Wooley, City EngineerAll SUBJECT: Transportation Facilities Plan Attached is a draft description of the proposed process for developing a new transportation facilities plan. Preparation of the plan is the major assignment for the Committee for the coming year. I would like to review the attached draft with you at your November 12th meeting. If the procedure as described is acceptable, I will then send copies to the various NP0` s, the City Center Plan Tank Force, the Economic Development Committee, the South Metzger CIP Task Force, and other interested parties, requesting that they return their comments prior to your December meeting. br/1637D k4liwo, 4400' DEVELOPING A TRANSPORTATION FACILITIES PLAN FOR TIGARD ;> WHAT ARE WE DOING AND WHY? In 1983 the City adopted a Comprehensive Plan Transportation Map which describes the arterial and collector street system to be improved and developed as Tigard continues to grow. Since 1083 a number, of local and regional studies have helped to define more precisely the street system needs . Each year additional street improvements are completed in a000ndanoe with the Comprehensive Plan. But, each year the traffic volumes in 'Tigard also increase as our population continues to grow. Traffic growth is outpacing street improvements. The result is safety concerns and congestion as narrow, formerly rural roads receive the demands of the urban traffic . One of the City Council goals for this fiscal year in development of a Transportation Plan. The Plan is expected to accomplish several things. The Plan will update the 1983 Transportation Map and provide more detail on the improvements needed, both current needs and needs for expected future development. Thio will help un to plan for the future and to review the impacts of proposed development. The Plan will help us to establish the magnitude of the City's total transportation needs and to establish the priorities for implementing improvements. Once the priorities and costs are known, we can butter address the questions of how to fund the needed improvements . Finally, it will prepare us for the update of our Comprehensive Plan in 1.989 as required by State Law. A public facilities plan is now a required part of each agency' s Comprehensive Plan. WHO WILL PREPARE THE PLAN? The City' s Transportation Advisory Committee will take the lead in preparing a plan to recommend to the City Council for adoption. In order for this volunteer Committee to make informed decisions, they will need input from a number of other sources . Technical data will be provided by the Community Development Department of the City. The Committee also needs to know the desires of the various neighborhoods. Your ideas are . We will be asking that the neighborhoods actively participate to define their needs and priorities. This neighborhood input can best be directed through the various Neighborhood Planning Organizations (NP0` o) already established. Any portion of the plan which requires a revision of the City' s Comprehensive Plan Transportation Map will also need to be reviewed by the Planning Commission. The Planning Commission would hold a public hearing and make a recommendation to the City Council . br/1602D Page 1 ^ ' WHAT IS THE SCHEDULE? The tentative schedule in as follows: . - Identify transportation needs basal on existing plans, completed studies, and past public input (City Staff) . . November December 1987 - Review the list of transportation needs and revise as necessary (Transportation Advisory Committee with input from neighborhoods) . . - Define scope of work, cost and possible phasing for improvements to ad&eou the identified current transportation needs. For future street improvements, initiate preliminary engineering studies to determine future street alignments . (City Engineering Staff) March - Anril, 1988 - Review project descriptions and develop - priorities for implementation of transportation projects to resolve current needs . (Transportation Advisory Committee, with input from neighborhoods) . . - Prepare a draft of the formal plan (City Staff) . . - Review the draft plan and revise as necessary (Transportation Advisory Committee, with input from neighborhoods) . . QSM11,J2.88 - Formal adoption of the plan. . Fall and Wint - Develop strategies for implementing the plan and funding the projects . Complete the review and adoption of alignments for future street improvements, an necessary. WHERE ARE WE NOW? Staff has prepared a preliminary list of transportation needs for Committee review. The lint is attached. Projects have been listed by NPO to simplify neighborhood review. Because NP0` o 1 and 2 are currently functioning as one NPO, they are shown in a combined list. "Projects Already Funded" are those identified in the Six-Year Plan of the Oregon Department of Transportation (0DOT) or in the City' s current budget or funWed by an existing local improvement district (LID) . Those projects listed as "P.E. only" have only been funded for preliminary engineering. The Washington County Transportation Coordinating Committee (WCTCC) has recommended some additional projects to be considered for inclusion in the OD(7[ Six-Year Plan when it is updated in 1088. Those, projects are listed yuparatuly. The other needs identified include both current needs and projects needed to accommodate future growth. A letter code after each project indicates the primary purpose of the project, an follows: C - Capacity improvement S - Safety improvement R - Improvements to correct an existing rough surface H - Hydraulic improvements to remove an obstruction to a major drainageway br/1602D Page 2 Note that capacity improvements usually also improve nafety. Safety improvements frequently also increase street capacity. "Current Needs" are the transportation improvements needed to bring the existing system to an acceptable level of safety and capacity. Current needs include only projects within the existing city limits . "Future Needs" are the additional improvements needed to accommodate anticipated future growth. In the case of NPO 3 and NPO 8, "Future Needs" also includes projects which are in Tigard` o planning area but are currently outside the city limits . If the project areas are annexed to the City at nnme future time, these projects would need to be included in the City' s improvement program. Sume of the "Future Needs" projects will require construction of now roadways or realignment of existing roadways . Engineering analysis and public review of alternatives will be required. In some cases, the review process may extend beyond the proposed August, 1988, adoption of the new Transportation Plan. If so, each project can be added to the Plan as an amendment as the review process is completed. ARE ALL STREET NEEDS INCLUDED? No. This plan is only to address the needs of arterial and collector street systems and other City—wide transportation needs . Development of the local street system in the various ouhdiviniono is usually the responsibility of the developer or the adjoining property owners. Local streets are not specifically addressed in the Comprehensive Plan. WHERE DO WE GO NEXT? The next step is to review the list and identify any needs which are not shown on the list or any projects which ohould be deleted from the list. FISCAL IMPACT SUGGESTED ACTION Receive reports; no action required. is/2503P/0031P *Moe vy,ir` CAPITAL IMPROVEMENT PROGRAM STATUS REPORT October 31, 1987 ST-6 - Tiedeman Avenue Realignment Sewer line legal problems are resolved and sewer will be relocated as soon as possible. Road work is rescheduled to 1988. ST-11 - Traffic Signal at Greenburg Road and Tiedeman Avenue The project is being designed by the State. It now appears that they will be ready to advertise for bids by sometime this winter. ST-13 - Traffic Signal at Burnham Street and Hall Blvd. Due to shortage of State matching funds, this project has been rescheduled for 1990. ST-14 - Traffic Signal at Hall Blvd. and McDonald Street This project is being designed by the State. The project has experienced delays due to shortage of State funds. They are now working on right-of-way acquisition and have scheduled construction for 1988. ST-16 - L.I.D. No. 35, S.W. 68th Parkway Hearing on final assessment roll is set for November 23rd. ST-17 - L.I.D. No. 40, Dartmouth Street Extension We are working to complete design details. Per Council direction, when design details are completed, a public hearing will be set to consider amendments to the Engineer's report. ST-18 - Pacific Highway and Canterbury Lane Intersection Improvement The State has scheduled this project for 1990 construction. Preliminary engineering study for the project has begun. ST-19 - 135th Ave. L.I.D. The consultant is preparing construction plans and specifications. *Projects which were previously reported as complete have been deleted. ST-20 — Genesis No. 3 Subdivision Improvements Contractor expects to complete work during the first week of November. ST-21 — Greenburq/Tiedeman Turn Lane Preliminary design is completed and being coordinated with ODOT signal design. We are working with the adjoining property owner to acquire some additional right-of--way required. ST-22 — Triangle Access Study This work will be done in conjunction with ODOT's study of Highway 217 interchanges. The ODOT study is just beginning. ST-23 — 72nd/Pacific Highway Intersection We have begun preliminary engineering work for this project. ST-24 — Durham/Hall Turn Lane Preliminary design completed. We are working with adjoining property owner on a small amount of right—of—way required. ST-25 — Greenburq/Ash Creek Bridge In November we