ECONOMIC DEVELOPMENT COMMITTEE MEETING MINUTES
Tuesday, November 21, 1989
MEMBERS PRESENT: John Savory, Jim Corliss, Amo DeBernardis, Paul Etchemendy,
Tony Orlandini, Bill Monahan

The meeting was called to order at 7:30 a.m. and the minutes of the October
meeting were approved as written.
It was decided that the meeting would start with a discussion of the City
Center Plan, what went wrong and what should be done now. Committee members
began with a discussion of probable reasons for the defeat of tax increment
financing/city center plan. Following is a list of those problems:
1. Not enough community outreach - most of the outreach activities that
were done were focused on downtown individuals rather than
concentration on a community-wide voter education program.
2. The downtown business community (i.e. those directly benefiting) was
not united in support of the plan, in fact the most vocal opponents of
the plan were downtown business persons.
3. The plan provided no certainty as to when, where and scope of potential
projects identified in the plan.
4. There was not enough education of the public; printed material was not
understandable to the general citizenry; there was too much time and
emphasis on tax increment financing and not enough on the concept of
downtown redevelopment. Voters did not have a clear picture of what
would happen to the downtown if the plan was approved.
5. There was no organized group to promote the plan. The City Council did
not take advantage of the opportunity to use the City Center Plan Task
Force (i.e. those most knowledgeable and enthusiastic about the plan)
to promote the plan throughout the community. Such an effort should
have taken place immediately after the Task Force presented its plan to
the City Council.
6. The City Council did not appeared to be fully behind the plan.
Although certain council members were vocal proponents of the plan, it
was not evident that the full council was committed to it.
7. The composition of the Urban Renewal Agency is wrong - there should be
business people and citizens from throughout the community on the
agency rather than being made up of council members. An agency made up
of approved citizens then should have held meetings to educate the
public.
The committee was unable to reach a consensus on a recommendation of what
should be done now. There were, however, several ideas of specific things that
should or should not be done if the plan were to go back before the voters.
o A voter survey as suggested at the City Council meeting of 11/20 would
be an additional waste on time and money and should not be considered.
o The City Council should be active, but less involved - a
citizen/business group should be enlisted to promote the plan.
o All who have a stake in the plan (i.e. those having a vested interest
in the downtown) should be included in the process regardless of
support, opposition, or ambivalence.
o The business community, particularly those businesses in the affected
area, including the chamber of commerce, should be involved.
o The plan should have more specificity - the feeling is that this can be
done without an enormous expenditure.
The Committee requested that a copy of the minutes be sent to members of the
City Council.
The chairman and committee gave their best wishes and thanks for a job well
done to Peggy Weston Byrd who will soon be leaving the community. Peggy has
been a valued participant in EDC and Task Force meetings.
