TIGARD ECONOMIC DEVELOPMENT COMMITTEE
Minutes, September 18, 1984
7:30 A.M. - Pioneer Pies Restaurant
Members Present: Mark Padgett, Chairman

Chairman Padgett called the meeting to order. The minutes of August 15, 1984,
were approved as submitted.
William Monahan explained that the Economic Development Action Plan was
presented to City Council by Mark Padgett. Mark commented that the Council
was concerned that the Committee would become co-applicants in their advocacy
role. Discussion followed.
Bill Monahan suggested that the Subcommittee Leads for the 4 target areas be
the appointed members from that area; Tony Orlandini, downtown; Jim Corliss,
Tigard Triangle; Bruce Clark, Cascade Blvd.; Bob Williams, 72nd Ave. .
Mark Padgett suggested that Pat Kennedy and Bob Nunn be the Subcommittee Leads
for Uniqueness of Tigard/Realtor Contact and that Amo De Bernardis and himself
be the Leads for the Advocacy Subcommittee/Education of public. Discussion
followed regarding the Mayor being a designee. Mark would discuss with the
Mayor to see how he feels.
Discussion followed regarding the responsibility of the subcommittees, which
would be to recruit assistance. Assistance could come from property owners,
realtors, and other citizens who could provide the committee with information,
gather data, and contact for people to talk with who are interested in moving
into the city. It was determined that it would be okay for a member of the
subcommittee to have a vested interest. Also, the Subcommittee Leads are to
report back on people who they have contacted to assist.
Discussion followed regarding recruiting volunteers for the subcommittee and
what their status would be. It was decided to change the term "subcommittee
memberships" to "Resource Leads".
Bruce Clark showed plans being proposed by the Tigard Water District. Bill
Monahan explained the code and zoning problems involved and that the NPO
opposed the proposal. Discussion followed. Amo and Bruce supported the

proposal with screening for the pipe storage.

Alan Fox, Western International Properties reviewed their industrial project
being proposed for SW Tech Center Drive and SW 72nd Avenue. He explained
they were seeking State Revenue Bonds for financing as well as other sources.
He reviewed the obstacles they have encountered with the railroad requirement
and the 50 foot setback policy between the project and residential zoning to
the north (Rolling Hills). Discussion followed.
Mark Padgett moved and Amo De Bernardis seconded to write a resolution
supporting the concept of the project subject to governing provisions of the
code. Motion carried unanimously by members present. Mark requested staff to
draft the resolution.
Bruce Clark moved and Pat Kennedy seconded to have Amo draft a letter to the
State supporting the Revenue Bond financing for this project.
Mark Padgett noted that the resolution for the Economic Development Committee
does not allow for two consective meeting to be missed unless absence is
excused by the Chairperson, otherwise a member may forfeit his position on the
committee.
Consensus was that future meeting would be held on the 3rd Tuesday of each
month.
OTHER BUSINESS
Bill Monahan reviewed a package of information from TVEDC - Network; An
article from Vaugh Street Journal regarding economic development committees; A
report called Beaverton in Review; and an article by Sonna Durdell from The
Koll Company.
Mark Padgett raised issues regarding non complying temporary use venders. Amo
De Benardis moved and Pat Kennedy seconded not to become involved with this
type of issue.
The meeting was adjourned at 9:05. The next meeting will be held on October
16, 1984 at 7:30 AM at Pioneer Pies.

The next meeting of the Committee will be held on TUESDAY, October 16, 1984,
at Pioneer Pies. The Committee voted to change our regular meeting date to
the third Tuesday of the month at our last meeting.
Please also note that Bob Nunn has submitted his resignation from the
Committee. Due to the demands of his job, he was unable to attend our
meetings.

Development Revenue Bond Financing for Tigard. Facility
Dear Mr. MacDougall, `
The Tigard Economic Development Committee met on Tuesday, September 18,
1984, and voted unanimously to endorse the application of Western
International Properties for Revenue Bond financing to construct a facility in
Tigard. Enclosed please find a resolution passed by the Committee in support
of the proposal.
Tigard is extremely pleased that Western International Properties has
proposed to develop this facility which will be a valuable addition to
Tigard's business community.
