Roll Call Members present: Schweitz, Dusevoir, Etzel, Holland, Newcomb, and Waterman. Members absent: Riewald and Rosborough Others present: Randy Wooley, Liz Newton, and John Schwartz. 3. Liz Newton (Community Relations Coordinator) discussed Committee & Board Newsletter which will be out soon. It will be available to the public. Liz also asked for suggestions on how she can better serve this committee. Ron H: Gave his view of why City Center Development Plan was defeated, and feels City Council and staff should take a closer look at how Boards and Committees work. Joe S: Liz should get a copy of notes and/or minutes from meetings. Randy W: Newsletter will be useful to other committees to know what we're doing. Joe S: Wants to know what's going on with the Fanno Creek Conference. 4. Approved minutes for October 12, 1989, meeting. 5. Discussion of Northeast Bull Mountain Transportation Study. Final draft will be out soon and will include more information on the Murray Boulevard extension. 6. Project: Bonita Rd. - Phase I is almost complete Durham Rd. - Good attendance at neighborhood meeting. Biggest concern is speed limit. Gaarde St. - Gaarde house was sold and is being moved. Locust St. - Project near completion Greenburg Rd.- Neighborhood meeting was held December 13, 1989. Main St. - City Council request this project put on hold until further discussion of Downtown improvements. McDonald St. - Currently going through process of meeting with residents to discuss changes to property. Consultant will meet with property owners to develop revised plan. Walnut St. - Residents want sidewalk on one side of street instead of both. Grant Street intersection improvements will be done. 99W/69th - Survey work being done. 121st - Residents are aware of plans. City trying to get turn lane at Scholls Ferry Road incorporated into Scholls project. Pfaffle St. - Project is complete. 7. Other Business: Where is our liason with Planning Commission? Joe recommends Committee thank staff that worked on bond projects. Thank you Staff. 8. The resolution creating your committee requires that, at the first meeting of each calendar year, the Committee shall elect a chairperson and a secretary. The election is shown on your agenda. 2. Discussion of the Northeast Bull Mountain Transportation Study is on your agenda. You received a copy of the draft report in November and reviewed it briefly at your December meeting. The final staff report is now being assembled. The final report will contain some additional information not in the draft report. There will also be some changes in the staff recommendations. We expect to put a copy of the final report in the mail to you on Monday, January 8. I expect to also send a summary of the revisions so that you do not have to reread the entire report before the meeting. In preparation for the meeting, you may want to review the earlier draft report and jot down any questions or concerns you may have had. The final report is being submitted to the Planning Commission to be considered at a formal hearing on January 30. It is appropriate for the Transportation Advisory Committee to provide a recommendation to the Planning Commission, if the Committee wishes to do so. rw/TTAC.rw MEMORANDUM CITY OF TIGARD, OREGON TO: Transportation Advisory Committee November 2, 1989 FROM: Randall R. Wooley, City Engineer November meeting cancelled The regular november meeting of the Transportation Advisory Committee is cancelled as there is no business to come before the Committee this month. However, there are a number of other special project meetings which may be of interest to Committee members within the next few weeks. Project meeting scheduled A meeting has been set for November 14th to discuss the proposed Walnut Street Bond Project. A meeting has been set for November 15th to discuss various traffic concerns along North Dakota Street. Notices for these meetings are enclosed. Tentative proiect meetinq schedules. A tentative schedule has been set for a number of neighborhood meetings regarding projects of interest to the Committee. As the schedule for each meeting is confirmed, a notice will be sent giving the exact time and location. The tentative meetings are as follows: November 28 Northeast Bull Mountain Transportation Study November 29 McDonald Street Project December 5 Durham Road Project December 13 Greenburg Road Project Northeast Bull Mountain Study The draft report on the Northeast Bull Mountain Study is nearing completion. We expect to have it ready for public review by mid-November. We will send copies of the draft to Committee members as soon as the draft is ready. ODOT Bikeway Projects The State and Washington County are proposing some revisions in the construction schedule for funded bikeway projects on State highways. See enclosed memo. If you have any objections to the proposed schedule revisions, please let me know as soon as possible. CIP Budget As we discussed at the October meeting, we need to make some revisions to the Streets CIP program for the current fiscal year. As a result of public hearings in August and September, we are required to proceed with selection of a more specific alignment for the proposed Walnut-Hunziker connection through downtown Tigard. In order to accomplish this work as soon as possible, we will need to utilize outside engineering help. The only funding available for this engineering work is from the Streets CIP budget. The funds used for the Walnut-Hunziker engineering work will be taken from monies currently budgeted for right-of-way acquisition. only a portion of the right-of-way acquisition funding will be needed. So, we can still proceed with some of the acquisition work. My intention is to proceed with the Ross Street right-of-way acquisition at Hall Boulevard. When the actual costs for this acquisition are known, if sufficient funds remain, we will proceed with the proposed acquisition on Cascade Boulevard. Park and Ride Lot in the Tigard Triangle Tri-Met is currently completing work to select a site for a park and ride lot in the Tigard Triangle. Construction will possibly be in 1991. It appears that the most likely site is on 72nd Avenue near Pacific Highway (north of the Tigard Cinemas) . In looking at this site, Tri-Met is hoping that the 72nd Avenue/Pacific Highway intersection project will go forward within the next two years. Tri-Met is aware that the Transportation Advisory Committee has discussed the 72nd/Pacific Highway intersection improvements as a high priority need. We have told Tri-Met that if the intersection project should be selected for funding in the next fiscal year, the actual construction