The meeting was called to order by Chair Thomas Sullivan at 7:40 PM
at City Hall. The minutes were approved as corrected: Old Business;
Frank will attend the Gas Tax meeting, Mark will determine the U.S.
Congressional Transportation members.
Our new members, former Mayor of Tigard Wilbur Bishop, and Homer
Hamlin, .were introduced and greeted.
Councilman Tom Brian, our liason with City Council, discussed the
Councils beliefs, aims and goals. He discussed the past history of
the Westerly Bypass, and that many past objections have been resoly-
ed. Time frame is 6-8 years before any groundbreaking. The Murray
Road extension is still an option with Washington County. At the
conclusion of Tom's discussion on the Bypass, Russ Krueger presented
a question relating to an overlay for 135th, privately paid for.
The chair asked that Russ return with more facts and a concrete
proposal. Russ, later in the meeting, gave us a brief oral history
of the 135th problem. We reiterated our need for facts and figures
to review before we could do anything to help him.
Councilman Brian continued, and discussed MSTIP, Major Streets
Transportation Improvement Program, of which $3-4 million will be
in Tigard; $4 million for Durham Road extension.
Mr. Brun then outlined the Dartmouth Connection, and the plans for
the Tigard Triangle. One landowner is in appeals court now, to
prevent the development. Next Mr. Brian discussed the Capital
Improvements Plan. Council wants our input on the methods of fundings

On a broader question, the council wants the Committee to review,
probe, and advocate the regional problems in transportation, and
give them the-_best ad*ice, devoid of politics.
L•idija suggested we get maps with overlays so we can get a more
concrete view of the various situations. Tom Brian stated that
Bill Monahan's office could do this for us.

Tom Brian departed the meeting at 8:52 PM.
Chair Tom Sullivan reviewed the Action Plan. We are to continue work
on objectives.
Mark Padgett reported on the U.S. House Transportation Committee
members. There are 48 in number, with 2 major subcommittee.
The first is Buildings and the second is Surface Transportation.
No one from the Northwest is on the Committee. Mark will get
Senate information for next time if possible.
The Committee unanimously approved Tom Sullivan's letter to ask for
agendas and other notices from other transportation related groups
in this area, other states, regions, and the nation at large.
Tom and Mark will meet regarding the need to have a Parks Board
liason. The Committee unanimously approved Tom's letter to
interested parties in the Tigard area, letting them know of our
Committee and our activities.
Mr. Bishop accepted the assignment to research the sources, types,
and influenceability of funds. Also the timing of our input.
There was further discussion on how we handle the levels of
administration so we do not add yet another layer for affected
parties to go through.
Mark presented a short briefing on the Economic Development
Committee, followed by a similar briefing by Milton Frye on the
Planning Commission.
We then discussed our need to develop a method for dealing with
Citizen walk-in problems. We set our next meeting for April 18th
at 7:30 PM at City Ha11,
Tom Sullivan adjourned the meeting at 10: 10 PM.

Re: Progress report and current agenda
I believe that the TTAC has made substantial progress in the five
month, since we first met . In that time we have familiarized ourselves
with transportation issues, developed an action plan with goals and
objectives and made a good start toward realizing each of those
objectives.
I have been trying to determine the course the committee should
take from here and am experiencing a certain amount of difficulty. A
number of recent events have raised some questions in my mind that I
feel the committee has to answer concerning our role in the city
structure and the manner in which we are going to undertake specific
projects and decide specific issues before we can proceed. At our last
meeting it was suggested to me that we are spending too much time
trying to decide how we are going to decide things and not doing any
actual substantive work. I appreciate that there is some validity to
this criticism, nevertheless I don ' t see how we can begin without
having answered certain questions. I am writing this letter with the
hope that you will come to the meeting prepared to suggest specific
ways we can deal with the questions I have raised below, and any other
suggestions that you have for the committee. It is my hope that this
committee will do more than just meet monthly and review documents sent
to us by other persons or groups.
In looking at the overall picture there seems to be two areas that
we are responsible for. First we have to assist staff in developing a
rational transportation plan. Second we will be called upon to give
advice concerning specific issues as they arise. The matter of the
1!5th LID that was brought before us last meeting is a good example.
Since then certain citizens have come to me asking the transportation
committee to look: at the development that J . D. Bishop has planned for
the downtown area and the impacts that that will have on
transportation. These questions and others like them are going to force
us to decide:
1 . At what level (i . e. when) and under what circumstances should we
become involved in specific transportation issues.
. If we are to get involved with a specific issue, how will we get
our information , what kind of input will we seek: from the various
involved parties, and what form will our recommendations take (i . e.
verbal , written , etc. )
Concerning the overall task:: of creating a rational transportation
plan we need to decide:
_ . What kind of decisions do we have to make;
4. What information do we need to make tho=se decisions;
5. What procedure must we follow and what information do we need to
determine priorities as far as the capital improvement plan is
Concerned.

