OTHER BUSINESS ECONOMIC DEVELOPMENT COMMITTEE MEETING Tuesday, February 21, 1989 MEMBERS PRESENT: Jim Corliss, Amo DeBernardis, Brian Moore, Joy Crouch, Bill Monahan OTHERS PRESENT: Peggy Weston Byrd, John Acker The meeting was called to order at 7:40 a.m. and the minutes of the January meeting were approved without modification. There was a brief discussion about the possibility of moving the John Tigard House to a location in the City Center, maybe Fanno Creek Park, as a focal point. Bill gave a report on the previous night's ambassador discussion with the City Council. Bill reported that the program as presented was met with enthusiasm by the council. A Resolution implementing the program will be prepared for the 2/27 meeting for adoption by the Council. In order to track how the program is working, the City Council asked the EDC to report back on the program status. To start with, the EDC will report quarterly to the City Council. The Committee discussed how success should be defined in regard to the Ambassador Program. Since many of the program's benefits will not be visible it may be hard to measure success accurately. Some possible indicators were suggested: number of people accessing the program, ad hoc involvement, press coverage, and word-of-mouth referrals. Ways to increase program visibility were discussed. Amo suggested that a Civic Center lobby display would give the program exposure to many potential users. Peggy suggested that a good point for visibility is real estate brokers. She said that a visit explaining the program may be desirable long with the distribution of printed material. The next topic of discussion was the orientation session for ambassadors. It was decided that the session should occur before the next regular EDC meeting. Pat Rielly and Ed Murphy will be invited as well as other key staff that ambassadors should be acquainted with. Prior to the orientation session, a bus tour will be conducted of Tigard area developments and potential development areas. The bus tour will begin at 7:00 am and the orientation session will follow and be over no later than 9:00. John will make arrangements for a Tuesday morning. Joy brought up a problem she had in getting an answer to a question she asked at the City counter. A discussion followed on how to avoid other problems with communication. It was suggested that a form for information requests that cannot be answered on the spot be used at the counter. The form would indicate who to call back and would serve as a record. John noted that it is standard operating procedure to take phone numbers and return calls for counter questions that need research. He also noted that it has been Tigard's position to be as responsive as possible to the public rather than to "batch" questions as the County does. Bill suggested that an information request form be sent to all members of the Economic Development Committee in order to identify who wants to be an ambassador and to gather biographical information on those who do. John said he would do this and send it along with the particulars on when the orientation session will be held. The meeting was adjourned at 9:00. TIGA1 ► AMBASSADOR PvtOGRAM What is the Ambassador Program ? The Tigard Economic Development Committee, in conjunction with the City of Tigard and the Tigard Area Chamber of Commerce has developed a program that makes Tigard area business persons available to provide business assistance to those who request it. Ambassadors are able to provide information on development processes, area demographics, economic factors, as well as relate personal experiences of conducting business in Tigard. If an Ambassador is not able to answer a question he or she will have access to resources of both the City and the Chamber of Commerce. The Ambassador will be able to arrange a telephone conversation or a meeting with the person who is best able to provide the requested information or assistance. Why an Ambassador Program ? The Ambassador Program is designed to fill the gap between the City and the Chamber of Commerce. Ambassadors will provide an additional access point for business people seeking assistance who are considering starting, relocating or expanding a business in Tigard. Since ambassadors will be local business persons, they may offer a unique perspective of the business atmosphere or development processes in Tigard that neither the City nor the Chamber can provide. An Ambassador can also eliminate the guesswork of who to contact for help with a specific issue. One call to an Ambassador will put you in contact with the right person or persons. Who can use the program ? Any person or organization who needs information to help conduct business in Tigard, start a business in Tigard, move a business to Tigard, or expand a business in Tigard could benefit from the Ambassador Program. In general, Ambassadors can provide help and information to those who are making any kind of business decision about Tigard. Ambassadors can be viewed as an access point to information about and insight into the business climate in Tigard. How are Ambassadors contacted ? Attached is a list of Ambassadors including name, phone number, and a brief biographical sketch. Any of the listed Ambassadors will gladly respond to a telephone inquiry and/or arrange a meeting with the appropriate person(s). The program can also be accessed through the City or the Chamber of Commerce by asking about the program.