will be reviewing consultant proposals. and preparing a consultant contract for Council review. INFORMATION SUMMARY In July, following a joint meeting of the City Councils of Tigard and Tualatin, we were asked to explore the feasibility of providing an additional roadway connection between the two cities. In response, attached is a report prepared by Gary Alfson, our new transportation engineer. THIS IS A VERY PRELIMINARY REVIEW. IT IS NOT A PROPOSAL FOR ACTION. IT IS INTENDED ONLY TO ASSIST THE CITIES IN DECIDING WHETHER ANY OF THE ALTERNATE ROUTES SHOULD BE GIVEN FURTHER CONSIDERATION IN PLANNING FOR FUTURE TRANSPORTATION NEEDS. Alternate A (85th Avenue) appears to have the greatest potential benefit as an important link in the transportation system. It would connect two important existing north-south through streets -- Hall Boulevard in Tigard and Boones Ferry Road in Tualatin. Both of these existing streets already serve as arterials and widening of both is already a part of the long-range planning. Alternate A would provide a direct connection to the High School and would provide. the greatest traffic relief on Upper Boones Ferry Road through the City of Durham. Unfortunately, Alternate A is the most expensive alternate, due largely to conflicts with the existing railroad. Alternates B and C have potential for extension southward in Tualatin. However, existing residential development precludes their direct connection with a through north-south route in Tigard. If either of these 'alternates is pursued, it will be critical to carefully consider their impacts on existing development and traffic pattepns on both sides of the river. Alternates D and E would create substantial adverse impacts on existing single-family residential areas. The alignments of Alternates D and E would not appear to provide any substantial relief'to traffic volumes on existing streets. Fiscal impacts would be considered as part of the more detailed planning process. We would need to evaluate the potential for State or Federal funding. If informal discussions with the other jurisdictions show interest in one or more of thealternates, staff would then prepare a recommendation on how to proceed into the more detailed planning process. cs/1519D lE MEMORANDUM CITY OF TIGARD, OREGON TO: Randy Wooley, City Engineerctober 19, 1987 FROM: Gary Alfson, Transportation Engineer ic SUBJECT: Tigard/Tualatin Bridge I have evaluated the possibility of constructing a street/bridge across the Tualatin River, connecting Tigard and Tualatin between the existing bridges on Highway 99W and Boones Ferry Road. There are a possible five alternate routes available as shown on the attached sheet. The alternate routes were selected using existing road alignments and right-of-ways. Alternate "A" and alternate "C" appear to be the most favorable routes. Alternate "A" is an extension of Hall Boulevard and has the least impact to the existing development and to traffic on Durham Road and Tualatin Road. Alternate "C" has a lesser total cost, has only a slight impact to the existing development and is more centrally located. The five alternate routes are listed below. Each alternative was evaluated based upon its impact to adjacent properties, zoning, traffic and the river floodway. The total cost was estimated based on unit costs for new major collector street, possible intersections, elevated street across the floodplain and a bridge across the floodway. Costs were also included for engineering, administration and legal fees, contingencies, and right-of-way acquisition. A range in the estimated total cost was provided since this study was brief and very little field work was performed. Roadway lengths and alignments were determined from maps and aerial photographs. Attached is an aerial photograph of the area showing the five alternate routes chosen for this study. Alternate A: Extend Hall Boulevard (85th Avenue) south from Durham Road, connecting to Tualatin Road along the Burlington Northern Railroad. The impact to properties would be minimal, since the areas are undeveloped and the proposed location is adjacent to the railroad. Its location adjacent to the railroad would also lessen the impact on the floodway. If this railroad is abandoned, the street could be located directly on the railroad right-of-way, decreasing the cost of improvements by 0.5 million dollars and the impact to the floodway. The extension of Hall, just north of Tualatin Road, would require crossing the existing, elevated east-west Southern Pacific Rail Road tracks. An underpass would most likely be required. The total cost for this alternate is estimated to be from 14 to 17 million dollars. This includes approximately 2900 lineal feet of new street, five intersections, 2600 lineal feet of elevated street, 600 lineal feet of bridge and 321,000 