It appears that by the March meeting that we will know how much funding is available for new capital improvement projects in Fiscal Year 1990-91. At the March meeting, I expect to be able to bring information to the Committee about potential projects that have been suggested by various citizens and groups. There are also a number of projects that the Committee has considered previously but not yet been able to fund. Summerfield has requested that the City consider funding of a street light improvement program, as described in the attached correspondence. They have asked to make a presentation to the Committee so that you can consider their request when you decide on projects to recommend for funding. 2. Periodically the Council meets with each of the City committees to discuss the committee's work. The meeting with the Transportation Advisory Committee is scheduled for February 26, 1990, at 6:30 p.m. rw/TTAC.rw October 18, 1989 CITY OF TIFA RD Charlotte Tice OREGON Administrator Summerfield Civic Association 10650 SW Summerfield Drive Tigard, Or 97224 RE: Summerfield Streetlighting Dear Charlotte: Recently you inquired how City funds might be budgeted for improvements to the streetlighting system in .Summerfield. Specifically, Summerfield is considering a program of replacing existing streetlight fixtures and installing additional - streetlighting at an estimated cost of approximately $100,000 to $120,000. Streetlighting is budgeted from the City's street fund. The project which you propose would be a major capital improvement project. Capital improvement projects for streets are reviewed by the Transportation Advisory Committee. Typically, the Transportation Advisory Committee reviews project needs and recommends project priorities to the City Council each spring. The Committee's review will probably begin in February next year. Based on the Committee's recommendation, the Council adopts a capital improvement program for the fiscal year. Typically, the Council would consider the capital program adoption in May or June. Therefore, for your proposal to be considered, I would suggest that you submit a written request which can be placed before the Transportation Advisory Committee when they begin there review early next year. Please send your written request to my attention so that I can be sure that it gets on the Committee's agenda. I will then notify you when the item is placed before the Committee so that you can attend the Committee meeting and support your proposal if you wish. You should be aware that there are several things which may tend to argue against funding of the Summerfield streetlighting in the coming fiscal year. In submitting a proposal, you may wish to address the following items. A streetlighting policy was adopted by the City in 1988. A copy is enclosed. The policy provides that streetlight installations are usually paid by property owners. The policy provides for exceptions to be considered along arterial and collector streets and in special high hazard locations. In general, these exceptions have been provided when the purpose of the streetlighting is primarily for safety of the through traffic rather than for protection of the neighborhood. Collector streets in the Summerfield neighborhood include Summerfield Drive, Alderbrook Drive, 98th Avenue, and Sattler Street. You state that the existing streetlighting was not adequate at the time it was installed. Indeed, the streetlighting did not meet the typical City standards at the time of installation. The Tualatin Development Company, developers of Summerfield, specifically requested a deviation from the standards at the time that Summerfield was developed. Letters written by TDC in 1973 and 1974 13125 SW Hall Blvd.,P.O.Box 23397,Tigard,Oregon 97223 (503)639-4171 indicate that they felt that aesthetic considerations were of utmost importance in the Summerfield development. They further indicated that the high intensity of streetlighting was not necessary in the residential area, in their opinion. The streetlights that were installed were a specific variance request from the developer. In submitting your proposal, you will need to persuade the Committee that your request is also a high priority needing to be funded ahead of other project needs. Last year the Transportation Advisory Committee developed a list of over 20 projects which they felt were immediate improvement needs in Tigard. The bond measure approved by the voters last fall will fund only the first 10 of these priority needs. Currently, streetlighting for Summerfield is not on this list of immediate needs. In addition, the Committee will be reviewing requests for safety improvements throughout the City, including requests for the installation of traffic signals at a number of intersections. The street fund revenues come primarily from gasoline taxes and from system development charge (SDC) revenues received from developers. Gasoline tax revenues are generally used to fund street maintenance activities and the street overlay program. Typically, major capital improvement projects are funded by SDC funds. However, legal restrictions on the use of SDC funds would probably prohibit the use of SDC funds for replacement of streetlighting in an existing residential neighborhood. Therefore, your project will probably be competing against street overlay needs for funding. I hope this provides the information you need in submitting your request for City funding of the streetlighting project. If you do have any additional questions please feel free to call. The City will pay all future energy and maintenance costs after the street lights have been installed and accepted" by the City, except that in new developments the developer must pay for the first two years of energy and maintenance costs. The _City will consider paying the costs of installing street lights along arterial and collector streets and in special high traffic hazard locations, consistent with the City's policies for utilizing City-wide street funds for arterial and collector street improvements. 2. All new street light installations shall use high-pressure sodium luminaires. All new installations shall be PGE Schedule B, except installations that are considered temporary. In areas with existing _ overhead wiring on wood poles, the City will allow installation of luminaires on the existing wood poles. 3. The style of poles and fixtures to be used- on local streets shall be at the option of the property owners or developer paying for the installation. On arterial and collector streets the City shall determine the type of fixture to be used based on the lowest life cycle costs for each project. 4. Street light locations and spacing shall be consistent with the standards of the Illuminating Engineering Society for the class of roadway being illuminated. ,51tMMU CIVIC ASSOCIATION 10650 S.W. Summerfield Drive Tigard, Oregon 97223 620-0131 TO: TRANSPORTATION ADVISORY COMMITTEE SUBJECT: Your letter of October 18, 1989 regarding street lighting to the Summerfield Civic Association DATE: January 1 1, 1990 The Summerfield Lighting Committee, with this letter, makes a second request of the Transportation Advisory Committee to implement the street lighting installations as recommended by the Portland General Electric study for improvement and up—grading of the present lighting on the collector streets in the Summerfield community. While recognizing your request priority procedures, we base our request on the fact that the City of Tigard in 1973 and 1974, allowed a specific variance which permitted installation of lighting which did not come up to city standards at that time. Since that time — in 1988 — additional requirements were established which makes the Summerfield installation even further from compliance. Meanwhile, in order to upgrade community lighting the Association once again is requesting our property owners, at their own expense, to install additional outside lighting. Also, we are requesting our residents to replace frosted glass with clear glass in their post lights in front of each residence — this also at their own expense. The Association recognizes that improved illumination is a joint responsibility, but the City is responsible for ownership and maintenance of the arterial lighting. We feel justified, therefore, in reopening this subject. Please advise if and when the subject may be discussed with the Transportation Advisory Committee, and we will be pleased to have representatives in attendance.
