1 . ) MSTIP ADMINISTRATIVE DETAILS
*Enclosed is a letter from John Gillam regarding administrative
and policy questions on the MSTIP. Please review it and come
prepared to comment. County staff will prepare potential responses
to the administrative and policy questions. We will try to mail
these out prior to the February lithe meeting.
2. ) WCTCC POLICY GROUP
*An effort is being made to reorganize the WCTCC into a more effec-
tive committee. This includes both the Technical and Policy groups .
A Policy Group meeting is scheduled for Friday, February 15th to
discuss the organization of the WCTCC and to establish firm repre-
sentation from each jurisdiction.
3. ) ODOT 6 YEAR PROGRAM
*Briefly review 6 Year Program update steps and distribute project
sheets to each jurisdiction for their recommended projects. A
sample project sheet is enclosed with this notice.

COMMITTEE PURPOSE: is to develop, maintain , and advise as to the
implementation of a Transportation Facilities Plan and the resulting
Capital Improvements Plan (from creating ordinance)
Engage in actions and activities which assist and ensure the
continued development of a rational transportation and public
facilities plan.
Review transportation issues and provide advice to the City Council
in anticipation and upon request.
POWERS AND DUTIES:
-Review regional and local transportation plans.
-Develop a Transportation Public Facilities Flan with staff
-Annually review and update the related Capital Improvements
Plan priorities.
-Review and recommend as to related engineering standards and
Plan policies.
-Review and recommend a balance of budget resources between
operations and capital .
COMMITTEE GOALS:
1 . Become familiar with transportation issues and with
responsible agencies, committees, and citizen groups, as well
as other resources.
2. Develop a working structure to facilitate under--standing and
planning.

4. Establish relations with citizens, other City committees,
neighboring cities, regional and county agencies.
5. Determine funding needs and sources
6. Identify problems and prioritise projects
7. Identify and study suggested solutions. Develop standards for
review of problems and solutions. Propose solutions

9. Lobby for support. Coordinate lobbying efforts
COMMITTEE GOALS
1 . Gathering Information
A. Identify and Define the parameters of the Subject matter of this
committee. Determine what governmental agencies control what
aspects of the transportation question. How do those agencies
function , who controls them, what influence can Tigard have on/with
them, how do we go about exercising that influence.
B. Identify the sources of information. What reports have been
prepared , what laws are relevant , who is knowledgeable about what
areas of the transportation question. What information do we have
to have to be adequately informed to exercise our advisory capacity
competently.
C. Identify the key players in the transportation field. Inform
them of our existence and concern , make them aware of our position
on the issues, understand their position and the pressures upon
them and learn how best to influence them to support Tigard 's
position.
2. Develop Structure (see attached proposed structure)
?. City Council
A. Establish the communications channels with City Council . Inform
them as to our action plan , objectives, timeline. Seek guidelines
from council as to what they want , need, expect of us.
B. Approach the individual members of City council and seek: their
ideas, input , questions, concerns, etc.
4. Outreach
A. Seek: input and assistance from other city sponsored committees
and groups. Identify areas of responsibility, relationship,
overlaps of areas of concern , impact on each other.
B. Citizen Input
( 1 ) Notify the community of our existence and purpose.
(2) Create and structure avenues for citizens to supply input
to the committee regarding concerns, ideas, needs, priorities,
etc.
(3) Create and publish opportunities for citizens to assist
and support the committee.
C. Establish relations with neighboring cities, through their
transportation committees. Get involved with the sisters city
project , and the I-5 corridor project.
D. Establish relationship with county agency, and metro.

A. Familiarize our selves with the City of Tigard. The various
streets, planned improvements, locations of residential and
commercial districts, various problems associated with
transportation , the bus routes and schedules etc.
7. Identify and Study suggested solutions. Develop standards for review
of problems and solutions. Propose solutions.

I . THROUGH
DISCUSSION: Through traffic is the responsibility of the state and
the Metropolitan Service District. It involves specific highways such
as I-5, 217, 99 and a few others. Tigard 's input into this area mostly
involves identifying needs and recommending solutions to the regional
planners. Probably the most important function that Tigard and the
advisory committee can perform in this area is to seek input from the
leaders of Tigard, know and understand the major issues and needs,
maintain contact with the decision makers, follow the issues, and
coordinate the effort to promote Tigard 's causes.

II . TO & FROM
DISCUSSION: This aspect of the Transportation system involves the
flow of traffic to and from Tigard as well as most public transpor-
tation questions. It involves not only Tigard 's place in the regional
transportation plan , but its relationship with its neighboring cities
and areas, and the sister-city program that is being developed with
Tualatin and Sherwood. The roads involved in To & From traffic are
primarily the arterials and certain major collectors (^?) . It also
concerns such things as the development of public transportation
facilities, such as the Transit Station , and the routing and scheduling
of buses.