would probably be completed in 1991. We have also emphasized that the actual funding of the project is in no way guaranteed at this time. If the 72nd Avenue site is selected for the park and ride lot and scheduled in conjunction with the intersection project, we would expect to work together. with Tri-Met to coordinate the two projects. There may be a way to realize cost savings on both projects if they are constructed concurrently. We should know Tri-Met's decision by the end of the year. This information should be available prior to the time that the Transportation Advisory Committee begins consideration of funding priorities for the coming fiscal year. dj/M-TAC-MC.RW CITYOF TIOARD PUBLIC MEETING OREGON TO DISCUSS WALNUT STREET SIDEWALK IMPROVEMENTS TUESDAY, NOVE14BER 14, 1989, 7:00 PM (ARLES F. TIGARD ELEMENTARY SCHOOL CAFETERIA A public meeting will be held -to discuss proposed sidewalk improvements along Walnut Street between Pacific Highway and 106th Avenue. Questions needing to be answered include: Should new sidewalks be constructed? If so, how wide should sidewalks be? Should sidewalks be constructed on both sides of Walnut Street or only on one side? A similar public meeting was held last May. At this meeting it was decided to proceed with a project to improve the intersection of Grant Avenue and Walnut Street, to increase the level of street lighting along Walnut Street, and to construct 5 foot wide sidewalks along both sides of Walnut Street. However, in June neighborhood residents and property owners petitioned the City asking for further discussion of the sidewalks and the impacts of sidewalk construction on existing trees and landscaping. In response to the petition, the project was rescheduled to the 1990 construction season. The purpose of the meeting on November 14th will be to discuss the proposed sidewalks. Interested citizens are encouraged to attend and participate in the discussion. This project is funded from the Major Streets Traffic Safety Improvement Bond approved by Tigard voters in November 1988. North Dakota Street between 121st Avenue and Scholls Ferry Road. Wednesday, November 15, 1989, 7:00 p.m_ Tigard City Hall 13125 SW Hall Boulevard At the meeting we will be discussing various suggestions received from citizens. We will also be discussing whether the traffic islands west of 121st Avenue should be retained or removed. Interested citizens are encouraged to attend and to participate in the discussion. Suggestions received to date include the following: Remove the islands. Extend the islands to create a landscaped median between 121st Avenue and Springwood Drive. Paint a centerline stripe on North Dakota Street and add raised markers. Raise the speed limit. Block North Dakota Street at a point south of Springwood. Widen the intersection of North Dakota and 121st. Install a flashing warning light at 121st and North Dakota. Make 121St and North Dakota a 4-way stop. Install a traffic signal at 121st and North Dakota Narrow the entryways to Anton Park Subdivision. Remove all restrictions to through traffic on North Dakota Street. Clearly, not all of these suggestions can be implemented, as some of them are in conflict. At the November 15th meeting, we seek to resolve some of these conflicts through an exchange of ideas between interested citizens. Randall R. Wooley, City Enginee RE: ODOT Bikeway Projects Attached is a letter from Jerry Parmenter of Washington County explaining a proposal to revise the State funding for bikeway projects in Tigard. The proposal would advance the timing on the Hall Boulevard project to provide construction in 1990. The Durham Road project (originally scheduled for 1989) would be delayed to coincide with the bigger project recently approved in the MSTIP/2 Program. Both of these projects are entirely funded by the State. The bikeway improvements would consist of widening of shoulders on both sides of the road, similar to the improvements done on Hall Boulevard near Sattler Street last year. The schedule revision appears to make sense in light of the MSTIP/2 project funding. The need for shoulder improvements on Hall Boulevard is probably greater than on Durham Road currently. Box 23397 Tigard, Oregon 97223 RE: ODOT BIKEWAY PROJECTS The purpose of this letter is to request that the City of Tigard consider switching the ODOT Durham Road bikeway (Hall Boulevard to Upper Boones Ferry Road) construction project with the Hall Boulevard (99W to McDonald) bikeway construction project. As you are aware, the Hall Boulevard bikeway is scheduled for the 1990 construction season while the Durham Road bikeway was originally scheduled for this past construction season. However, as discussed with Pat Reilly and you, it would be inappropriate now that MSTIP 2 has been approved to have ODOT spend over $250,000 to construct the bikeway along Durham Road, only to have it torn out 18 - 20 months later when Durham Road is widened to three lanes. Because of this situation, I met with ODOT staff on October 19, 1989, to discuss how the Durham Road bikeway project might be resolved. As you might expect, the ODOT staff strongly felt that it would not be prudent to spend taxpayers dollars in the amount of $250,000 on constructing the bikeway only to have it used for a short time. This should not be interpreted that ODOT is opposed to constructing the bikeway, but that their preference would be to use the funds more cost effectively when the Durham Road project is widened. After considerable discussion it was suggested, subject to the approval of the City of Tigard, that the priority for the Durham Road bikeway and the Hail Boulevard bikeway projects be switched. This suggestion was felt to be a good, logical solution for the following reasons: 1. The $250,000 for the Durham Road bikeway project would not be used for a facility that would only be in place for 18 - 20 months; 2. Constructing the Hall Boulevard bikeway might be more beneficial now since the school district just completed a bikeway this past summer along Durham Road from S.W. 79th to S.W. 85th; and 4. The Durham Road bikeway would be a better facility if it were integrated into the re-construction and widening of Durham Road. Of course, one might ask what are the assurances that NOT can complete the construction of the Hall Boulevard bikeway? ODOT's response to this is that, if it were not completed, Region 1 would loose the bikeway funds--which they are not about to let happen. However, they need to know within the next two weeks whether the City of Tigard agrees with switching the two projects in order for NOT to do the design for construction next summer.
