POLICY STATEMENT
ECONOMIC DEVELOPMENT COORDINATION
PUBLIC/PRIVATE EFFORT
The Board of Commissioners maintains that active private sector involvement is
the critical component in the economic development effort in Washington County.
The services, information, direction provided by corridor associations, chambers
of commerce, industry and agribusiness groups lends expertise, credibility and;
pragmatism to state/local government economic goals.
While some have suggested that Washington County assume an exclusive county-wide
coordinative role for economic development efforts, the Board of Commissioner
strongly feels a private sector counterpart organization is vital to success.
Just as cities have Chambers of Commerce to assist them in their economic
responsibilities, the Washington County organization can more fully meet its
responsibilities with a broad based private sector partner serving both city and
the county organizations
The Board of Commissioners feels any successful county-wide private sector
economic development organization must, at a minimum, possess three key
attributes:
1 . Quality Membership - a geographically representative group of leading
businesses, large and small, that are committed to the Washington County
Community, effective in communicating their needs and willing to devote
time and resources to furthering the organization goals.
2. Broad Representation - a policy board consisting of the variety of
"players" in .the community's economic development effort including local
government, chambers of commerce and other business groups.
3. Financial Resources - a sufficient funding source consisting of private
sector membership fees and broad based local government support.
Inasmuch as the Board of Commissioners is satisfied that the Tualatin Valley
Economic Development Corporation (TVEDC), an existing private public
partnership, meets two of the above criteria and requires financial viability to
fulfill its "Considerable aspirations, the Washington County Board of
Commissioners is prepared to offer its participation in a coordinated funding
plan for TVEDC.
Accordingly, if there exists a corresponding commitment among the County's
cities representing a balance of the incorporated population of Washington
County, the County will include in its proposed budget as yet undetermined fund
to support a public/private economic development effort via the Tualatin Valley
Economic Development Corporation.
Once, in the County's opinion, sufficient interest in the partnership is
expressed by a significant number of cities, a specific sum to be provided TVEDC
will be set.

THE CITIES OF WASHINGTON COUNTY HEREBY RESOLVE to
support the Tualatin Valley Economic Development
Corporation (TVEDC) as the private sector counterpart
organization to-. Washington County to assume an exclusive

county-wide coordinative role in economic development
efforts.
We further recognize that TVEDC will work. in
partnership with the Cities, Chambers of Commerce, the
Economic Development groups in the Tualatin Valley,
Washington County and the Washington County Visitors'.
Association (WCVA).
And to ensure broad based representation, at least
one-half of the members of the TVEDC Board of Directors
must be representatives from the Cities, Chambers of
Commerce, the Economic Development groups , WCVA and
Washington County. And two representatives of that portion
of the TVEDC Board must be a city mayor and a city manager.
Insomuch as the Washington County Board of
Commissioners is prepared to offer its participation in a
coordinated funding plan for TVEDC, the County ' s cities
hereby pledge a corresponding commitment to TVEDC.
The amount to be dedicated to support this
public/private economic development effort by each of the
County' s cities shall be based on each city ' s population
with 1987 serving as the base year and updated annually by
the Center for Population Research and Census. Each city's
dedicated contribution shall be calculated at $0. 165
per capita as outlined in EXHIBIT B. TVEDC shall be
responsible for collection of the dedicated funds and will
bill each city and Washington County on or around July 1 .
Collection"of the dedicated funds shall commence July 1 ,
1988.
THE CITIES REPRESENTING THE INCORPORATED POPULATION OF
WASHINGTON COUNTY (EXHIBIT A) DO HEREBY RESOLVE AND PLEDGE
THEIR COMMITMENT TO THE PRIVATE/PUBLIC PARTNERSHIP OF
WASHINGTON COUNTY AND TVEDC.
