Adjourn br/99WAgend.Mst 99W TASK FORCE MINUTES OCTOBER 1 , 1992 1 . Meeting was called to order at 7:05 PM. 2. ROLL CALL Present: Clark, Carver, Deuth, Hawley, Holland, Jervais, Moore, Schwartz, and Schweitz. Also Present: City Staff: Community Development Director Ed Murphy, City Engineer Randy Wooley, Task Force Secretary Ellen Fox. 3. VISITOR'S AGENDA AND COMMENTS City Engineer updated the Task Force regarding the Mayor's formal notification to the State concerning the City's proposed street improvements for 99W. He noted that it will be a 6-month process to get the improvements on the 6-year plan. 4. UPDATE ON INTERIM IMPROVEMENTS AND SUBAREA ANALYSIS o City Engineer Randy Wooley discussed the presentation of the "subarea analysis" to the Washington County Transportation Committee (WCTC) to get it into the Metro program. He advised this would be coming before the WCTC again in November and there were no objections voiced. He was optomistic that 1994-95 would be the time for completion. Discussion followed concerning the time frame and factors which influence it. 5. 99W CONCEPT PLANNING PROCESS o Clark discussed the memo from Community Development Director Ed Murphy to Task Force members, complimenting the Director on the information which encouraged the committee to think about the future improvements. o Community Development Director discussed the approach used for studying the various options for improvements. He noted that the standard approach of widening 99W would not address the latent demand problems which would follow, resulting in just as much congestion as before. He suggested that before the State makes any improvements, they need to know what the whole project looks like, the options, and the goals. Discussion followed regarding the goals, such as safety, accessibility to businesses, traffic in residential areas, and circulation. 99W TASK FORCE MEETING MINUTES - OCTOBER 1 , 1992 PAGE 1 o Community Development Director conducted a goal setting exercise. He asked the Committee members to write down what they want 99W to be like in 10 years. There was discussion, with the Committee memmbers suggesting the following list of preferred attributes: Parkway (with landscaping, sidewalks) City Center (rather than strip, alternate routes around core area) Design Review Alternative Routes Fewer signals (access to neighborhoods every 5 blocks, with left-turn-only) Limited access/alternate access (smoother flow, sincronized signals) Underground utilities Integrate Transit Access to Land Uses Pedestrian Bridges Leave Viable Business Property Frontage Roads for Local Access Buffering Between Cars and Pedestrians Better ways to cross 99W Improve Business Opportunities Move Traffic Efficiently Bike Lanes Ability For U-Turns Safety o Community Development Director asked members which of the listed descriptions they would choose if only one could be chosen. Moore, Holland, Schweitz, Deuth, Hawley, and Clark chose "limited access to 99W". Schwartz and Carver chose fewer signals. Gervais chose frontage roads for access to businesses. When asked what their second choice would be, Hawley, Deuth, Carver, Clark, Gervais, Schwartz, and Moore chose "Parkway", while Schweitz chose improve business opportunities, and Holland favored pedestrian bridges. o The next exercise involved a map of the entire length of 99W in Tigard. Community Development Director asked the Committee to identify the first and second worst parts of the highway. There was consensus that the stretch from Hwy. 217 to Greenburg Road was the most unpleasant because of the heavy congestion. The second worst was the portion between SW Walnut Street and Main Street. Discussion followed concerning how to bring about a parkway type of street. Scope of study was discussed with agreement to concentrate on the area from I-5 at SW 65th Avenue to the Tualatin River. o Community Development Director advised that a meeting with the State would be the next step. The next Task Force Meeting was scheduled for November 19, 1992. I am sorry this is late, Ernie, but we didn't get your letter until October 30. I appreciate the effort you have undertaken to analyze how the connection off the southbound on-ramp from 99W would work However, at our meeting, you demonstrated a little more vision that indicated a possibility of connecting the frontage road to another arterial street paralleling 99W to the southeast. I have two options--one is to carry your current, rather limited request forward; the other is to carry a broader and more global view of the parallel arterial proposal and argue its advantages. The more global vision is one that I can actively support. I find it hard to support your proposal which focuses simply on a widening of 99W and construction of this new access. The broader,more global proposal presents a clearer vision of a true frontage road; its that longer term vision which on its face has merit. I think your best case is to take the big picture. The details you propose in your October 25 letter can be worked out if the larger concept is agreed to. In working out the details in terms of level of service, the concept also must overcome the basic principle of breaking the access control line, and it must recognize that growth does not stop twenty years out. I'd like to see further information on the proposed parallel alignment. If the alignment you've developed in your sketch works from a traffic capacity and circulation standpoint, then the city ought to be involved and incorporate it into their plan. With local support and evidence of good traffic circulation and benefit,a strong case can be made for breaking the access control line and allowing construction of a future frontage road to link with the new arterial street. Edwards Mayor OCT 8 1992 HIGHWAY DIVISION 13125 SW Hall Blvd. '�"'°" ' Tigard, OR 97223 CITY OF TIGA�O .A Please refer to your letter of August 31, 1992 regarding the City's request to fund two projects for construction in the Six-Year Transportation Improvement Program (TIP). The regional process established to add projects to the 1995-2000 Six Year TIP is outlined on the attached letter. It calls for projects to be coordinated with county and regional programs prior to coming to ODOT. The projects you requested to be added to the Six Year TIP are: 1. Widen Hall Boulevard on both approaches to Highway 99W to provide additional turn lanes; include appropriate signal modifica- tions. Following widening, both approaches of Hall would have separate lanes for left turn, through, and right turn traffic. The Council's recommendation includes any improvements needed to assure that Hall Boulevard lanes align on both sides of 99W. The Task Force expressed a preference for the widening to occur on the west side of Hall Boulevard. 2. Install a median barrier and improved signage along Highway 99W between Hall Boulevard and the southbound Highway 217 ramps. The barrier should not be installed until a new access is provided to Warner Avenue from Hall Boulevard and until a new access is provided to the Park 217 development, possibly from a frontage road. Review the feasibility of allowing U-turns for southbound 99W traffic at Hall Boulevard. 900-1 S]= The Honorable Gerald R. Edwards October 2, 1992 Page 2 We will include project No.1, the widening of Hall Blvd at 99W, in the Region 1 y list of requested projects for the next TIP update process. We will also investigate the possibility of this being funded from the ODOT Region 1 Safety Improvement Fund. ODOT will not advance project No. 2 in its current form. Our opposition to use of the southbound ramp of Highway 217 for local access has not changed since my letter of August 4, 1992 and appearance before the council on August 11, 1992. If the City will modify its request by removing the access requirement to Park 217 via the southbound ramp of Highway 217, we will advance the project into the next TIP update process and also investigate safety funding. �onald-R.
