1. Call to order at 7:00 p.m.
2. Members Present: Schweitz, Dusevoir, Holland, Newcomb, Riewald,
Waterman, Zanzig, Etzel;
Others Present: Randy Wooley, Rick Kinnear (Sentrol), Tom & Joyce Holtz
(Sentrol property owners) , Spike Friedman (Sentrol Industrial General
Manager) .
3. Discussed item four of minutes: Dusevoir questioned need for signal
(not right-of-way) . Minutes approved as amended.
4. Discussion of 1989-90 CIP, specifically signal at Cascade/Greenburg vs.
72nd improvements (ref: memo from Randy Wooley to TAC dated August 3,
1989 and attachments) .
o Dartmouth extension has obtained a summary judgement order in favor
of the City. Cost will be paid by LID plus minor funds from City
budget of two years ago. Will make major difference to Tigard
Triangle and 72nd access to Pacific Highway.
o Discussion on Cascade/Greenburg signal centered on traffic backups,
speed of traffic on Greenburg, and safety. There are probably no
funds for intertie with Tiedeman this year.
Dusevoir proposed creating a traffic island - making Greenburg
inner northbound lane left-turn-only at Cascade, allowing Greenburg
inner northbound lane to be dedicated to left turns from Cascade at
the intersection.
o Motion to drop 72nd Avenue from 1989-90 CIP list passed.
o Time lag for a signal at Greenburg/Cascade is six months or more,
would not be ready for Christmas.
o Moved and seconded that we fund engineering study and signal at
Greenburg/Cascade, and investigate traffic island or other
temporary measures in the meantime. Motion amended to add that if
funds are short, we continue project and finish it next fiscal
year. Motion defeated.
o Moved and seconded to recommend funding design and installation of
a traffic signal at Greenburg and Cascade Boulevard. Motion
carried; Dusevoir dissented.
o Moved and seconded that City staff investigate interim solutions
for immediate installation at Cascade/Greenburg. Motion carried;
Newcomb dissented. Possible choices will be presented at September
meeting.
5. Bond and CIP status:
Randy presented updated status on Bond projects, CIP, LIDs, and
studies.
6. Other Business:
R. Holland brought up problem of accidents at Colony Creek and Hall
Boulevard. Randy feels turn lane and signal at McDonald will improve
situation.
