1983 Records ECONOMIC DEVELOPMENT ACTION PLAN
Tigard's Economic Development Committee has established as its goal the
following, "Promote economic development for the good of the community". The
major objectives are to identify the advantages and barriers to development in
Tigard and to recommend changes needed to improve development opportunity.
Following from this, the Committee intends to develop an economic development
strategy.
During Fiscal Year 1984-85, the Committee will follow an action plan designed
to provide the base data needed to understand the needs of the community and
to assist companies interested in locating in Tigard. Individual analysis is
needed in each of the four target areas so that information on available land
is compiled in a format which is useable by government, real estate concerns,
property owners, and potential developers and users.
The following chart illustrates the planned activities of the Committee during
Fiscal year 1984-85. To accomplish the goals of the plan will require the
following:
o Designation of subcommittee leaders who will:
- Assist in preparing a special area plan for each of the four
areas.
1) Downtown
2) Tigard Triangle
3) Cascade Blvd.
4) 72nd Ave.
- Work with the .Planning and Development Department to develop an
inventory of each of these areas before working on a city wide
inventory. The inventory would have the following elements:
a. Identification of property;
b. The size, shape, and limitations of the site;
C. The use of the land;
d. Identification of buildings on the site;
e. The name of the owner;
f. THe current zoning designation;
g. The assessed value;
h. The public services available to the site; i.e. sewer,
water, roads, parks, schools;
i. Any known interest on the part of the owner to sell or
lease the property;
J. Proximity to other similarly usable land.

o Through contact with these entities the Committee will attempt to:
- Avoid duplication in:
1) Data gathering
2) Cost comparisons
3) Attraction programs - outreach efforts
4) Land base compilations

A few months ago the City Council approved a resolution creating an
economic development committee for the City. The composition of the
committee is quite structured with only three at large members, however,
I expect that there will also be spin off groups respresenting specific
interests.
I would like to extend an invitation to you to submit an application for
the committee. Your efforts and those of your fellow steering committee
members have been greatly appreciated. I expect that the new committee
will build upon your efforts in developing a full scale economic development
program in 1984.
Enclosed for your review is a copy of the resolution creating the committee
as well as an application form. I hope that you choose to again contribute
your time and energy to the City.

IN THE MATTER OF CREATION OF AN ECONOMIC DEVELOPMENTCOMMITTEE AND REPEALING
RESOLUTION NO. 83-99.
WHEREAS, the City of Tigard's Comprehensive Plan, contains an Economy
Element which identifies the need for an Economic Development Program, and
WHEREAS, the element calls for the creation of an economic development
steering committee to assist the City in developing and implementing an
economic development program, and
WHEREAS, the Director of Planning and Development has worked with a
steering committee to formulate an economic fact sheet describing the City and
its resources, and
WHEREAS, the Director has now recommended the formation of an official
Economic Development Committee to build upon the comprehensive plan and the
work of the steering committee, and
WHEREAS, the City Council has indicated its interest in forming an
official Committee.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF TIGARD, AS FOLLOWS:
1. The City of Tigard hereby creates the Economic Development Committee
to work with the Director of Planning and Development to prepare an
economic development plan for the City.
2. The Committee will consist of nine members, no more than two of whom
may be non residents of the City of Tigard, to be appointed by the
City Council. Initially, four members will be appointed for two year
terms and four for one year terms. The remaining position, that of
the Mayor, will run continuous with the term of office. Subsequent
appointments, except that of the Mayor, will be for two year terms
except where an appointee is completing the unexpired term of a
previous committee member. Committee members shall receive no
compensation.
3. The Committee shall be composed of the following nine members:
a. The Mayor of Tigard
b. A representative of the Tigard Triangle Area.
C. A representative of the Central Business District.
d. A representative of the North Tigard/Cascade Blvd. area.
e. A representative of the 72nd Avenue Industrial area.
f. A commercial banking representative.
g. An at large member.
h. An at large member.
i. An at large member.

