SUBJECT : Meeting schedule
1 . The December meeting has been canceled due to lack of business
to come before the Committee .
2 . A discussion of Western Bypass Study issues is tentatively
scheduled for the January meeting.
3 . On November 26th, the City Council approved an agreement with
the owners of Elmer' s Restaurant . The agreement provides for an
exchange of property to provide for realignment of Gaarde Street
and the reconstruction of the restaurant parking lot . The street
improvements, the parking lot reconstruction, and traffic signal
revisions on Pacific Highway will all be coordinated in one
construction contract . We expect to open construction bids in
January.
4 . Gaarde Street Realignment is the last of the ten Major Streets
Traffic Safety Improvement Bond projects . This will complete the
major undertaking developed by the Committee and approved by the
voters in 1988 . It now appears that final costs will be very close
to the overall budget .
5 . Attached for your information is a memorandum describing our
efforts to initiate transportation planning in the Diamond Area.

For some time there has been agreement that we need better
transportation planning for the Diamond Area; i.e. , Washington
Square and the surrounding area between Highway 217 and Hall
Boulevard. To get such a study started, we have held meetings
involving staff from City of Tigard, City of Beaverton, Washington
County, ODOT, Tri-Met, Metro and major property owners. The
meetings have been informal discussions to determine the scope of
a study and potential funding sources.
From these discussions, the group has reached several conclusions:
1. We should immediately initiate preparation of a "short-term"
plan to address study area needs through 1997 . The plan would
define low-cost improvements needed to accommodate expected
traffic growth. It would also define transportation
improvements needed in conjunction with expected private
development within the study area. The plan would be based on
existing land-use zoning.
2 . The long-range plan for the study area may be significantly
influenced by a number of major regional planning efforts
currently under way, such as Western Bypass Study, Metro's
2040 planning efforts, ODOT's Highway 217 Corridor Study.
Therefore, completion of a long-range plan should wait until
the regional plans are better defined. We expect this to
happen before 1997 .
3. The short-range plan can provide a data base to facilitate
future preparation of a long-range plan. The data base may
also be helpful in defining the study area's role in the
larger regional plans.
4 . Any plan needs to address traffic impacts in areas adjacent to
the planning area; e.g. , the residential area east of Hall
Boulevard, the freeway crossings at Greenburg and Scholls
Ferry, etc .
5 . The entities represented in our informal discussion group need
to be involved in any planning effort.

6 . In addition, there should be opportunity for involvement of
other citizens of the area, preferably through established
groups such as NPO #8, CPO #4-Metzger, and the Tigard
Transportation Advisory Committee.
From preliminary discussions, it appears that there is adequate
funding available from the various government jurisdictions and the
interested major property owners to proceed immediately with the
short-term study effort. During the next month, we will be
refining cost estimates and preparing a cost-sharing proposal.
In a few weeks, I hope to be ready to present a firm scope of work
and funding concept for formal consideration. I would expect that
the short-term plan could be completed and adopted during 1992 .
