APRIL 12, 1990
1. Meeting called to order at 7:08 PM.
2. Members Present: Schweitz, Castile, Etzel, Holland, and Waterman

3. Minutes were approved as read.
4. Discussion of potential capital improvement projects by Randy Wooley:
Randy presented intersection data for potential signalization. Typical
cost for a new signal is $80,000 to $120,000.
We are tentatively looking at $500,000 in CIP funding. Approximately
$100,000 is typically used yearly for overlays. Therefore we are looking
at only $400,000 for improvements. Randy is expecting a more precise
number for budget in May.
Other project discussions included upgrading of street lighting in
Summerfield, railroad improvement crossing on Upper Boones Ferry Road.
5. April 23, 1990, State will meet with City on their new project located
between Pfaffle and Greenburg Road.
6. April 30, 1990, Council will discuss the closing of North Dakota. Larona,
Bob, & Richard discussed their opinion not to close this street.
7. Ron Holland discussed the study of the Westerly By-Pass.
8. April 18, 1990, Citizen's Advisory Committee Meeting.
9. April 26, 1990, Meeting at PGE discussing history of By-Pass.
10. Meloney discussed a concern of 92nd/Durham intersection.
11. General discussion about current projects.

The Council update on transportation issues is now scheduled for 6:00y.m. The
State Highway presentation on proposed improvements to 99W is still scheduled
for 6:30 p.m.
Both presentations will be during the Council study session prior to their
regular business meeting. Study sessions are held in the Town Hall Conference
Room.

Dear Sirs ,
On April 24th, the Transportation Advisory Task Force visited the top
eight potential sites for traffic signals . As a student safety
commission, the first thing we noticed were the two competing forces :
industry/traffic and pedestrians/students .
Signal warrants have been issued for Durham Rd. and 108th Avenue and
Durham Road and 92nd. We believe 92nd is more important because of
Cook Park, Tigard Swim Center, high school activities , Plaid Pantry,
residential areas nearby, and 1600 cars that travel here at the peak
hours .
In our opinion, other significant needs for pedestrian safety are on
108th and Durham, and some traffic on 121st and North Dakota St .
The other sites such as 72nd and Bonita are industrial areas . Making
road improvements would benefit those of the business world, but
exclude our main concern , pedestrian safety.
Therefore, it is our recommendation that a stop light is put at 92nd
Avenue and S . W. Durham Rd. at the earliest possible convenience,
because of the danger to many hundreds of students that cross Durham
Rd. everyday.

Each year, the Transportation Advisory Committee recommends to the City Council
a list of transportation projects to be funded by the Capital Improvement
Program (CIP) . Typically, the recommendation is sent to the Council in May, so
that the Council can include the CIP projects in the budget adopted in June.
Revenues
For Fiscal Year 1990-91, the following revenues are expected to be available
for the CIP projects:
Streets SDC $259,000
State gas tax 119,000
Total: $378,000
An additional $158,000 in new gas tax receipts is expected in FY 1990-91. It
has not yet been determined how this revenue will be divided between CIP and
street maintenance operations budgets.
SDC (Systems Development Charge) funds can be used only for improvements to
arterial and collector streets and must be used on projects made necessary due
to new development in the City.
Gas tax funds can generally be used for any type of street maintenance or
improvements.
Proiects
At the April meeting, the Committee considered a number of additional projects.
We also mentioned that a portion of the CIP funds need to go to the pavement
major maintenance projects, such as overlays and reconstruction of existing
street pavements.
In April, you considered 6 locations where installation of traffic signals is
currently warranted or will be warranted in the near future. Additional data
on the 6 intersections is presented in Attachment #1.
Attachment #2 shows updated cost estimates on other projects considered by the
Committee. This includes projects from your 1988 priority list and new
projects suggested by citizens.
Attachment #3 is a memo from Gary Alfson discussing our needs for major
pavement maintenance.
Funding Eligibility
All of the projects listed appear to be eligible for gas tax funding but some
are not eligible for SDC funding.
Those eligible for SDC funding include the signal projects, the 72nd/Pacific
Highway intersection project, the Grant Avenue bridge replacement, and the
three overlay projects which Gary refers to as "structural overlays".
Citizen Involvement
In April, the Council appointed a group of Twality Junior High School students
to a Special Transportation Advisory Task Force. The Task Force has submitted
a recommendation for CIP funding.
Several citizens have indicated an interest in presenting to the Committee
their arguments in support of specific projects. The May meeting has been
scheduled in the Town Hall Room, to provide adequate room for any citizens who
may attend.
Recommendations
1. Previously, the Committee indicated a strong desire to fund the
72nd/Pacific intersection. Funds are not adequate for construction of this
project unless we eliminate the major maintenance program. But the first phase
could be funded (final design and right of way) . I recommend first phase
funding of $75,000 in FY 1990-91.
2. I recommend that the remaining funds be used for signal projects and the
pavement major maintenance program.

The attached prioritized list su mitted to you for review March 5th has also
been reviewed by Cliff Scott and Bob White. No changes are proposed to the
order of priority. This list includes the streets within the City in need of
digout repairs of failed areas and a few overlays. It is important that these
repairs be made as soon as possible to avoid continued deterioration of the
pavement. The alligator cracked pavement allows water to penetrate through the
pavement, softening the supporting baserock and subgrade.
In order to catch up on the deterioration I would recommend a budget of $250,00
this year. In the following two years this list should be completed and a
surface sealing program be initiated utilizing the same budget level. In
addition there are a few streets which are presently in need of structural
overlays to increase their load carrying capacity due to increased auto and
truck traffic. These roads include:
1. 128th Avenue - Walnut to Katherine $ 33,000
2. 81st Avenue - Ross to Bonita $ 13,000
3. 72nd Avenue - Boones Ferry road to Fir Loop $160,000
It is anticipated that deterioration will occur shortly and at an accelerated
rate if the structural overlays are not applied in the next 2-5 years. Based
on the 3 year catch up program this would amount to $59,000 per year. This
should catch up substantially on the immediate needs of major maintenance for
the City Streets. The annual budget level could then be gradually reduced the
next few years.
An annual budget which will provide for surface sealing all of the local and
low traffic level minor collector streets every 5 to 7 years, and overlaying
the busier minor collector, major collector, and commercial/industrial streets
every 12 to 15 years would be an ideal budget. All of the streets in the new
developments should be included to determine this budget level. This budget
would be approximately $190,000 per year.
In another category are the streets which are beyond any major maintenance or
do not meet current safety standards and require reconstruction. These
streets would include:
1. Main Street - 99W to 99W $350,000 (pavement only)
2. Sattler Street - 96th Ave. to 91st Ave. $ 65,000 (1/2 street)
3. 79th Avenue - Hall Blvd. to Bonita Rd. $150,000 (existing width)
4. Commercial St. - Hall Blvd. to Main St. $100,000 (existing width)
5. 74th Avenue - Durham Road North $ 50,000 (1200, x 24,
pavement)
These costs are rough estimates only and only include costs for replacing the
existing pavement to its existing width. Since they require reconstruction
these costs will only increase with inflation if they are delayed.
