MINUTES OF MEETING OF NOVEMBER IS, 1087
Committee Members Present: Barrett, Schmidt, Jacobs, McReynolds, Miller,
Trevin, Wodin, Lightner,
Meeting Called to Order at 7:80 P.M.
Minutes from previous meeting accepted.
Solid Waste - Lions Club Recycling:
People removing "valuable" recyclable,
Gerry: Under OR Senate Bill 459 - recycling should be included in garbage
haulers responsibility. Removal of valuable materials raises rates for
customers and City looses revenue. Reports of recycled materials reported to
DEQ, implied that quality of recycling determined by report - King City Lion' s
club not reporting to Schmidt as agreed . Gerry made a report recommending
ordinance to control recycling and rescinding an agreement with Lion' s Clubs .
Larry - Lion' s Clubs collects on regular basis in violation of statute. Meet
with Lion' s Club agreed to let them pick up if poundage reportud. No reports
received against law for Lion`y Club to collect. Collectors is policeman
responsible for reporting license numbers goes beyond Lion' s Club. Other
people collecting cardboard and newspapers . Bottom line approximately $16'000
lost. 101 - 151 per can. Mike asked about large drup6oxes put out by
newspaper recycling company. Tom - laws protect people who have been
continually providing services. Tom reported Clackamas County requires annual
permit for recycling. No fee must be non-profit and report results to solid
waste coordinator. Washington County no policy. 0n-going programs in
cooperation with franchised haulers are adding new language to require permit
-- City of Beaverton. Mayor's office issues permit only after consideration
of ongoing prugram. Don`t require in infnrmatinn. Define recyclable
materials as property of waste haulers - Tigard ordinance permits only in
absence of other services not applicable to this instance.
Baseline for DEQ full of holes - no secondary market contacted ,
Wayne - could enforce franchise,
Larry - Lion's Club violating agreement - going out of area. Two ixyueo�
forget about or do something.
Haulers requesting enforcement of ordinances especially temporary fur-profit
haulers .
Gerry suggested that haulers get together and discuss a solution to reporting
to DEQ and cost per can of loss due to recycling. Potential for increased
revenue but at what cost?
Changed meeting day to Tuesday . Next meeting 12/15/87.
Franchise
City of Portland licenses under business license all fees at 5%. except sewer
and water.
Original issue PNB issue — discovered other cities had higher. fees . If wu
recommend anything should recommend renegotiation of rate which could open up
other things to Council . City Attorney excited about possibility especially
due to City of Portland' s franchise movement with a rate of 5% also lack of
revenue sharing.
Irwin raised issue of pass—through of rate increase,
Don moved to recommend to Council that we open negotiations with all utility
franchisees to raise franchise fees . Mike Irwin seconded , Passed. Way nu
will prepare summary report of findings for Council . Will bring for next
meeting.
Tualatin River
Update reports included in package — things going about as well as could be
expected — taken under advisement.
Other Business
Balzer paints — continually putting cans with wet paint in them causes damage
to trucks and streets . DEQ wants paint to he solid not hazardous unless lead
based . Mike notified City to provide background to deal with oustomer,
complaint.
