1 . Transportation Map
At your March meeting, you reviewed a draft of the Comprehensive
Plan Transportation Map update. Since then, the map and notes have
been revised to include the changes suggested by the Transportation
Committee and others . Attached is a copy of the final draft of the
map update , for your information. Formal adoption of the map
update is scheduled to be considered by the Planning Commission on
April 8th and by the Council on April 23rd.
If. you have any additional comments on the map update , they should
be raised at the April 11th Committee meeting, so that they can be
forwarded to the Council prior to final adoption.
2 _ SW 79th Avenue
The Council has recently heard some concerns about SW 79th Avenue
between Bonita Road and Durham Road. The road is narrow and has no
shoulders for pedestrians . Recent development of :several.
subdivisions has increased the traffic on 79th.
The Council has asked that the Transportation Committee worm_ with
the neighborhood and NPO #5 to determine what improvements are
appropriate on 79th and how they should be funded. On April 11th ,
I would like to discuss how you want to approach this project .
Should we schedule a large neighborhood meeting? Is there
information that you need us to collect first? What is the best
way to coordinate with NPO #5?
Prior to the April 11th meeting, you may wish to drive along SW
79th to get a better idea of the problems that exist .
3 . SW 109th & Naeve Street.
NPO 46 would like to initiate some revisions to the Comprehensive
Plan Transportation Map in the vicinity of 109th &. Naeve . At the
April 11th meeting, I will update the Committee on the ideas that:

COMPREHENSIVE PLAN TRANSPORTATION MAP NOTES
COMPREHENSIVE PLAN
These notes are a part of the Comprehensive Plan Transportation Map and are
TRANSPORTATION IMP intended to provide direction as to the kind and extent of transportation
REVISION SCHEDULE improvements which are to occur within the designated study areas.
ORDINANCE DATE
1. Scholls Ferry Road to be realigned to connect with Davies Road. Upon
completion of the realignment, the existing roadway east of Davies Road
shall become a local street with a cul-de-sac terminus at the northwest end.
2. Study area to determine a future connection between the Walnut/132nd
intersection and the Gaarde/121 st intersection. A major collector extension
of Gaarde Street has been recommended by the Northeast Bull Mountain
Transportation Study Report. An indirect connection of minor collectors has
been recommended by NPO #3.
3. Approximate alignments are shown for the extensions of 132nd Avenue
south of Benchview Terrace, 135th Avenue south of Walnut Street, and
Benchview Terrace west of 132nd Avenue. These streets are to be
designed as minor collectors with a design speed of 25 m.p.h..
4. Study area to determine a connection from southbound Pacific Highway
(99W), to Main Street.
5. Study area to determine the alignment of (1) a minor collector street
connection between 68th Parkway near Red Rock Creek and the Dartmouth
Street extension, and (2) a minor collector street connection between 72nd
Avenue at Hampton Street and the Dartmouth Street extension, within the
westerly portion of the Tigard Triangle.
6. Study area to determine the alignment of connections between Highway 217,
Kruse Way, 1-5 and the Tigard Triangle.
7. Connections between Hunziker Street, Hall Boulevard at O'Mara Street
(generally) and Bonita Road.
8. Study area to consider extension of Hall Boulevard southward to connect
with Boones Ferry Road in Tualatin for either pedestrian or vehicular access.

the bridge replacement is still within budget and still scheduled
for construction this summer .

MAIN STREET BRIDGE REPLACEMENT PROJECT
The Main Street bridge over Fanno Creek is scheduled for replacement this
summer. Attached is material describing the options considered for the new
replacement bridge.
The engineers are proposing that the new bridge be constructed to the full width
of Main Street. During construction, they are proposing that the street be kept
open to all vehicle and pedestrian traffic. Other options and their estimated
costs are described in the attached material.
Prior to making a final decision on the design options, an opportunity is being
provided for public comment. Any comments or questions regarding the project
should be referred to Gary Alfson in the Engineering Department at City Hall,
639-4171. To be considered in the decision, comments should be received by
Friday, March 22, 1991.

MAIN STREET BRIDGE REPLACEMENT
PRELIMINARY DESIGN REPORT
The Project
The Main Street bridge over Fanno Creek needs to be replaced. Recent bridge
inspections have shown that the timbers in the bridge are deteriorating. Replacement of '
the bridge has been scheduled for the summer of 1991.
The design consultants have completed their preliminary engineering design forthe bridge
replacement. A copy of the detailed report is available for review at the Engineering
Department in Tigard City Hall.
Bridge Width
The existing bridge has a roadway width of 22 feet, which does not meet current
standards. The designers looked at two options for the width of the new bridge.
Option A is to build the new bridge with a 44 foot wide street. This option meets the
minimum City standards for street width for a major collector street.
Option B is to build the new bridge to match the full width of Main Street. Under this
option, the. bridge would have a street width of approximately 54 feet.
Both options include sidewalks across the bridge on both sides of the street.
Fanno Creek
The bridge will be designed to accommodate future channel improvements to Fanno
Creek as recommended in the City's drainage master plan. The new bridge will provide
some minor increase to the channel's capacity to carry flood waters. Full channel
improvements will need to be coordinated with downstream work in the future.
Bridge Closure
If Main Street is closed at the bridge during replacement, construction costs would be
reduced and construction .time would be shortened by about a month. Tri-Met has
indicated that they could re-route buses during the bridge closure, if necessary. However,
bridge cloture would make it difficult to reach Main Street businesses. It would also add
to the traffic congestion on the Highway 99W viaduct.
Main Street business owners have expressed strong concern about the potential for a
bridge closure. They feel that a closure, which would last 3 to 4 months, would greatly
reduce their business activity, causing economic hardship.
The designers have identified ways to keep the bridge open to traffic under both design
options. Costs have been evaluated both with the crossing kept open to traffic and with
it closed.
Bridge Appearance
Attached is a sketch showing how the new bridge railings will look. There are few
alternatives which meet all current standards for the railing's ability to withstand vehicle
impacts. Alternatives are the more massive railings found on freeway bridges or tubular.
railings such as found on the Greenburg Road bridge over Ash Creek.
Cost
The least expensive alternative is Option A with the bridge closed during construction.
This option has an estimated construction cost of $294,000.
If the bridge is to be kept open during construction, the least expensive alternative is
Option B, because the extra width allows easier staging of construction while maintaining
two-way traffic. Both vehicle and pedestrian traffic would be maintained. This option has
an estimated construction cost of $314,000.
If the bridge is closed during construction, Option B would cost approximately $304,000.
The most expensive alternative is to build Option A while keeping the bridge open to
traffic. Because of width restrictions, traffic would be restricted to one lane during part
of the construction, requiring the installation of temporary traffic signals to maintain two-
way traffic. The estimated construction cost is $334,000.
Recommendation
Engineering staff are recommending Option B with the bridge kept open to traffic during
construction. Option B allows the new bridge to match the existing street and sidewalks
and it provides more flexibility to accommodate any reconstruction or redesign of Main
Street which may occur in the future. Under Option B, the cost of keeping the crossing
open is only $10,000 to $20,000 more than construction with the bridge closed. This
additional cost appears to be justified in order to avoid the economic and traffic impacts
associated with a bridge closure.
Citizen Comments
Prior to making a final decision on the design option, an opportunity is being provided for
public comment. Any comments, questions, or suggestions should be directed to the
attention of Gary Alfson, project engineer for the City, 639-4171.
To be considered in the decision, comments should be received by Friday, March 22,
1991.
