ECONOMIC DEVELOPMENT COMMITTEE MEETING MINUTES
Tuesday, May 21, 1991
MEMBERS PRESENT: Amo DeBernardis, Tony Orlandini, Brian Moore
OTHERS PRESENT: Mike Marr, Valerie Johnson, Patrick Reilly, Liz
Newton, John Acker
The meeting started at 7 :40 a.m. The minutes of the April meeting
were approved as written.
The level of development activity is low. Most of the current
activity is in single-family residential.
The future of the committee was discussed at length. Major points
considered were:
1) At the last City Council retreat, there was discussion on the
role of boards and committees including the general lack of
clarity concerning the role of the EDC.
2) The committee has experienced a lack of direction from City
Council as to what the purpose of the committee is. The City
created the committee but without a meaningful purpose or
need, there seems no reason to continue.
3) Tigard has traditionally been passive/reactive rather than
involved/proactive. This philosophy manifests itself to the
EDC by the City Council not asking for or wanting active
involvement in the business community. There does not seem to
be and shift in this situation now or in the foreseeable
future.
4) Much of what the City does for development is adjustments to
the Community Development Code, which is the realm of the
Planning Commission.
5) In Tigard, there is the propensity to not make mistakes and
avoid controversy which results in the lack of authority and
autonomy given to this and other standing committees. No City
sponsored group or committee can commit to action without City
Council backing, which is probably not forthcoming.
6) In order to gain useful citizen involvement, there needs to be
a sense of community. There is no strong sense of community
in Tigard and no clear idea of how to build that sense.
The Council liaison and committee members will think about whether
there is a need for this committee and if the need is thought to
exist, the role that will be filled by the committee. Next meeting
a decision will be reached on whether to disband the EDC or to
continue in some capacity.
