Therefore, a workshop session has been scheduled with the City Council for Monday, January 20, 1087, at 6:30PM at City Hall. For the workshop to be worthwhile, it in important that an many committee members as possible attend the workshop. An hour has been scheduled for the workshop, prior to the Council ' s regular meeting. Your January 8th Committee meeting will allow an opportunity to discuss the topics which you wish to discuss with the Council at the workshop. Wooley We need to begin thinking about transportation projects for the Capital Improvement Program (CIP) and Public Facilities Plan (PFP) . At the January 8th meeting. I would like to discuss a schedule for preparing the CIP and PFP. The PFP will define our long—range transportation improvement needs. The CIP will define the capital improvement projects to be funded during the coming year. In preparing the CIP and PFP, we will need to identify transportation needs, define projects to satisfy those needs, and establish a priority order for the projects. As m first step, I would ask that you begin thinking about problem areas that you are aware of. To start the process, attached in a list of some transportation needs that I am aware of. ST-2. — Resurfacing of SW 68th Parkway Completed. ST-3 —_North Dakota Street Resurfacing and Reconstruction (90th to 95th) — Wet weather has forced us to stop work for the winter. Work will be completed next year. Some extra gravel was placed to assure access during the winter. ST-4 SW 104th Avenue Reconstruction Completed. ST-5 - Commercial Street Connection This project has been postponed. ST--6 Tiedeman Avenue Realignment Consultant working on final design. ST-7 _. North Dakota Street Realignment at 115th Avenue Final design complete. Staff is working on right—of--way acquisition. Construction will need to be deferred until Spring. ST-8 — Realignment of 79th Avenue at Bonita Road This project is being constructed in conjunction with development of Mara Woods Subdivision. Clearing has begun. ST--9 -- Main Street Improvement Study �- Completed. ST-10 — Hunziker Street Realignment Study Completed. ST--11 — Traffic Signal at Greenburg Road and Tiedeman Avenue Being designed by the State as a Federal Aid Project. ST-12 — Traffic Signal at Scholls Ferry Road and North Dakota Street Completed. SD--3 — 100th Avenue Storm Sewer (Murdock—Sattler Scheduled for 1987 if funding is adequate. SD--4 — Summerlake/Anton Park Drainage Construction plans are being prepared and easements acquired. Construction schedule will depend on weather and easement acquisitions . PK--1 -- Cook Park All work is complete except for irrigation and the pedestrian bridge to the float. The bridge is here but cannot be installed until the float is repaired. City crews will be installing irrigation in the spring. PK-2 — Woodard Park Project completed. PK-1 - Cook Park 1987 PK-2 - Woodard Park Combleted 1987 PK-3 - Summercreek Trails i t TRAFFIC ENGINEERING REPORT REVIEW OF STREET CLASSIFICATIONS SW 135th AVENUE December, 1986 Purpose In response to requests from residents of the area, the City Council has initiated a review of the classification of SW 135th Avenue between Scholls Ferry Road and Murray Boulevard. Background The% existing Comprehensive Plan Transportation Map was adopted in 1983 . Attachment A is the portion of the Map in the vicinity of SW 135th Avenue. Attachment B explains the symbols which appear on the map. The Map designates SW 135th Avenue as a major collector street. The Map also calls for another connection between Scholls Ferry Road and SW 135th Avenue near Walnut Street. In 1986 an Urban Planning Area Agreement (UPAA) was approved by the City and Washington County. The agreement better defines the alignment of the connection between Scholls Ferry Road and 135th Avenue. The alignment designated by the UPAA is shown in Attachment C. The proposed new road is referred to as Murray Boulevard Connection. Traffic Projections The existing Comprehensive Plan Transportation Map projected peak—hour traffic volumes for the year 2000 to be 260 vehicles per hour on SW 135th Avenue and 730 vehicles per hour on the Murray Boulevard Connection. More recent data from the Metropolitan Service District * forecasts peak—hour traffic volumes- in the area for the year 2005. MSD predicts peak—hour volumes on the Murray Boulevard Connection of approximately 800 vehicles ,per hour. For 135th Avenue, MSD predicts a peak—hour volume of approximately 180 vehicles per hour. If the Murray Connection were not built, MSD predicts that 135th Avenue would carry a peak—hour volume of over 600 vehicles per hour by 2005. Factors Supporting Reclassification The following factors appear to support reclassification of SW 135th Avenue from major collector to minor collector. * January 17, 1986, memo from Andrew Cotugno, MSD Transportation Director, regarding "Traffic Impacts associated with Murray Boulevard Extension." 1. Traffic Volumes. The projected traffic volumes for SW 135th Avenue are similar to the volumes projected for other Tigard streets designated as minor collectors (e.g. , North Dakota Street, Tigard Street, Sattler Street, Summerfield Drive). A two—lane street is usually adequate for such traffic volumes with a turn lane added at critical intersections. A minor collector street standard appears to provide adequate capacity. 2. UPAA. When the Transportation Map was adopted in 1983, it appeared that 135th Avenue might need to function as a major through street for many years. However, since then the Urban Planning Area Agreement has defined the alignment for the Murray Boulevard connection and assures that the connection will be provided as development occurs. Construction is being considered for 1987. Therefore, it now appears safe to plan for 135th Avenue as a minor collector and to rely on Murray Boulevard Connection to carry the major through traffic volumes . The alignments specified by the UPAA discourage use of 135th Avenue as a through route. 3 . Actual development. The actual development occurring along 135th Avenue has been at a density somewhat lower than the densities allowed under the current zoning. As a result, actual traffic volumes along 135th Avenue may be somewhat lower than the projections indicate. Conclusions It was prudent in 1983 to designate SW 135th Avenue as a major collector, as a safeguard, in case the Murray Connection were not completed during the planning period. Subsequent actions appear to have made this safeguard unnecessary . Recommendation Based on the factors outlined above, it is recommended that the Transportation Map of the Comprehensive Plan be amended to show SW 135th Avenue as a minor collector between Scholls Ferry Road and the proposed Murray Boulevard Connection. Wooley, City Enginee SUBJECT: Transportation Map Enclosed for your information are copies of two reports in which I have recommended certain revisions to the Comprehensive Plan Transportation Map. The City Council will consider these revisions on January 26, 1987. The Planning commission has reviewed the proposed reclassification of Riverwood Lane and 108th Avenue; the commission recommended approval of the reclassificatons. The Planning Commission will consider the 135th Avenue reclassification at their January 6th meeting. If the Transportation Advisory Committee wishes to make any recommendations to the Council regarding the proposed reclassifications, it would be appropriate to take such action at your January 8th meeting. /br2855P
