March 23, 1988 Meeting
Meeting was called to order at 7:03 p.m.
: Joe Sohweitz, Jim Duyevoir, John Etzel, Nancy Newcomb,
Ron Holland, Dan Rooburough, Joe Kasten, Dick Walker
Others Present Randy Wooley, City Engineer; Julynne Ash, City Center Task
Force; Cathy Chase, NPO #8
Minutes were approved from last meeting.
Randy Wwoloy started off the meeting with an overall picture of the TTAC.
Three major goals are:
a} Capital Improvement projects
b} Potential projects
c} Lung—range transportation plan
Randy spoke on the short lint of the CIP, NPOu #1—#8.
$734,000 budgeted for transportation
256,000 already budgeted
15,800 72nd LID previous commitment
70'000 overlays and major maintenance
maintenance of existing bridges
$340,080 left for new projects with 14 million short list
Jolynne Ash spoke on the concerns of the City Center Task Force to the
committee.
Cathy Chase spoke also on concerns of 0P0 08.
After discussion and debate' the TAC recommended the following projects for
1988-09 funding:
Pfaffle Street between 78th and Hall $180,000
McDonald bike lanes $6,200
Greenburg Bridge $150,000
Recommended we give City Engineer freedom to choose other projects if and when
extra funds become available.
Other .
Joe Sohweitz recommended that the TAC in the future become more involved in
new stop signs, change of speed limits, etc. ' in conjunction with safety
factors concerning the people.
Future Meetinq S- .
Need to meet for 5—Year Plan recommendations . Develop street improvement
proposal for possible November ballot issue.
Next meeting tentatively schedule for April 14.

SUBJECT: Detailed Project List

KEEPING THE DECISION MANAGEABLE
We are still having some difficulty in assembling a report on project
options in a format that would provide the Committee adequate information for
decision—making without becoming a report of unmanageable size.
Tu help ease this process, I propose that the Committee discuss in general
terms the criteria that you think are important in selecting the top priority
projeoto . We need to get a feeling of what types of traffic safety and
capacity problems are of the greatest concern to Tigard citizens .
A discussion of general priorities, followed by the proposed tour, of
project sites, will help un get a feeling of the types of projects we should
be developing. From that, I hope the staff can develop a manageable list of
potential projects and project costs for the Committee to use in establishing
its recommendations for a major street improvement proposal . I expect the
list of potential projects will still be much longer than the proposed funding
will allow.
SCHEDULE
A tentative schedule for the decision—making process is an follows :
April 14 — Discussion of criteria for establishing priorities .
Late April — Tour of project sites,
May & — Meeting with Council; establish funding goals and reaffirm
Committee' s assignment.
May 12 — Discussion of project priorities .
May ? — Additional discussion, if required .
June & — Adopt recommendation to Council.
