Re: Meeting Dates and Agenda
I have schedules our next meeting for July 11th at 7: 30 p. m. at
City Hall . I 'm sorry that I did not have time to check with you to see
if that was okay. If any of you are not going to be able to make it on
that night let me know right away. If enough can 't make it I will
schedule it later. I also want to have our next meeting in the first
week of August. Perhaps August 1st. Mark that on your calendars and
also let me know.
I met recently with Bob Jean and we mapped out a schedule for the
committee and Bob essentially told me what we needed to do and when in
order to coordinate our activities with City Council 's goals and
objectives. Bob kept the sheet that we composed so I don 't have it to
share with you yet. The main task in front of us, as I 'm sure you are
aware, is to start working on the Transportation Plan , the Public
Facilities Plan , and the Capital Improvements Plan.
I would like to request all of you to review the Transportation
Plan that we have in our books and to think about how we should go
about reviewing and ungrading it. I think that we should also go over
such things as the Systems Development charge, the LID policy, and the
City 's comp. plan, and try to understand how all of them fit together.
A few other issues that you might want to consider are the
City/County jurisdiction issue, the MSTIP and the $55 million levy, and
the counties proposed Fee Per Trip charge. I have copies of the latter
if anyone wants to read it. I understand that the county is in the
process of negotiating the jurisdiction question with Tualatin and
Beaverton. Perhaps one of you could volunteer to find out what they are
doing and why.
This brings up one other aspect of this committee that is troubling
me and an area wherein we need some improvement. I welcome and solicit
any ideas. It seems that the committee can only go as fast as I am able
to plan things. In the last month I have been planning for two trials
and that takes up all my time. It would be nice if we could share the
planning and coordinating duties so 'that if I am tied up , the whole
commmittee doesn 't just lanquish.
I will try to get a real agenda to you before the meeting.
I haven 't seen the cable show yet , but Bob Jean tells me he taped
it. I am going to borrow the tape from him and rent a video this week.
If anyone else hasn 't seen it and would like to, let me know.
BEFORE THE TIGARD CITY COUNCIL
FOR THE PURPOSE OF ACQUIRING JURISDICTION OF CERTAIN STREETS FROM THE
JURISDICTION OF WASHINGTON COUNTY
WHEREAS, The City of Tigard has appointed a citizen 's Transportation
Committee for the purpose of advising it on matters of transportation;
and
WHEREAS,The said Committee recognizes a hazardous traffic safety
condition exists along SW Schools Ferry Road in the vicinity of SW 135th
and SW 181st Avenues; and
WHEREAS, The Committee realizes it 's responsibility to meet the goals set
forth by the Council ; and
WHEREAS, The City of Tigard has agreed with the City of Beaverton to
assume the responsibility for traffic improvement on SW Scholis Ferry
Road at the above named intersections; and ,
WHEREAS, Washington County has indicated an interest in transferring
jurisdiction of certain: streets to the City of Tigard; now ,therefore ,
BE IT RESOLVED,
That the City of Tigard begin the legal steps necessary to obtain
.jurisdiction: of the following streets from Washington County :
1 : SW 135th Street from SW Scholls Ferry Road to SW Walnut .
2: SIIW Walnut Street from SW 135th to SW 188th.
3: SW 121st Street from SW Walnut to SW Gaar•de .
4: SW Gaarde Street from `x'',d Walnut to SW 112th .

Regarding: Priority 3 Bicycle Program
Following is the list of Priority 3 bicycle projects recommended
by the region for inclusion in the ODOT Six-Year Plan. This list
was rank ordered by all concerned jurisdictions, Metro and ODOT at
two recent meetings of the Bicycle Funding Group. TPAC reviewed
the list and, in response to a policy recommendation of the Fund-
ing Group (see below) , recommended that a project be added -- the
reconnaissance of the entire Westside Bicycle Corridor, as desig-
nated in the Regional Bicycle Plan. (This corridor has termini
at the Sunset Highway at Cedar Hills Boulevard interchange in the
north and at the interchange of I-5 and I-205 in the south. ) We
have talked with Jef Kaiser of your staff and he has informed us
that approximately $30, 000 is required to perform this activity.
The recommended priorities are as follows :

*TPAC questioned the appropriateness of using Priority 3 funds for the
Beaverton project because this project is part of the Hall Boulevard
widening project. They recommended that ODOT and Beaverton discuss
this project further to determine if Priority 3 funds should be made
available. They also recommended that the Bicycle Funding Group
address this issue in a general sense at their next meeting and recom-
mend a policy for future use.

In addition to prioritizing individual projects, TPAC is forwarding
two policy recommendations from the Bicycle Funding Group:
1. The region continues to recognize the completion of the I-205
bicycling facility south of Sunnyside Road to West Linn as the
highest priority bicycle route in the region. The group strongly
recommends that the anticipated $1.6 million cost to complete
this segment be funded from Interstate 4R funds rather than from
Priority 3 funds for several reasons:
. Construction of the I-205 bicycle path is eligible for Inter-
state 4R funds for all portions within the highway right-of-way.
• There are approximately $45 million of Interstate 4R funds
available annually in the State.
. There are only $300, 000 of Priority 3 funds available annually
to this region. Use of Priority 3 funds to complete the I-205
bicycle path would require this region' s entire allocation of
Priority 3 funds for at least the next six years.
2. The region is notifying ODOT that the Westside Bicycle Corridor,
as designated in the Regional Bicycle Plan (from the Sunset High-
way and Cedar Hills Boulevard interchange in the north to the I-5
and I-205 interchange in the south) , is being designated by the
region as a high priority corridor for bicycle facility improve-
ments. ODOT should proceed to define location details for this
corridor. Individual project applications from jurisdictions for
facility improvements in this corridor should be viewed as part
of an overall corridor improvement strategy.
