The July meeting of the Transportation Advisory Committee is cancelled. There
is no new business to come before the Committee this month. Additional
information on potential projects, requested by the Committee, is not yet
completed.
The next regular meeting date is August 10, 1989.

1. Meeting was called to order at 7:00 p.m.
2. Members present: Sohwuitz, Etzul' Holland, Newcomb, Ruuboruugh,
Waterman, Zanzig, Dusevoir
Others present: Randy Wooley, City Engineer
3. Minutes of last meeting were approved.
4. 1980-90 Capital Improvement Program:
(Reference: Memo from Randy Wooley to TAC dated May 5, 1989)
Randy presented several projects for Committee consideration. His
recommendation is :
a. purchase two rights of-way (memo item #3)
b. signal at Greenburg and Cascade
Moved and seconded to accept Randy' s recommendation. Discussion centered
on the need and usefulness of a light at Greenburg/Casoade. Motion
defeated.
Discussion continued on design of 72nd Avenue/99W intersection.
Moved and seconded to acquire rights-of-way at Hall/Ross and Cascade
Blvd. , and hold the remainder in reserve. Recommend that the City
Engineer gather additional data for a light at Greenburg/Casade and design
of 72nd/90W. Motion carried; Duyuxuir dissented (questioned need for
Cascade right-of-way) .
5. Anton Park fullowup:
Temporary traffic islands and signs will be tried with traffic counts
before and after construction. Should have some more information in 3 to
4 weeks .
6 . Other business:
- Neighborhood meetings on Bond project are continuing.
- Wednesday, May 17, Walnut Street neighborhood meeting. Some
committee members are requested to attend.
- Property owner on S.W. corner of Hall/McDonald: City Council has
authorized an appraisal .
- Trammel-Crow and Tigard Diamond proposals - in idea stage.
- June meeting tentatively cancelled.

MEMORANDUM
TO: Transportation Advisory Committee August 3, 1989
FROM: Randall R. Wooley, City Engineer
RE: 1989-90 Capital Improvement Program
At the May meeting, the Committee had focused on two projects for potential
funding in the 1989-90 CIP. Funds are sufficient to fund only one of the
projects. The two projects are Greenburg/Cascade and 72nd/99W. The
Greenburg/Cascade project would provide a traffic signal at the intersection.
The 72nd/99W project would provide for final design and perhaps some right-of-
way acquisition for improvements to the 72nd Avenue approach to 99W.
At the May meeting, the Committee had requested updated traffic counts at the
two intersections. The attached sketch shows the current traffic counts. All
of the counts were taken in May and June of this year except for Pacific
Highway. The Pacific Highway count are two years old; however, based on
information available elsewhere on Highway 99W, I believe that the traffic
volumes have increase only slightly on Pacific Highway at this location.
Also attached are copies of additional correspondence which has been received
from Sentrol regarding the Greenburg/Cascade intersection.
The agenda for the August 10 meeting appears to be quite short. However, the
decision on the project for CIP funding is an important one. I encourage all
members of the Committee to try to attend this meeting.

I drive Cascade Blvd./Greenburg Road daily; and find entering Greenburg
in the late afternoon EXTREMELY DANGEROUS!
I suggest that you have your street/highway planning staff do a study
of this problem and rectify the situation before there is a major crash.
Daily. . . there are innumerable close calls as drivers rush to join the
flow of traffic as the "unseen" car comes out of the Mobil station and
the Shilo Inn.
Further, quite a number of people make illegal U-turns and backtract to
Scholls when they find the intersection backed up. This in itself is
quite a precarious process as well .
Sir, I believe that if you were caught here on a regular basis, you too
would see the immediate need to rectify this daily hazzard!

North Dakota and Greenberg is an aid to those motorists, but '
since that light has been put in place we have experienced even
greater traffic difficulties both at lunch time and at the time
we return home.
We ask that you and the staff of the City of Tigard please
consider constructing a controlled intersection at the corner of
S.W. Greenberg Rd. and S.W. Cascade Blvd.