I have enclosed with this memo certain items of information. The
first is the updated version of the action plan as approved by City
Council . The second is a list of Sources of Information and Responsible
agencies involved with transportation planning. (Let me know if there
are any additions to this) . Last is a copy of the City Council ' s Policy
calendar given to me by Bob Jean. This shows the items City Council has
determined to be priorities and the timeline for dealing with them.
Note that there are a number of transportation questions on there.
Tigard Transportation Advisory Committee
Action Flan
PURPOSES is to serve the Tigard City Council in an advisory capacityt
providing advice, recommendations, consultations, limited analysis, and
expanded public input to the City Council , City Staff , and others, on
all matters directly associated with the development and implementation
of the Transportation Public Facilities Plan , and its interrelationship
with the Capital Improvements Plan and other public facilities.
OOALs To make competent recommendations to the City Council
concerning the subject of Transportation; and
To engage in actions and activities which assist and ensure the
continued development of a rational transportation and public
facilities plan for the greater Tigard area.
POWERS AND DUTIESs
-Review regional and local transportation plans.
-Review the Transportation Public Facilities Plan with staff
-Annually review and update the related Capital Improvements
Plan priorities.
-Review and recommend as to related engineering standards and
Plan policies.
-Review and recommend a balance of budget resources between
operations and capital .
-create subcommittees and enlist the aid of citizens to study
special areas of concern.
OBJECTIVES#
1 . become familiar with transportation issues and with
responsible agencies, committees, and citizen groups, as well
as other resources.
2. Develop a working structure to facilitate understanding and
planning.
3. Establish liaison with City Council and City staff .
4. Establish relationship with citizens, other City committees,
neighboring cities, and regional and county agencies.
5. Become familiar with budgets, funding needs and sources
6. Identify problems and critical issues.
7. Review alternative solutions and make recommendations to City
Council and staff .
B. Serve as advocates of regional transportation issues which may
affect Tigard.
9. Encourage and promote public awareness of transportation
issues.
10. Coordinate the actions of individuals interested in transpor-
tation issues as they affect Tigard and act as a clearinghouse
for information related to transportation.

Subject: ODOT 6 YEAR PLAN UPDATE PRIORITIES
In order to complete the WCTCC's review and recommendation on ODOT's
6 Year Plan Update, the following steps need to occur:
1 . Each Technical Group representative needs to review the enclosed
prioritization of the projects which have been submitted to
the WCTCC. There are four project lists presented:
Table #1 : State Highway Projects considered but not
funded, in current 6 Year Plan;
Table 1#2: New State Highway Projects proposed for
the 6 Year Plan;
Table #3: Region 2 Projects (affects only Forest
Grove and rural Washington County) ;
Table #4: Economic Development Projects.
Comments need to be provided by Wednesday, April 3rd. Please for-
ward your comments to Ron Schaadt: 640-3567.
2. Please review the 6 Year Plan projects that affect your jurisdiction
with your WCTCC - Policy Committee representative in time for the
Friday, April 12th Policy Committee meeting.
3. Jurisdictions with projects on the enclosed lists have been provided
ODOT project sheets. These sheets need to be completed by April 19th.
The project sheets will be submitted to ODOT on May lst. Please for-
ward the completed project sheets to Ron Schaadt.

SUBJECT: ODOT 6-year update
Pursuant to the WCTCC meeting of March 11, 1985, the City of Tigard would like
to submit the following list of projects for consideration for inclusion in
the ODOT 6-year program:
New - State Highway Improvements (on system)

c0 Hall Blvd. and Durham Rd. (Old Hwy 217) from SW Upper Boones
Ferry Rd. to the overcrossing at new Hwy 217.

° Scholls Ferry Road (Fanno Creek to Murray Rd.).

