FROM THE EFFECTIVE DATE OF THIS DECISION.
SECTION III. BACKGROUND INFORMATION
Site Information:
The project is located at 11201 SW 72nd Avenue; south of SW Pacific Highway, and west of SW 72nd
Avenue. The northern portion of the 3.37-acre property is occupied by a fast-food eating and drinking
establishment (McDonald's), 45 parking spaces, two (2) drive-through stacking lanes, and associated
landscaping. The southern portion of the property is undeveloped,and contains a Clean Water Services
Vegetated Corridor associated with an off-site stream. The property is located in the General
Commercial (C-G) zone,and the Tigard Triangle Plan District.
SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS
MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW:
Section 18.360.060.0 states that a Minor Modification shall be approved, approved with
conditions or denied following the Director's review and as follows:
1. The proposed development is in compliance with all applicable requirements of this
title; and
FINDING: Staff reviewed the applicant's narrative and site plan to confirm the proposed four (4)
new freestanding signs (digital drive-through menu boards and pre-sell boards) meet the development
standards for the C-G zone, including minimum setback requirements. The signs will be installed on
concrete foundations that are two feet in diameter, which will remove some existing landscaping. Staff
reviewed city maps and the applicant's plans to confirm the property will continue to meet the 15%
minimum landscape requirement for the C-G zone, even with the proposed landscaping reduction. In
addition, this proposal will not modify the site's existing L-1 parking lot screen or L-2 general
landscaping, as required under the Tigard Triangle Plan District standards and approved under a
previous land use review (Case No. SDR1999-00027).All applicable requirements of this Title are met.
2. The modification is not a major modification.
FINDING: Staff finds that the changes listed in TDC 18.360.050.B.1-11 are either satisfied or do
not apply.Therefore, the proposed development is not a major modification. This criterion is met.
CONCLUSION: The proposal is a Minor Modification of existing site development and is in
compliance with the applicable requirements of this Title.

Relative to the requirements for Application for Minor Modification,this a summary of the proposed
changes to the property.
• Remove(2)existing Drive-Thru Menuboards (existing foundations and electrical to remain)
• Install(2)new Digital Drive-Thru menuboards and(2)new Digital Pre-Sell Boards
• New menuboards to be installed in slightly different locations to optimize customer flow in the
drive-thru
• Install electrical circuits(underground) from inside of the building to the(2)new menuboard and
(2)new pre-sell locations
• Install electrical conduit for low-voltage cabling(underground)from inside of the building to the
(2)new menuboard and(2)new pre-sell locations
• Install(4)new 2' diameter concrete foundations for:
