APPLICATION SUMMARY FILE NAME: PacTrust CASE NO.: Minor Modification (MMD) MMD2017-00003 PROPOSAL: The applicant is proposing a minor modification to an existing development at 6650 SW Redwood Lane and 15350 SW Sequoia Parkway. Specifically, the applicant proposes to: repair and replace concrete curbs and sidewalks; realign and reconfigure on-site pedestrian walkways and ramps; update the approved on-site landscaping;and reconfigure the on-site parking lot. The I-P zoning district provides appropriate locations for combining light manufacturing, office and small-scale commercial uses, e.g., restaurants, personal services and fitness centers, in a campus-like setting. Only those light industrial uses with no off-site impacts, e.g., noise, glare, odor, vibration, are permitted in the I-P zone. In addition to mandatory site development review, design and development standards in the I-P zone have been adopted to insure that developments will be well-integrated, attractively landscaped,and pedestrian-friendly. APPLICABLE REVIEW CRITERIA: Community Development Code Chapters 18.360.060.C, 18.530, 18.705, 18.745, and 18.765. SECTION II. DECISION Notice is hereby given that the City of Tigard Community Development Director's designee has APPROVED the above request. The findings and conclusions on which the decision is based are noted in Section IV. NI M1)2017-00003 PacTrust 1 THIS APPROVAL SHALL BE VALID FOR 18 MONTHS FROM THE EFFECTIVE DATE OF THIS DECISION. SECTION III. BACKGROUND INFORMATION Site Information: The project is located at 6650 SW Redwood Lane and 15350 SW Sequoia Parkway; north of SW Upper Boones Ferry Road, east of SW Sequoia Parkway, and west of Interstate 5. The 6.68-acre site is made up of one tax lot and contains two commercial buildings, on-site parking, and associated landscaping. The site is part of the Pacific Corporate Center industrial complex,and is zoned Industrial Park (I-P),as are surrounding properties. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS 18.360 Site Development Review: 18.360.060 Minor Modification(s) to Approved Plans or Existing Development C. Approval criteria.A minor modification shall be approved, approved with conditions or denied following the director's review based on the finding that: 1. The proposed development is in compliance with all applicable requirements of this title;and The applicant is proposing a minor modification to an existing development at 6650 SW Redwood Lane and 15350 SW Sequoia Parkway. The requirements of this Title that apply specifically to this proposal are addressed individually below. 18.530 Industrial Zoning Districts: 18.530.040 Development Standards A. Compliance required.All development must comply with: 1. All of the applicable development standards contained in the underlying zoning district, except where the applicant has obtained variances or adjustments in accordance with Chapters 18.370. 2. All other applicable standards and requirements contained in this title. B. Development standards.Development standards in industrial zoning districts are contained in Table 18.530.2. The applicant is proposing a minor modification to an existing development at 6650 SW Redwood Lane and 15350 SW Sequoia Parkway. Specifically, the applicant proposes to: repair and replace concrete curbs and sidewalks; realign and reconfigure on-site pedestrian walkways and ramps; update the approved on-site landscaping; and reconfigure the on-site parking lot. Based on the applicant's narrative and submitted site plan, staff finds the proposal meets all applicable development standards for the I-P zone, as outlined in TDC Table 18.530.2. In particular, the applicant's proposal will result in an overall increase to on-site landscaping and will exceed the minimum landscape requirement of 25%, with 30.2% provided. These standards are met. 18.705 Access, Egress.And Circulation: 18.705.030 General Provisions F. Required walkway location. On-site pedestrian walkways shall comply with the following standards: 1. Walkways shall extend from the ground floor entrances or from the ground floor landing of stairs, ramps, or elevators of all commercial, institutional, and industrial MMD2017-00003 Pac"1'rust 2 uses, to the streets which provide the required access and egress. Walkways shall provide convenient connections between buildings in multi-building commercial, institutional, and industrial complexes. Unless impractical, walkways shall be constructed between new and existing developments and neighboring developments. The applicant is proposing to realign and reconfigure on-site pedestrian walkways at 6650 SW Redwood Lane and 15350 SW Sequoia Parkway. Staff reviewed the applicant's submitted site plan to confirm the walkways extend from the ground floor entrances of both commercial buildings to the adjacent streets that provide the required access and egress. In addition, the proposed walkways provide convenient connections between the two commercial buildings,and to surrounding buildings in the Pacific Corporate Center industrial complex. This standard is met. 2. Within all attached housing (except two-family dwellings) and multifamily developments, each residential dwelling shall be connected by walkway to the vehicular parking area, and common open space and recreation facilities. The subject site does not contain any residential uses; therefore, this standard does not apply. 