Adjournment TIGARD ECONOMIC DEVELOPMENT COMMITTEE MINUTES OF MARCH 14, 1984 7:30 A.M. , ELMER'S RESTAURANT Members Present: Wilbur A. Bishop; Bruce P. Clark; Jim Corliss; Amo De Bernardis; Patrick Kennedy; Bob Nunn; Tony Orlandini; Mark Padgett; and William Monahan, ex-officio. Others Present: Geraldine Ball; Iry Larson; and Bob Jean, City Administrator. Bill Monahan opened the meeting by introducing the newest at-large member of the Committee, Bob Nunn. He then discussed a package of handouts which included 1) a copy of the survey which has been circulated to fifty Tigard sample businesses; 2) the March 6, 1984 Tigard Times Articles on the Committee; 3) the Chamber newsletter of March 1, 1984 articles on the TVEDC and the Committee; and 4) an article from the Daily Journal of Commerce on economic development. Bill then explained three maps prepared by the City as part of its Comprehensive Plan, 1) Comprehensive Plan Map; 2) Transportation Map; and 3) Buildable Lands. Bob Jean gave an overview of why the Committee was formed and its role. He explained that he sees the Committee as an action committee which will give direction to City staff. The Committee needs to form a strategy, apply facts supplied by the staff, and use the particular knowledge brought to the Committee by each member from his business or background. Bob explained the regional issues and the emphasis which is being placed on the Sunset corridor. He noted that activity in the Tualatin and Sherwood area to bring over 1000 acres of industrial land into the market with full services will have a great impact. Tigard needs to find out what new industries need and provide it to them to attract business. Since Tigard is a full-service city with a low tax rate, the City should be able to attract further economic development. Even if the 1 1/2% tax cap is voted in, Tigard, with a stronger underlying value, will be able to offer greater services to the population than other cities. The reason for the advantage is the existing strength which Tigard has due to the high percentage of overall land value which is represented by commercial and industrial uses. Annexation policy is one area that the Committee should become involved. A discussion then ensued concerning where further annexation activity should take place. It was stressed that a balance of commercial and residential development would best serve the City, however, transportation systems must be put in place to serve the future uses. The Committee, Bob said, may need to advocate comprehensive plan changes before the Planning Commission to encourage further economic development in future annexation areas. The need is for a balance between residential and commercial concerns so that Tigard can continue to maintain its strong tax base and provide services. Too much residential development without adequate new commercial growth could adversely affect the tax base. Amo pointed out that the Committe needs to react to information generated by the City staff to be effective. Bob agreed, however, the Committee must set an agenda for the next 6-12 months outlining its proposed activities. The staff can then provide the data needed. the Committee has been established with no set agenda, it is up to the Committee to choose a plan of action. Economic Dev. Comm. Minutes March 14, 1984 Page 2 The election of officers was held to choose a chairman and vice-chairman. After much discussion, it was decided that the chairman should be a Tigard businessman who will be appointed for an interim period through June. This will allow for appointment of the 72nd Avenue representative and the election of the new Mayor prior to an election for full terms of office. Jim Corlis nominated Bruce Clark for chairman, seconded by Tony Orlandini. Mark Padgett then nominated Pat Kennedy as vice-chairman, Bruce Clark seconded. The vote was unanimous to have Bruce and Pat serve in these capacities through June. Bruce assumed the duties of chairman and stated that the Committee needs to set goals early in the process for direction. By the next meeting, each member is asked to come back with a list of ideas, at least two or three, which are directions or goals which the Committee should attempt to attain. Committee members should also give thought to what the Committee should and can do. For instance, should the Committee develop and put out information on the City, supply maps, financial assistance, or set up a full scale attraction program? Bob Jean suggested that after the next meeting when the Committee discusses its course of action, he and Bill Monahan meet with Bruce and Pat to discuss the resources available to the Committee to put its ideas into motion. He suggested that the Committee may choose to bring in an economic development consultant to help get the goal structure set. The Committee then discussed the time and place of future meetings. The consensus was that morning meetings are best although the location should vary. The Committee felt that it was best to meet in several different locations to make their presence known in the community. Bill will choose a restaurant each month. Bruce discussed a letter which he wrote concerning the Civic Center election. The consensus of the Committee was that Bill should mention to the press in the regular press release that the Committee feels that the Civic Center is an economic development issue. By building a Civic Center, the City will provide an anchor to the downtown business area. Further business development will be encouraged by this action thus stimulating the revitalization of one of the four target areas. The Civic Center fits into the long range plan for stimulating economic growth in tigard. The Committee was sensitive to the fact that its support of the Civic Center could be construed by some as a political statement, however, that is not the intent of the Committee. The purpose is to support an economic development activity which will help to revitalize the central business district. Bob Nunn suggested that the Committee needs to explain why the City needs economic development, particularly in terms of the necessary balance of business with residential uses. The purpose of keeping property taxes down should be stressed. The next meeting of the Committee will be held on Wednesday, April 18, 1984 at 7:30 A.M. at a site to be determined by the Planning Director. Members should submit their written ideas about Committee goals to Bill by April 11, so that he may put them into a list to be discussed by the Committee. Monahan, Director of Planning and Developmentl� DAZE: April 13, 1984 SUBJECT: Issues and Goals for the Committee At our last meeting Chairman Bruce Clark recommended that prior to our next meeting each member supply me with a list of a few issues and goals so that we can formulate our plan and strategy for the next several months. I have received the comments of four members. the comments are as follows : Compare public charges/costs to construct a typical commercial building in Tigard, Beaverton, Wash. Co. , Tualatin, Hillsboro, and Portland. Compare public charges/cost for doing business in each of the above jurisdictions. The committee should have the ability to promote economic development legislation and maintain a liaison with the State Economic Development Department. Act as an advisory body to the Planning Commission and the City Council on issues concerning zoning and annexation. Determine what the citizens of Tigard want in an