Members Present: Stuart Cohen, Richard Morley, Mike Marr, Pam Juarez, Bill

Others Present: Liz Newton, Duane Roberts, Bob Bledsoe, Peggy Weston—Byrd,
Valerie Johnson, and Dan Dolan
"Cruisin' Mggrd!,gooth Comments — The committee members related the positive
comments received during the "Cruioin` Tigard" event. Pam expressed concern
that the concept drawings may have been misinterpreted by some. Overall, the
committee felt that the concept plans generated discussion and resulted in
questions being asked by members of the public.
Ramifications of Ci.�y...' Priorities - Stuart reported that
_,1,21;n,1r2njp2rtat ion
he was not pleased with the Transportation Committee` u process used to select
projects . However, he was pleased that the end result will help the
committee' s efforts . Peggy noted that the attitude that the Transportation
Committee ha6, that economic development was not an issue for selecting the
transportation projects, was disturbing. Liz pointed out that the
Transportation Committee, early in the process, established their criteria and
that the criteria did not include economic development, The language of the
transportation project that was included for downtown ' was changed from "on
Main Street" to "access to Main Street. " There was concern that the intent of
the language was "un it" throughout the process .
— Liz reported that the transportation consultant met with
City staff. Wayne Kittleyon will be preparing data that goes over the
alternatives that they will be looking at, such as should Ash Street go
through, or should they create new city block faces, etc.? Wayne now has data
on the land use assumptions of the committee and staff. Valerie noted that
the Council sees the City Center Plan Task Force as a lead committee on the
transportation study.
Financial Plan — There should a decision by August 10 on selecting one of the
three applicants to evaluate the funding mechanisms available for the downtown
effort. They will determine what might be available to Tigard, the projects,
and the methods to achieve those project.
Park Planq.j.9_9. — Liz reported that Morasoi & Associates have been hired to
perform the park plans. The consultant and Park Board had a walk—through of
City parks on August 3 . They are identifying opportunities and constraints.
On August 10 a joint meeting will be held with the Park Board and the City
Center Plan Task Force. The Park Board has the lead on this project.
— Liz Hs%wwod that the Design Plan goes twmwhy Council an August 8
for conuideration. It has an emphasis on the image of the City Center, the
vision for the City and the park, pedestrian uses, entrance points, street
scapus, etc. Liz explained the distinction between the roles of the
consultants working on the Park Plan and the Design Plan. Valerie suggested
that staff explore having a workshop of committees with the transportation,
design, and park consultants. Mike reported on the comments received during
the Park Board walk—through of Fanno Creek Park .
— Mike noted that the committee wanted to
spend the major portion of the meeting on discussing public relations
efforts . Liz noted that a game plan should be developed on how information
should be released, what information should be broadcast, and what strategy
should be used for disseminating information. The subcommittee that has been
previously established will prepare a discussion outline for committee review
on September B. Peggy will be a member of the subcommittee as she has already
prepared an outline of involvement opportunities . Bob Bledsoe, Chairman of
the Water Board, was present and invited committee members to attend upcoming
Water District meetings to discuss what the committee is doing. He asked that
the committee and board work together' putting aside prior, differences . He
asked for committee comments on the prospect of the Water District including a
time and temperature sign at their location on the corner of Burnham and
Hall . Some committee members suggested that a water tower may be a more
fitting feature For the Water District, which would identify their location in
the area. It was noted that the committee design workshops will include
discussion of the entry points to the downtown, an issue that is of importance
to the Water District an their site is at a key location,
Other Business — Duane noted that two now buoinuoouo are scheduled to locate
in the do; Gin area. He noted that Councilor Jerry Edwards intends to open a
restaurant at the corner of Hall and Commercial Streets, the present location
of the Carlson Testing Laboratories . The project will involve renovation of
the existing building. A second building, Active Wear by Shauna, is proposed
for Main Street. Duane also distributed an article from the Daily Journal of
Commerce on economic improvement districts that have been formed in Portland .
The meeting ended at 9:00 p.m. The next meeting will be held with the Park
Board on August 16, 1988.