4. The Director of Planning and Development and a representative of the
Tigard Area Chamber of Commerce will serve as ex-officio members.
5. The Committee is authorized to create special subcomttiittees and
enlist the aid of private citizens to study special areas of concern

6. The Committee shall meet at least once in every calendar month at a
specified time and place.

RE: Marketing Fact Sheet
Attached please fine a rough draft of the marketing fact sheet. My staff
is now exploring the cost of printing a four page brochure on various types of
stock. I will provide you with further informtion as it become available. I
would appreciate any comments that you have on the draft.
On Monday, October 10, 1983, I will be discussing economic development
with the City Council. At that time I will show them the brochure and discuss
the direction which we are taking toward economic development. One area of
particular interest is the need to designate target areas for a concentration
of resources. I have suggested four areas:
1) the Tigard Triangle
2) the Central Business Area
3) the North Tigard - Cascade Blvd. area, and
4) the 72nd Avenue area.
I will suggest that the Council authorize creation of a core economic
development committee which has representation from each of these four areas.
I will keep you updated on our progress.

In December of 1982,\ the City adopted the Economy Element of the Tigard
Comprehensive Plan. This document outlined the plan which I envisioned for
the implementation of an economic development program. Since than I have met
several times with an Economic Development Steering Committee to generate
ideas and prepare a preliminary economic development fact sheet.
A copy of the draft product prepared by the Steering Committee is attached for
your review. We see this as the first step in developing an information base
for Tigard built upon our comprehensive plan. This document could be used as
a handout to all companies inquiring about either relocating to, expanding in,
or starting up a business in Tigard. Other publications such as a full scale
marketing brochure and an inventory of available vacant land would be
worthwhile prospects for the committee and staff to preview.
The time has now come for a re-evaluation of where we are in terms of economic
development. When the comprehensive plan and community development code are
both in place, we will have the basis on which to build a business attraction
and retention program. Also, staff time should be available to work toward
the compilation of a land inventory. I feel that at this time our limited
resources should be channeled into the areas of greatest need and potential.
Therefore, I am recommending that my staff focus its economic development
efforts into four areas:
I. the Tigard Triangle
2. the Central Business District
3. the North Tigard/Cascade Boulevard Area
4. the 72nd Avenue Industrial Area
We would work to develop our inventory of each of these areas before working
on a city wide inventory. The inventory would have the following elements as
spelled out in the Economy Element:
a. Identification of the property;
b. The size, shape, and limitations of the site ;
C. The use of the land;
d. Identification of buildings on the site;
e. The name of the owner;
f. The current zoning designation;
g. The assessed value;
h. The public services available to the site ;
i. Any known interest on the part of the owner to sell or lease the
property; and
J. Proximity to other similarly usable land.
We would also make contact through the inventory with key property owners and
businesses in the areas of prime concern. From there contacts we would
identify representatives to work with us in the formation of an Economic
Development Committee. This Committee could replace the earlier identified
economic development steering committee. The earlier committee tentatively
was to be composed of eighteen members. A more workable number of nine
members with ex-officio representatives of City Staff and the Chamber of
Commerce is proposed.
I recommend that the Committee be comprised as follows:
1. Mayor of Tigard
2. Representations of
a. Tigard Triangle
b. Central Business District
C. North Tigard/Cascade Blvd. Area
d. 72nd Avenue Industrial Area
3. Representative of a Service Industry
4. Representative of a Industrial Firm
5. Representative of a Large Scale Commercial Entity
6. Representative of the Banking or Real Estate Community
Ex-officio members would be the Director of Planning and the Manager of the
Tigard Area Chamber of Commerce.
Each of the representatives could be the chairman of a special sub-committee
dealing with their area of prime concern. For instance, four separate
district sub-committees could be formed to deal with the target areas. They
could become the impetus for generating interest in local improvement
districts for their areas. In addition, working with the NPO for their
particular area, they might make recommendations concerning planning
applications.
Other sub-committees concerning real estate marketing, industrial development,
and the service industries could be formed to generate inventories, develop an
outreach system for attracting new industries, and create a network for the
sharing of information.
I feel that the time is right to convert our previous efforts into a new and
constructive effort. We have an opportunity to build on the policies and
plans that we now have in place. I am seeking Council directing in this
matter and authorization to generate names of potential .representatives of the
city wide economic development committee. If the Council favors my proposal,
it may wish to consider appointing some of the individuals who have served on
the Steering Committee. A list of these participants is attached.

