's park and
recreation funding. Mr. Martin showed that presentation to the PRAB,which highlighted the
following:
• An overview of the Park and Recreation Fee (PARF)
• The current level of service standards
• Updates to the five-year forecast
• Options for funding the five-year forecast
• Recommendations
The presentation is on file in the PRAB folder.
6. Parks CIP and River Terrace Park Additions
Mr. Martin gave a presentation on the current plans for the River Terrace park development
and for other parks around Tigard.
The presentation is on file in the PRAB folder.
7. Parks and Recreation Updates
Mr. Martin gave the following park updates:
• The parks crew is currently prepping Cook Park for the upcoming Balloon Festival, as
well as the 4" of July celebration
• The parks crew is fully staffed after successfully hiring all park seasonal workers
• A park and recreation intern begins later in the week to work on communications
Ms. Hallum gave the following recreation updates:
■ The Summer Activity Guide was mailed out to all residents
• The recreation program hosted a summer kickoff party on June 8 to promote summer
camps, classes and events

• Planning for the Family Fest has begun, including the fun run
• Seasonal hiring has started
• Go Skateboarding Day is June 21
8. PRAB Liaison Reports
There were no PRAB liaison reports.
9. Non —Agenda Items
The following were the non-agenda items:
• Holly Polivka and Tim Pepper's PRAB terms have expired
• The PRAB would like a parks tour in August
• Interviews for the new board members will be June 14
• Linda Shaw promoted a Bull Mountain Park fundraiser
10. Executive Session
An executive session was held at 8:23 p.m.

The meeting was adjourned at 8:43 p.m.
