The meeting was called to order by Chairman Padgett. The minutes of the
October 16, 1984 were approved as written.
Each lead person for a special resource lead group was asked to report on his
success in securing volunteer help. Tony has now secured five volunteers as
Jack Gallagher of Norris, Beggs and Simpson has agreed to help. Pat noted
that he has conferred with John Jaerling of the Sam Gotter Agency. John is
willing to cooperate, however, he would like to see the Committee gain greater
visibility in the community. Jim is attempting to secure a representative of
Lamb Weston. In addition, he hopes to have Iry Larson and Geraldine Ball
assist for the Tigard Triangle. Mark will make conduct in the 72nd Avenue
area. Bill will provide the press with the minutes of the Committee meeting
and request that an article be written which requests volunteers. The names
of those people who have been recruited to act as resources will be given to
each Committee member.
A discussion was held concerning remarks which could be interpreted as
indicating that -Tigard was Anti-business. Tony had raised a concern at the
October meeting that although the Committee had endorsed two proposed
developments,_ both were denied by the City. He was concerned that the press
reported these denials giving the impression that Tigard was not a favorable
location for new business to consider. Discussion was held concerning how the
feelings of the Committee should be expressed. Two recent articles about the
Committee appeared in the Oregonian which outlined the direction of the
Committee. There is a lack of coverage by the Tigard Times.
Tony noted that a major advertising effort is now underway in Clackamas County
where private firms have contributed $500.00 each for a total of $60,000.00
advertising to develop the corridor. This type of advertising gives a
positive impression. The program in Clackamas is being run like a chamber as
they sponsor activities which result in free publicity.
A discussion was held concerning the type of publicity economic development in
Tigard generates. Pat noted that the GI Joes project proposed for Tigard just
didn't work out, it was not Anti-Tigard. He hoped that the situation was
reported correctly. In that situation the applicant needed a comprehensive
plan change in order that the building could be placed on the site.
Mark suggested that when there is an article that is negative the City should
be sure that accurate information is available so that the facts can prove
themselves. The City should begin to supply information which reveals how
many applications were filed, how many were approved, and how many were denied
so that not only the denials are reported by the press.
Bill will take steps so that approvals granted by the Planning Commission and
Director will be reported to the Oregonian and Times. Neither newspaper
covers the Planning Commission although most of the land use approvals go
through the Commission.
Jerry Cash suggested that the Committee notify GI Joes that there are other
sites in Tigard which may be suitable for their structure. They have been
looking in Tualatin, however, they may not have made a final decision. He
suggested the Tigard Drive In Theatre site as a possible location.
Mark suggested that the Committee invite realtors to the next meeting to
discuss economic development needs in the community.
Greg suggested that the Committee might want to identify where zone changes
may be appropriate before specific applications are presented. Mark pointed
out that there are areas which are now zoned residential which would be more
appropriate to the community. During the formation of the comprehensive plan
the majority of the input was received from residential interests, not
business. As a result, there may be a shortage of zoned commercial and
industrial land for future needs. Amo suggested that a committee of realtors
look at a few sections of the City to make recommendations for where land
should have a commercial designation. Tony noted that the Committee efforts
to stimulate business development should be publicized. More commercial
development results in greater property values and less burden on the
residential property owner to pay for services. He suggested that a
publication could be prepared for distribution.
Bill pointed out that several Committee appointments expire on January 16. He
asked if those members with a January expiration date are interested in
reappointment for a two year term. Both Jim and Greg indicated a desire for
reappointment. Mark will not seek reappointment as he has been appointed to
the City's Transportation Committee. The other terms which are due to expire
are those of Bob Williams and Bruce Clark. Bob submitted his resignation on
Monday due to his relocation out of state. Bill will speak with Bruce to see
if he would like to be reappointed.
Other business — Bill reported that he has been contacted by a realtor seeking
a 5,000 square foot light industrial building. Committee members were asked
for suggestions. Information supplied by the TVEDC ikas distributed.

Dear Bill :
With regard to the meeting December 4 , 1984 with Norm Solomon,
Industrial Property Specialist with the Oregon Economic
Development Department I have the following to report.
The last legislature funded a computerized statewide in-
ventory system of planned and zoned industrial sites of
more than one acre in the state of Oregon. The properties
are listed with a variety of characteristics that potential
investors rate as to their importance.
It appears that the OED receives the information from indus-
trial brokers and realtors and investors as they will only
list property that is for sale or available.
It does not appear that there is a method to verify the in-
formation fed to the system. And there is no follow through
except upon the request of a potential investor.
The computer printout for the Tigard area lists 15 properties ,
see enclosed computer printout. If this information is out-
dated or not complete, please notify Norm Solomon.
The Chamber managers suggested that this program should es-
tablish a working relationship with city planning departments.
However, my feeling is that the city planners will need to
initiate the contact!