economic development plan. It is important that we educate the public on the importance of economic development. Evaluate the "real" availability of appropriately zoned properties, i.e. is it for sale? Is it accessible? Is it usable? In large enough tracts? ect. Evaluate the need for more land appropriately zoned for business and the possibility of zoning land for future business use. Evaluate factors which will impact Economic Development in Tigard (land, education, regulations, utilities, labor pool, transportation, ect. ) Determine if we should attempt to target certain types of business i.e. land intensive, labor intensive etc. High tech, service, warehouse/distribution etc. I feel the primary purpose of the Committee should be to ease the procedures required for new business and industry to locate in Tigard. Every step on the way to location of these businesses should be addressed. Advertize, to the busniess world, Tigard 's advantages, if any. The Committee should take a strong stance in support of a sales tax because it will substantially further economic development for the state and for the City of Tigard. Obtain perceptions of the business community on pro's & con's of a Tigard location. Obtain perceptions of Commercial Real Estate Brokerages on advantages/disadvantages of Tigard vs. Others. Prepare inventory of available land and buildings with information to include : Zoning , ownership, accessability to services such as rail , freeway, water, communication and similar types of development. Educate Council & Public on the true value of Comm./Ind/ land uses and their impact on tax rates, employment, etc. The Economic Development Committee should be an unwaivering advocate of economic development. Conduct follow-up interviews with a sampling of persons who filled out the questionnaire. Develop short term and long term goals for economic Development. We should make our findings known to other area Economic Development Committees, Chambers of Commerce etc. and share their findings & insights. Establish working relationships with area realtors and make this inventory available to them. Perhaps a meeting with realtor' s representatives would be advantageous. I'd hope that the committee will act as an advocate for economic development and economic developers before other city committees and the council. Based upon findings after Evaluation, propose recommended ordinance changes as appropraite. It is important that we further the understanding that economic development promotes livability and affordability. Furthermore, economic opportunity will raise the standard of living throughout the city and make better services and development available to a broader segment of our citizens. At our meeting on April 18, 1984, I will have these comments displayed on a flip chart to generate discussion. Release quarterly business newsletter to provide an update on Econcmic Development Carmittee and Tigard business activities. 2. Take a public stand on significant pertinent issues. ie. Sales Tax, Property Tax Limitation, Unitary Tax. 3. Solicit referrals from businesses in Tigard area of competitors or suppliers that are considering moving. FROM: Mark Padgett RE: Economic Development Committee Bill : As requested, here are my preliminary thoughts concerning the responsibility of the Committee. I feel the primary purpose of the Committee should be to ease the procedures required for new business and industry to locate in Tigard. I am against the Committee taking public positions on issues unless asked for an opinion by one of these two bodies. I cannot stress enough my belief that this committee should be concerned ONLY with promoting economic development and should not get deeply concerned with any other implications development might have on the community. Impact on residential areas , L.I.D. 's, bond issues , tax levy�s and other components of the make-up of the city should be left up to a concenses of citizens and elected officials, not of this. committee. PADGETT FOR TIGARD 2 I would like to reiterate my feeling that the chairman of the Committee should be a member of the business community. The empathy a person from this area would have with a potential investor would be a desirable quality to have. I noticed that Bruce Clark has co-signed a letter to the Tigard Times in support of the bond issue for the public building. I don 't think it was right of him to sign as a member of our Committee. It gives the impression that the Committee authorized him to do so, and you know we expressly decided on a press release and not a letter. It also gives the reader the impression that we are "aligned" with the other organizations that had co-signers. No matter how much I support the groups as an individual, I feel the worst thing that can happen to a committee like ours is to have the public perceive us as "just another city-hall driven bunch of good-old boys" . Although we certainly are not just that , there can be no doubt that many people in the city cannot dif4brentiate between the various purposes of the different appointed groups. I know the substance of the letter conformed to our position on the issue, and was what we agreed to be sent out in release form, but the point of co-signing it with others was never discussed with the members of the Committee. I am looking forward to our next meeting and might suggest Pioneer Pies as a -location. Monahan March 14 , 1984 Page Two What is the charge from the council in establishing the committee? We will , of course, be constrained from straying too far from the commission ' s charge. My personal belief is that government can do little to promote economic development other than stay out of the way. In that regard, I 'd hope that the committee will act as an advocate for economic development and economic developers before other city committees and the council . The committee should have the ability to promote economic development legislation and maintain a liaison with the State Economic Development Department. Most notably, the committee should take a strong stance in support of a sales tax because it will substantially further economic development for the state and for the city of Tigard. It is important that we educate the public on the importance of economic development. Much of the objection to the urban renewal program came from individuals who did not want development in the community (the so-called livability argument) . It is important that we further the understanding that economic development promotes livability and affordability. Furthermore, economic opportunity will raise the standard of living throughout the city and make better services and development available to a broader segment of our citizens. I will attempt to set forth my thoughts in this letter. My comments have not been burdened by extensive thought. First , the Economic Development Committee should be an unwaivering advocate of economic development . I recognize that the city must, as a planning policy, strike a balance between economic development and so-called liveability. A counterbalance will be provided by other city organizations , most notably the Planning Commission and the NPO' s. It is unlikely that the Economic Development Committee will be so successful in its efforts that it will overachieve in economic development. Our efforts , therefore, should not be Cli� by any attempt to balance our efforts . The committee should be an unabashed advocate of economic development.
