The meeting was called to order by Chair Thomas Sullivan at 7:30PM
at City Hail. The minutes were approved as read. After a brief
review of the last meeting, Frank brought up the immediate need
to discuss the Triangle Area jurisdiction proposal and the plan
for vacating streets in the area. The jurisdiction would be
transfered from Washington County to Tigard. The streets in
question are 66th and 68th Streets South West and Clinton Ave.
South West. The need is to provide a superblock large enough
to contain a proposed Kaiser Permanente Care facility. The
committee separated the question of the vacating of the streets,
which is not immediately required, and upon the motion of Mark
Padgett recommended approval of the transfer of jurisdiction.
The vote was unanimous.
This discussion led to the broader question of transfer of
jurisdiction with other county roads, as well as City roads
which would go back to the County. In addition we touched
on the proposed changes to the distribution of tax funds and
Mark will attempt to attend the gas tax meeting scheduled soon.
Frank will present an anylysis of than county roads to be taken
over by the City and the proceedure to be taken as well as how
the City-County relationship works in these matters.
OLD BUSINESS
The Committee discussed the proposed changes to the Draft Plan,
approved the changes as read and will prepare them to present
to the City Council on March 11 . Any glaring changes will be
called in to Tom prior to the presentation.
The Committee discussed action to take between meetings. Mark
will attend the Gas Tax meeting, Frank will determine the
U.S. Congressional Transportation members and the others will
inspect the areas on the "Hot Spots" listing of last meeting.
In addition, all will build draft proceedures to implement the
goals and objectives in the draft Plan.
NEW BUSINESS
Tom announced the application of a High School student had been
accepted and was being reviewed. The Committee agreed that we
should invite the student to our meetings in the interim. Tom
will do so.
The next meeting was set for March 219t, City Hall, 7:30PM

7 The above-entitled matter came before the Board of County
8 Commissioners at its regular meeting of March 5, 1985; and
9 It appearing to the Board that the maintenance and
10 expansion of regional and subregional transportation facilities
11 is of critical importance to the continued and future economic
12 growth of Washington County and Washington County communities
13 along the "I-5 Corridor" ; and
14 It appearing to the Board that the present north-south
15 major arterial and highway standard roadways, specifically
16 Highway 99W and Oregon 217 are no longer sufficient to handle
17 the existing and anticipated growth in traffic volumes, both
18 for private vehicles and commercial and industrial traffic; and

1 citizens of the County and the State, remains vacant, in part
2 due to the traffic difficulties encountered on major
3 transportation links into areas of the County any distance west
4 of Highway 217 and I-5 ; and
5 It appearing to the Board that construction of a "Western"
6 bypass from the communities of Aloha and Hillsboro, and
7 intersecting with I-5 in the vicinity of the cities of Tualatin
8 and Wilsonville would in large measure alleviate existing
9 north-south regional traffic problems and accelerate the
10 economic development in the southeastern and western portions
11 of Washington County, to the ultimate benefit of citizens of
12 the entire metropolitan area and the State ; now, therefore, it
13 is
14 RESOLVED AND ORDERED that the Washington County Board of
15 County Commissioners fully supports the planning, engineering
16 and construction of a "Western Bypass" road linking the
17 communities of Aloha, Hillsboro, Sherwood, Tualatin and
18 Wilsonville and adjacent areas ; and it is further
19 RESOLVED AND ORDERED that the Metropolitan Service District
20 (METRO) and the Oregon Department of Transportation (ODOT)
21 declare the "Western Bypass" a highest priority project and
22 proceed to provide funds for planning, engineering and

23 construction in the immediate future; and it is further
1 24 RESOLVED AND ORDERED that the Clerk of the Board be
25 directed to transmit copies of this Resolution and Order to the
26

A RESOLUTION OF THE TIGARD CITY COUNCIL REVISING THE MAYOR DESIGNS-A. 'S rf:RM Of
OFFICE TO THE TIGARD TRANSPORTATION ADVISORY COMMITTEE AND THE TIGARD ECONOMIC
DEVELOPMENT COMMITTEE.
WHEREAS, according to the provisions of Resolution No. 84-62, creating the
Tigard Transportation Advisory Committee and Resolution No. 83-103 , creating
the Tigard Economic Development Committee, the Committees shall consist of
nine members one of whom on each committee shall be the Mayor or his designee;
and
WHEREAS, it has been suggested that the Mayor be able to appoint a designoo
with an unlimited length of term to serve at the Mayor' s discretion for him :as
designee on each of these committees :
NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council that :
Whomsoever- the Mayor of Tigard chooses and also providing the party
is interested in serving, may be appointed to serve on the
Transportation and Economic Development committees with an unlimited
term to coincide with the Mayor' s term and at his discretion as his
designee with approval of Council .

INFORMATION SUMMARY
The Tigard Transportation Advisory Committee (TTAC) has been meeting in
January and February to formulate an Action Plan. The proposed plan is
attached. The committee is present, and will be happy to entertain questions
or discuss the proposed Action Plan.

Tigard Transportation Advisory Committee
Action Plan
PURPOSE: is to serve the Tigard City Council in an advisory capacity;
providing advice, recommendations , consultations , limited analysis, and
expanded public input to the City Council , City Staff , and others , on
all matters directly associated with the development and implementation
of the Transportation Public Facilities Plan, and its interrelationship
with the Capital Improvements Plan and other public facilities .
GOAL: To make competent recommendations to the City Council
concerning the subject of Transportation; and
To engage in actions and activities which assist and ensure the
continued development of a rational transportation and public
facilities plan for the greater Tigard area.
POWERS AND DUTIES :
-Review regional and local transportation plans .
-Review the Transportation Public Facilities Plan with staff
-Annually review and update the related Capital Improvements
Plan priorities .
-Review and recommend as to related engineering standards and
Plan policies .
-Review and recommend a balance of budget resources between
operations and capital .
OBJECTIVES:
1 . Become familiar with transportation issues and with
responsible agencies , committees , and citizen groups , as well
as other resources .
2 . Develop a working structure to facilitate understanding and
planning.
3 . Establish liaison with City Council and City staff .
4 . Establish relationship with citizens , other City committees ,
neighboring cities, and regional and county agencies .
5 . Become familiar with budgets , funding needs and sources
6 . Identify problems and critical issues .
7 . Review alternative solutions and make recommendations to City
Council and staff .
8 . Serve as advocates of regional transportation issues which may
affect Tigard .
9 . Encourage and promote public awareness of transportation
issues .