Channelization and signal improvements at SW Cascade and
Scholls Ferry Road.
Durham Road 99W -to HaI1 -Blvd-.
The Overpass at Hwy 217 and 99W is proposed as the second half of the solution
to much of the congestion on 99W caused because of the four (4) traffic
signals on 99W from SW Greenburg to Hwy 217. Three of these 4 signals control
major left turn movements from north and west of Hwy 99W to inbound on 99W.
The 4 signals are spaced too close together to function progressively when
considerable green time must be dedicated to left turn traffic on Greenburg
and Main trying to get into the "flow" on 99W before left turn inbound traffic
from 217 thus helping congest the left turn movement at 217.
The plan would be to eliminate left turn and cross-traffic at Greenburg and
on-grade left turn and cross traffic at 99W and the 217 Southbound offramp,
providing more adequate spacing for progression and allowing higher volumes of
inbound left turn traffic from north and west of 99W.

The Hall Blvd. Project would be considered an interim improvement and would
include bike paths on both sides and provisions for left turns at major
intersections. There would be supplemental funding from local and state
bikepath sources.
The traffic signal at Hall and Durham is needed due to the sharp but steady
increase in traffic at this location. It's strategic location and recent
commercial and residential starts in the immediate area insure the
construction of the steady growth in traffic.
Under non-state Hwy. Projects, the Main Street Bridge replacement is badly
needed. While the bridge is sound and not ranked high on the replacement
list, it is narrow ( If feet) and severely limits traffic and economic
growth in the downtown area. In addition, the bric(ge is under the 100-year
flood plain elevation, and it's length ( >�.� p feet) poses a severe
restriction to the passage of the annual flood.
The 72nd Avenue intersection alignment with 99W is for the purpose of
facilitating traffic flow into and out of the Tigard triangle providing the
only direct north/south route through the triangle. It will also facilitate
traffic flows on 99W by eliminating the signal at the drive-in theatre and
providing uniform separation between the signal at SW 69th and at SW 76th,
improving the ability to gain progression in this stretch of 99W.
The 72nd Ave. - 99W to Hwy 217 Project will serve to compliment the Dartmouth
extension project (an L.I.D.) and the realignment of the 72nd/99W intersection.
Channelization and signal improvements at Scholls Ferry and Cascade will
provide smoother and more efficient movements at this intersection. This
intersection is one of the planned inter-city connections between Beaverton
and Tigard. It will serve to enhance existing and committed economic
development.
Durham Road is a critical transportation link connecting two major State
areterial Highways.

RESOLUTION NO. 85-�
A 'RESOLUTION SUPPORTING THE PLANNING, ENGINEERING AND CONSTRUCTION OF A MAJOR ARTERIAL
BYPASS ROADWAY BETWEEN ALOHA AND I-5; AND URGING THE METROPOLITAN SERVICE DISTRICT AND
OREGON DEPARTMENT OF TRANSPORTATION TO MAKE CONSTRUCTION OF THE ROAD-A HIGH PRIORITY.
WHEREAS, it appears to the Council of the City of Tigard that the maintenance and
expansion of regional and subregional transportation facilities is of critical
importance to the continued and future economic growth of Washington County and
Washington County communities along the "I-5 Corridor"; and
, WHEREAS, it appears to the Council that the present north-south major arterial and
highway standard roadways, specifically Highway 99W and Oregon 217 are no longer
sufficient to handle the existing and anticipated growth in traffic volumes, both for
private vehicles and commercial and industrial traffic; and
WHEREAS, it appears that improvements to State Highways 217 and Scholls Ferry would
exceed costs of a Westside bypass.
WHEREAS, it appears to the Council that the lack of adequate north-south major arterial
routes are causing trucking and other traffic to utilize collector and arterial streets
not designed for heavy loads as alternative transportation routes, which results in
congestion, unsafe conditions and accelerated deterioration of these roadways; and
WHEREAS, it appears to the Council land suitable for quality industrial and' commercial
development, which would employ the citizens of the County and the State, remains
vacant, in part due to the traffic difficulties encountered on major transportation
links into areas of the County any distance west of Highway 217 and I-5; and
WHEREAS, it appears to the Council that construction of a "Western" bypass from the
communities of Aloha and Hillsboro, and intersecting with I-5 in the vicinity of the
cities of Tualatin and Wilsonville would in large measure alleviate existing north-south
regional traffic problems and accelerate the economic development in the southeastern
and western portions of Washington County, to the ultimate benefit of citizens of the
entire .metropolitan area and the State; and
NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council that:
The Tigard City Council fully supports the planning, engineering and construction of a
"Western Bypass" road linking the communities of Aloha, Hillsboro, Sherwood, Tualatin
and Wilsonville and adjacent areas; and it is further resolved and ordered that the
Metropolitan Service District (METRO) and the Oregon Department of Transportation (OOOT)
declare the "Western Bypass" a highest priority project and proceed to provide funds for
planning, engineering and construction in the immediate future.
