ECONOMIC DEVELOPMENT COMMITTEE MEETING MINUTES Tuesday, October 16, 1990 MEMBERS PRESENT: Amo DeBernardis, Tony Orlandini, John Savory Brian Moore, Jim Corliss, Ron Pulliam OTHERS PRESENT: Mike Marr, Iry Larson, Pat Reilly, Liz Newton, John Acker The meeting started at 7:40 a.m. and the minutes of the September meeting were approved as written. Pat Reilly, City Administrator, explained two measures that will appear on the November 6th ballot. Whether these measures pass or fail at the polls will have an effect on how the City does business during the next few years and maybe beyond. First, Pat discussed the City's proposal requesting a new and increased tax base for Tigard. The second discussion centered on the statewide property tax limitation measure. John discussed the status of selecting a consultant for the Tigard Triangle Master Plan. There was discussion on what effect passage of the property tax limitation would have on the triangle plan in general and specifically on the Dartmouth extension. There was a brief conversation concerning the status of the Pacific Highway improvements. The committee was made aware that there the City Council has initiated an amendment to the comprehensive plan transportation map that would: 1) change the Ash Avenue extension back to what it was prior to the 1989 change; 2) eliminate the Burnham/Tigard street alignment and; 3) establish a loop connection from southbound Pacific Highway to the city center via Tigard Street. There was some expression that the Burnham/Tigard alignment should remain, especially if there is to be a connection from 99W to Tigard Street. At the next meeting, staff will present the transportation amendments so that the committee will be better informed to take a position on the proposals as they relate to potential development. The meeting was adjourned at 9:00. MEMORANDUM CITY OF TIGARD, OREGON TO: Economic Development Committee Members FROM: John Acker, Associate Planner DATE: November 13, 1990 SUBJECT: Amendments to the Comprehensive Plan Transportation Map The Tigard City Council has directed staff to initiate amendments to the Comprehensive Plan Transportation Map. The proposed amendments would realign the Ash Street and Burnham/Tigard Street connections as well as identify a loop from Pacific Highway to the downtown via Tigard Street. In 1989 the City Center Task Force developed a master plan for the Tigard downtown area. This plan identified transportation improvements that would improve access to the downtown area. Based on plan recommendations, the City amended its Comprehensive Plan Transportation Map by identifying a new alignment of Ash Avenue between Burnham and Pacific Hwy. at Walnut Street, adding an extension of Ash Avenue between Burnham and Hall Blvd. at Hunziker Street, as well as aligning Burnham St. with Tigard St. Subsequently, voters turned down a ballot measure that would have allowed the use of tax increment financing for downtown projects. The voters decision essentially eliminated funding for most of the downtown projects. Voter rejection of tax increment financing is viewed to include the City Center Plan and as such an expression of disapproval of these transportation amendments. The City now wants to comply with the wishes of the majority by re-establishing these road alignments to what they were prior to the City Center Plan. The other proposed amendment concerns Oregon Department of Transportation (ODOT) plans to improve and widen Pacific Highway between Pfaffle Street and Main Street. The City would like to capitalize on this state project by taking the opportunity to work with ODOT and use state funds for access improvements to the downtown area. The amendment would identify a loop that would carry southbound autos into downtown via Tigard Street without having to cross the northbound lanes. In order for ODOT to consider an access ramp into downtown it must be identified as a planned project in Tigard's Comprehensive Plan. These changes would be accomplished with passage of the proposed Comprehensive Plan Transportation Map Amendment (CPA 90-0010) . The amendments are scheduled for a Planning Commission hearing on December 4th and a City Council hearing on January 28, 1991.