mation can change rapidly. Of particular concern to me is the list of the
largest fifteen public employers in Tigard. This list was drawn from several

LABOR FORCE AND DEMOGRAPHICS
The City of Tigard's population has
grown by 185% since 1970. This
tremendous growth has coincided with
the rapid development of Washington
County as a high technology area and
an attractive place to live. The
County and City labor force are highly
educated with a high percentage of
professsional and technical workers.
Further rapid development is
anticipated. The City's recently
adopted Comprehensive Plan is
structured to best accomodate this
growth. New city policies encourage
the opening of large tracts of land to
commercial and industrial activity. A
new Community development code as well
as creation of an Economic Development
Steering Committee are further
indications of the City 's desire to
accomodate new businesses. Efforts
are underway to streamline Tigard's
permit processing system. Revenues to
the Development Code will assist this
effort.
Tigard's labor force is growing as
employment opportunities diversify.
HOUSING
The average cost of a single family
home in Tigard is $76,623. New single
family construction is taking place in
several planned developments
throughout Tigard. During the months
of January through May, 1983, over 100
building permits for single family
homes were processed as building
activity has reached a height
unparalleled in the past three years.
Tigard's housing stock is in excellent
condition with contemporary houses
dominating. Duplexes, apartments and
condominiums are available in a
variety of price ranges. The average
rent in Tigard is $320.
SHOPPING AND SERVICES
Tigard is served by several major
shopping centers including Tigard
Plaza, Canturbury Square, Fred Meyer's
center, and Washington Square.
Washington Square, just outside of
Tigard, has 115 stores on a 122 acre
site providing the most modern of
shopping opportunities.
Hospital facilities abound in the
metropolitan area. Meridian Park
Hospital, in neighboring Tualatin,
serves the health care needs of the
City. By the end of 1983, a 51 bed
addition will be completed bringing
the capacity to 150 beds. Long term
care is available in three area
nursing homes.

Tigard residents are served by both
the Tigard and Beaverton School
Districts. Both provide quality
educational programs for students.
Higher education is available at the
multi-facility Portland Community
College, Portland State University,
and several private area colleges.
The Oregon Graduate Center in

State specialize in providing training

RECREATION OPPORTUNITIES
Tigard is easily accessible to many
excellent recreational opportunities;
the recreation and cultural facilities
in Portland, Mt. Hood ninety minutes
to the east and the scenic Oregon
coast to the west. The City of Tigard
owns and maintains Cook Park, a 57
acre multi-facility City park, as well
as several smaller neighborhood parks
and an expanding greenway and bicycle
path system. The Tigard School
District, with its modern school
facilities and new auditorium at
Tigard High School, offers a full
range of indoor and outdoor recreation
year-round to Tigard's citizens.
POTENTIAL
Tigard's greatest assets are its
potential for continued quality growth
and commitment to quality development
standards. Since incorporation in
1961, the City has rapidly become an
urban community with a strong tax base
and density of business. Tigard's
rate of 1.19 per thousand is
the lowest in the Portland
metropolitan area. The low rate is
credited to sound fiscal management
and a strong economic base.
Industrial and commercial properties
represented of the
Tigard tax base in 1982. Pending
local improvement districts will open
up large sections of the community to
future development thus further
strengthening the base. Two areas are
the focus of Tigard's economic
development effort; the Tigard
Triangle and the central business
district.
Tigard Triangle
In March of 1983, the City annexed the
remaining 162 acres of the Tigard
Triangle. This very desirable area is
bounded by three major highways;
Highway 99W, Highway 217 and I-5. No
more accessible or visible developable
property exists in the metropolitan
area. Most of the area is zoned
general commercial and commercial
professional. Completion of the
Haines Interchange of I-5, now under
construction, and two pending LID's
will further enhance public services
and accessibility to the area.
Tigard Urban Renewal Area - Central
Business District
A revitalization program was begun for
the Tigard central business district
in late 1981. As tax increment funds
are generated, improvements to roads,
storm drainage and railroad crossings
will be completed. These public
facility enhancements will add to the
economic development potential of the
187 acre area. Plans are now underway
for a major shopping center, a civic
center/park complex, and a new city
park.
