99W Task Force Meeting
October 17, 1991
1 . Meeting was called to order at 7:00 PM
2. Present: Steve Clark, Bob Deuth, Ron Holland, Brian Moore, Pat Reilly,
John Schwartz, Sue Carver, Craig Hopkins
Also Attending: City Staff: Ed Murphy, Randy Wooley, and Ellen Fox;
Ted Keasey of ODOT; and Larry Bissett, Beverly Froude, Martha Bishop,
Miralee Lewis, and Peter F. Fry.
3. Introductions: Committee members and City Staff introduced themselves;
and attendees provided their names and addresses on the sign-in sheet
for future mailings.
4. Visitor's Agenda
There were no visitors wishing to speak.
5. Ted Keasey, of ODOT, shared some basic facts concerning 99W which
included accident rates, current and projected volumes, analysis of
where traffic is coming from, and rating for level of service at points
along 99W. He handed out copies of the data/information sheets he was
showing on the overhead projector. He described in detail each diagram
showing data for traffic flow during peak AM and peak PM hours, truck
distributions, projected volumes for 2015.
He explained the levels of service rated from A to F. He advised level
of service would be F in 20 years if no improvements took place. There
was discussion of conditions with and without the proposed Western
By-Pass.
There was discussion about assumptions made concerning increases in
population and employment, as well as land use changes.
Mr. Keasey explained the State's policy for deciding level of
importance. He advised that the four levels are: Interstate,
Statewide, regional , and district. There was discussion about the
State's objective for 99W, and the primary function was described as
local , with a secondary function of flow-through traffic.
There was discussion about Metro's overall plan and methods for
prioritizing the importance of projects. There was discussion of Access
Oregon Highways (AOH), including access management policy, minimum
standards, access control , access management classification system, and
congestion management tools. Discussion followed concerning traffic
volumes on 99W on weekdays and the increased volume on weekends.
Mr. Keasey explained the AOH objectives which are aimed at improving 99W
to meet future demand. These dealt with signal timing and automation,
medians, barriers, U-turn points, and the role of the light rail , which
he said has a 20-year design horizon.

o City Engineer Randy Wooley noted that most of the City's technical
assumptions are the same as the State's. He talked about acquisition of
right-of-way and associated costs. He discussed planning for "build
out" when the area is totally developed to capacity and public
involvement in planning.
o Community Development Director Ed Murphy distributed maps to committee
members showing "Zoning Districts. " He explained the assumptions made
about 99W in it's current state, such as: It is a commercial strip with
unlimited curb cuts; pedestrian and automobile access from neighborhoods
is limited; and it is a State highway and main route to the coast,
without parallel routes. He talked about ideas for future improvements,
including a monument at entryway to Tigard, wider sidewalks,
landscaping, better transit facilities, and better access to downtown
area.
6 Ted Keasey reviewed some short-term projects designed to improve the
safety on 99W. Some of the improvements, such as medians and high
curbs, were aimed at preventing left turns at intersections where it is
extremely unsafe. There was discussion concerning access to the
businesses along 99W. Committee members inquired about the length of
time predicted for completion of this project and the cost to complete.
o Pat Reilly gave an update on the TVDC meeting. He advised there were no
decisions made at the meeting, but they were looking at the various
strategies and narrowing these down to alternatives. He commented on
the different views held by City and citizen groups pertaining to the
importance of light rail .
o Steve Clark talked about the involvement of various groups in the
community, who are interested in land use and transportation issues. He
spoke about the role of this committee. There was discussion regarding
the best time to invite public participation in this Task Force. There
was general consensus that the committee should study all the options
then seek community input and involvement.
o Ted Keasey suggested having Bill Ciz, the ODOT By-Pass Study Manager,
speak to the committee before inviting citizen involvement. There was
further discussion about process for citizen involvement.
o City Engineer Randy Wooley cautioned about the 99W Task Force and the
Western By-Pass Study becoming entwined.

7. The November meeting was discussed. Steve Clark advised that Larry
Bissett would speak to the committee regarding the Dartmouth Extension.
Mr. Clark requested that the City notify NPO 4 and announce in the
Oregonian and the Chamber of Commerce Newsletter to encourage public
participation. Several committee members suggested it would be
premature to involve the public. Ron Holland suggested the committee
establish some criteria concerning volume movement and safety issues.
o The next meeting was scheduled for November 21 , 1991 , at 7:00 PM at
Tigard City Hall .
