Dangerous Buildings: Buildings of any kind which because of their condition are considered dangerous and require abatement. Most of the criteria involves structural integrity, however, one criterion deals with habitability (see attached) but provides no standards. McMullen,Deputy Fire Marshal SUBJECT: Fire Department Authority DATE: 10/20/97 The State Fire Marshal receives its authority from ORS 476. This chapter allows the SFM to adopt a fire code. The SFM adopts the fire code with amendments on a 3 year cycle, give or take. At that point TVF&R, as an exempt jurisdiction, can make amendments to the code, more but no less restrictive than the SFM. Because TVF&R is a rural fire protection district, our authority is found in ORS, Chapter 478. Section .910 of the 478 chapter grants authority to our district board to adopt a fire prevention code (Ordinance 96-01). The scope of that code includes the following: 1. Prevention and suppression of fires. 2. Mobile fire apparatus means of approach to buildings and structures, 3. Providing fire-fighting water supplies and fire detection and suppression apparatus adequate for the protection of buildings and structures. 4. Storage and use of combustibles and explosives_ 5. Construction, maintenance and regulations of fire escapes. 6. Means and adequacy of exits in case of fires and the regulation and maintenance of fixe and life safety features in factories, asylums, hospitals, churches, schools, halls, theaters, amphitheaters, all buildings, except private residences, which are occupied for sleeping purposes, and all other places where large numbers of persons work, live or congregate from time to time for any purpose. 7. Requiring the issuance of permits by the fire chief of the district before burning trash or waste materials. 8. Providing for the inspection of premises by officers designated by the board of directors, and requiring the removal of fire hazards found on premises at such inspections. Our authority at emergency scenes is slightly different due to the exigent circumstances involved. Basically, in the case of an apartment building, our authority would include items such as fire extinguishers,fire suppression and alarm systems,required area separation walls, fire apparatus access, non-combustible trash cans in laundry rooms, electrical hazards and etc. All of these issues are in common areas only, not within the dwelling units. ♦ I TUALATIN VALLEY FIRE & RESCUE FIRE PREVENTION 4755 S.W.Griffith Drive .
