TO: Transportation Advisory Com ittee June 11, 1987

SUBJECT": 1987-88 Work Plan
As we discussed in May, it is City policy to develop a work plan for each
committee and for the various City divisions at the start of each fiscal
year. The Committee indicated a desire to consider its work plan at the
June 18th meeting.
Attached for your consideration is a draft work plan which I prepared in
coordination with the work plan for the engineering staff. A primary Council
goal for this next year is development of a transportation improvement plan.
A tentative schedule for transportation plan development is attached.
Also attached for your information is a draft work plan for the staff
engineers so that you can see how the various transportation issues fit into
our program.

SUBJECT: Scholls Ferry Road MSTIP Project
The Washington County Major Streets Transportation Improvement Program
(MSTIP) , a serial levy approved by the voters in 1986, provides funding for
improvements to Scholls Ferry Road and Old Scholls Ferry Road between Fanno
Creek and Murray Boulevard. Additional funding is provided by the Oregon
Department of Transportation (ODOT). The project is scheduled for
construction in 1989-90. Since Scholls Ferry Road is a State highway, the
design work is being done by ODOT.
On June 22nd, ODOT and County representatives will be making a brief
presentation to the Tigard City Council to discuss the proposed improvements,
the project schedule, and preliminary cost estimates. You are invited to
attend the City Council meeting to learn more about the project.
MEETING TIME: Monday, June 22, 1987, 7:30 P.M.
LOCATION: Tigard City Hall
A similar presentation will be made before the Beaverton City Council on July
6th.
ODOT staff have indicated that they will be available during July to make
additional presentations to neighborhood groups. Later in the summer they
expect to hold a public meeting on the project with more widespread
notification.

1 . Randy Wooley reviewed City of Tigard map indicating the locations of CIP.
2. The Chairman presented a broad outline of where the Committee was for the
benefit of new members .
3 . Wooley reviewed projects to be included in the CIP with cost estimates.
Wooley asked the Committee to list the projects to be recommended to the
Council .
4. Discussion. It was moved and seconded and unanimously passed to recommend
nine (9) projects to the Council .
5. Meeting Adjourned at 9: 30 P.M.

RESOLUTION NO. 87—3�5
A RESOLUTION OF THE TIGARD CITY COUNCIL_ REDEFINING THE STRUCTURE AND GOALS OF
THE TRANSPORTATION ADVISORY COMMITTEE.
WHEREAS, the Transportation Advisory Committee was created by Resolution
No. 84-62 on August 27, 1984; and
WHEREAS, in a workshop meeting with the Transportation Advisory Committee on
January 26, 1987, the City Council determined that it was appropriate to
redefine the structure and goals of the Committee; and
WHEREAS, it appears that the Transportation Advisory Committee can be of
greatest benefit to the City by concentrating its efforts on planning for
transportation improvements of city—wide benefit; and
WHEREAS, neighborhood transportation improvements can be coordinated through
the various Neighborhood Planning Organizations; and
WHEREAS, regional, transportation improvements are coordinated through the
County, the Metropolitan Service District, State agencies and other
organizations .
NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council that:

Section 1 : Sections 2, 3, and 4 of Resolution No. 84-62 are hereby
repealed .
Section 2: The purpose of the Transportation Advisory Committee shall be
to review any proposals to adopt or amend planning documents
for the city—wide transportation system and to make
recommendations to the City Council regarding such proposals.
The city—wide transportation system shall mean the arterial and
collector street system, the bicycle routes system, and mass
transit system within the City of Tigard . Planning documents
shall mean the Transportation Capital Improvement Program, the
Transportation Public Facilities Plan, the Transportation Map
of the Comprehensive Plan and master planning documents for
city—wide transportation facilities, along with proposals for
funding of the proposed transportation systems .
Section 3 : The Committee shall consist of up to nine members appointed by
the Council . All appointments made subsequent to adoption of
this resolution shall be for two year terms except where an
appointee is completing an unexpired term of a previous
committee member. Committee members shall receive no
compensation.