3. Wherever required walkways cross vehicle access driveways or parking lots, such crossings shall be designed and located for pedestrian safety. Required walkways shall be physically separated from motor vehicle traffic and parking by either a minimum six-inch vertical separation (curbed) or a minimum three-foot horizontal separation, except that pedestrian crossings of traffic aisles are permitted for distances no greater than 36 feet if appropriate landscaping, pavement markings, or contrasting pavement materials are used. Walkways shall be a minimum of four feet in width, exclusive of vehicle overhangs and obstructions such as mailboxes, benches, bicycle racks, and sign posts, and shall be in compliance with ADA standards. The applicant's proposal includes multiple pedestrian crossings of traffic aisles at the subject site. Staff reviewed the applicant's site plan to confirm that all of these crossings are less than 36 feet in length, and are clearly identified with appropriate landscaping and pavement markings. In addition, all walkways exceed the minimum width requirement of four feet, and incorporate any necessary ramps and curbs to comply with ADA standards. This standard is met. 4. Required walkways shall be paved with hard surfaced materials such as concrete, asphalt, stone, brick, other pervious paving surfaces, etc. Any pervious paving surface must be designed and maintained to remain well-drained. Walkways may be required to be lighted and/or signed as needed for safety purposes. Soft-surfaced public use pathways may be provided only if such pathways are provided in addition to required pathways. Staff reviewed the applicant's submitted site plan to confirm that the proposed walkways will be paved with hard surfaced materials,such as concrete. This standard is met. 18.745 Landscaping and Screening: 18.745.050 Buffering and Screening E. Screening: special provisions. 1. Screening and landscaping of parking and loading areas: MMI)2017-00003 Pac'I'rust 3 a. Screening of parking and loading areas is required. In no cases shall nonconforming screening of parking and loading areas (i.e., nonconforming situation) be permitted to become any less conforming. Nonconforming screening of parking and loading areas shall be brought into conformance with the provisions of this chapter as part of the approval process for conditional use (Type III), downtown design review (Type II and III), planned development (Type III), and site development review (Type II) permits only.The specifications for this screening are as follows: i. Landscaped parking areas shall include special design features which effectively screen the parking lot areas from view. These design features may include the use of landscaped berms, decorative walls and raised planters; There are existing landscaped berms and other design features adjacent to SW Redwood Lane and SW Sequoia Parkway that effectively screen the parking lot areas from view. This standard is met. ii. Landscape planters may be used to define or screen the appearance of off-street parking areas from the public right-of-way; There are existing landscaping design features that effectively define and screen off-street parking areas from the public right-of-way. This standard is met. iii. Materials to be installed should achieve a balance between low lying and vertical shrubbery and trees; Staff reviewed the applicant's submitted landscape plan (Sheet L1.0) to confirm the proposed materials will achieve a balance between low lying and vertical shrubbery and trees. This standard is met. iv. All parking areas, including parking spaces and aisles, shall be required to achieve at least 30% tree canopy cover at maturity directly above the parking area in accordance with the parking lot tree canopy standards in the Urban Forestry Manual. Staff reviewed the applicant's submitted landscape plan (Sheet L1.0) and narrative to confirm the proposed tree canopy cover at maturity for all parking areas exceeds 30%, with 34.7% provided. This standard is met. 18.765 Off-Street Parking and Loading Requirements: 18.765.070 Minimum and Maximum Off-Street Parking Requirements H. Specific requirements. See Table 18.765.2. The applicant is proposing modifications to the on-site parking lot, which includes reconfiguring existing spaces to accommodate ADA accessible parking. As a result of this proposal, the total on-site parking count will be reduced by 20 spaces. The subject site is made up of one tax lot and contains two commercial buildings. Therefore, staff concludes that even with the proposed removal of 20 parking spaces, there is still adequate parking at the site, with 386 spaces provided. This standard is met. The proposed development complies with all applicable requirements of this Title,as demonstrated by the analysis contained within this administrative decision.This criterion is met. (TDC 18.360.060.0 continued) 2. The modification is not a major modification. Staff finds that the changes listed in lDC 18.360.050.B.1-11 are either satisfied or do not apply.Therefore, the proposed development is not a major modification.This criterion is met. CONCLUSION: The proposal is a Minor Modification of existing site development and is in compliance with the applicable requirements of this Title. SECTION V. The site is zoned I-P Industrial Park and has an area of 6.68 acres.Two buildings are present on the property built in the 1990s. PacTrust is proposing several site improvements as illustrated on the attached plans. Proposed activities consist of the following: • Replacement of selected curbs&sidewalks; • Realignment and reconfiguration of ramps and walkways; • Landscaping improvements; • Removal of 75 landscaping trees, preservation of 54 trees, and planting of 102 trees; • Reconfiguration of ADA parking; and • Removal of a limited number of parking spaces. Based on prior correspondence with Lina Smith we understand that these site changes would require Planning review via the Type I Minor Modification process. The site alterations will result in a net reduction of 20 parking spaces, though as noted on Sheet T0.1 there will be 386 spaces available, which falls between the minimum and maximum standards specified in TDC Table 18.765.2. The site alterations will increase the overall landscaping area from 29.5% to 30.2%, which exceeds the 25% standard for the Industrial Park zone per TDC Table 18.530.2. The project will also provide a parking lot tree canopy coverage of 34.7%,which exceeds the 30%standard per TDC 18.745.050.E.1.a.iv. We have addressed the approval criteria outlined in TDC 18.360.050.B below. APPROVAL CRITERIA Site changes are classified as Minor Modifications if none of the following thresholds is triggered: 1.