square feet of right-of-way acquisition. Alternate B: Improve and extend 92nd Avenue through Cook Park, and along the west border of the Tualatin Country Club to Tualatin Road. The impact to properties would be significant, especially to the Country Club and the residential development on the Tualatin side of the river. Having a major collector type road through Cook Park would also not be desirable. The bridge length required is much longer than that required in Alternate "A", due to the increased floodway width. The estimated total cost for this alternate would be from 13 to 16 million dollars. This includes approximately 1800 lineal feet of pavement improvements, 2000 lineal feet of new street, five intersections, 1050 lineal feet of elevated street, 1500 lineal feet of bridge and 120,000 square feet of right-of-way acquisition. Two less attractive alternate routes of this alignment would be to construct the street straight through the County Club or to curve the bridge west, connecting to Shawnee Trail. The total cost of each alternate would be comparable to the above route but would have an increased impact onto the adjacent properties. Alternate C: Construct 103rd Avenue from Durham Road along the back of the existing residential development connecting to the existing Jurgens Road alignment, and improve Jurgens Road to Tualatin Road. The impact of this alignment would be minimal since most of the residential zoned areas are all presently undeveloped except for the portion south of Durham Road. This alternative is the most centrally located between Highway 99W and Boones Ferry Road. Due to the narrow floodplain band, the impact on the floodway would be minimized. The estimated total cost of this alternate would be from 9 to 12 million dollars. This includes 1700 lineal feet of street improvement, 2000 lineal feet of new street, nine intersections, 300 feet of elevated roadway, 1200 feet of bridge and 200,000 square feet of right-of-way acquisition. This alternate would connect a light industrial zoned area in Tualatin to Durham Road, possibly creating increased traffic levels on Durham Road. Alternate D: Improve and construct 108th Avenue from Durham Road to Hazelbrook Road, and improve Hazelbrook Road and Jurgens Road to Tualatin Road. The impact to properties would be substantial since most of the adjacent properties are zoned residential and a small portion is developed. 108th Avenue is currently classified as a minor collector and would have to be upgraded to a major collector. Intersections with Hazelbrook Road and 103rd Avenue would be created requiring controlled 90° intersections. The estimated total cost of this alternate would be from 7.5 to 10 million dollars. This includes 4900 lineal feet of street improvement, eleven intersections, 400 lineal feet of new street, 300 lineal feet of elevated street, 950 lineal feet of bridge and 125,000 square feet of right-of-way acquisition. An alternate to this alignment would be to extend 108th through to Tualatin Road. This would be more expensive, requiring new street and full width right-of-way acquisition, instead of improving the existing Hazelbrook Road and Jurgens Road. Alternate E: Improve and extend 113th Avenue from Durham Road across Hazelbrook Road to Tualatin Road. This alternative is through mostly low density zoned residential properties and is located fairly close to Highway 99W. Relocation of the most westerly mobile homes or the residences east of the mobile homes may be required. It would connect an Industrial Park zoned area in Tualatin to Durham Road possibly increasing traffic on Durham Road and serving as a frontage road to Highway 99W. The floodway is the narrowest of all five alternatives and therefore, this alternative has the least impact to the floodway and lowest total cost. The estimated total cost of this alternate would be 7 to 9 million dollars. This includes 4200 lineal feet of new street, ten intersections, 200 lineal feet of elevated street, 800 feet of bridge and 250,000 square feet of right-of-way acquisition. PRELIMINARY ENGINEERING To accurately define the most feasible alternate a more detailed preliminary engineering study would be required. The study would evaluate the top alternatives, presenting pros and cons of each, to determine the most feasible route. The study would then evaluate the best alternative in greater detail to determine the proper alignment, total construction cost, lengths of new street, improved street, elevated street and bridge, amount of right-of-way acquisition, and assbciated utilities and structures. The study would outline the hydraulic analysis required and define the type of bridge and elevated roadway to be used. A traffic analysis would also be performed to evaluate the effects of traffic from the new road on the existing roads.
