The meeting was called to order at 7: 40 and the minutes yrnm the August 16
meeting were approved without comment.
REPORTS
I-5 — Kate Hart reported that St. Vinrunts is expanding its medical facilities
in the area. Mercantile Village in Lake Oswego is being re6eoeloped to a
medical center. A second center may be developed near the intersection of
Schnllo Ferry Road and North Dakota Street in Tigard .
TVEDC — No contact was made with TVEDC during the past month' but it was
decided that Mary Tobias, the new president of TVEDC, would be invited to the
next EDC meeting.
CITY CENTER PLAN
Bill Monahan gave an update on the plan otatuo . There aru ourruntly four
different consultants working on elements of the City Center Plan in various
stages of their respective projects . A park consultant has been meeting with
the CCPTF; a transportation consultant is presenting aooeox and circulation
options to the task force; a financial consultant is getting started now and;
a design consultant has been hired .
It was noted that Main Street improvements are included in the projects to be
funded if at transportation bond measure is passed by voters in November.
Specific improvements have not been identified yet, but will be done by the
CCPTF and transportation consultant soon. The Chamber of Commurou recently
voted to support the transportation bond measure.
WORK PROGRAM
Ambassador Program — An issue that was raised concerns the committee' s
desire to have the mayor participate in the program. Since there will soon be
a new mayor, it was decided that some committee members would approach the
(probable) new mayor' Jerry Edwardu, to see how he fools about the program.
Councilor Johnson said she would contact Councilor Edwards and set up a
meeting. Bill Monahan' John Savory. and Bob Pierce volunteered .
Councilor Johnson announced that a City Counoil workshop has been scheduled
for November 1.8, 19, and 20. She suggested that input concerning EDC work
program issues should reach the Council before the workshop.

EDC Minutes
Tigard Triangle — Thu committee discussed the timing of the Triangle Plan and
the importance of "setting the stage. " It was decided that the chairman would
write a letter to the City Council stating EDC' u commitment to the formulation
of at Triangle Plan. The letter ohuuld suggest starting thu Triangle Plan
after the City Center Plan nears completion and reiterate that the EDC wants
to be involved.
Post Office — Peggy said that the Chamber was concerned about this issue and
has formed a committee to address it. The EDC did not express an interest in
joining with the Chamber committee to try to encourage businesses to use
Tigard as their address .
Speakers Bureau — There was some interest in developing a slide show relating
to development activity in Tigard. Since time was running out, this was
tabled until next meeting.

RE: Tigard Triangle Study
Dear Mayor Brian and Members of the City Council :
At the last meeting of the Tigard Economic Development
Committee, the Committee requested that I write to you and
express the feelings of the Committee related to the Tigard
Triangle Study. The Committee is concerned that the Triangle
continue to be a top priority of the City rather than have the
study drop to a status where it no longer receives sufficient
emphasis so that progess can be made to address the problems of
the area.
The Committee feels that the staff effort to date has
resulted in the creation of a strong data base. We hope to see
the City continue to gain momentum so that a comprehensive plan
can be created in 1989 for the area. With a continued staff
effort, the Council will be in a position in early 1989 to assign
a committee to assist staff to complete the plan.
In August of this year, I directed a letter to Ed Murphy
which expressed the desire of the Economic Development Committee
to be the lead committee on this project. Since that time we
have been advised that the Council wishes to delay a decision
until at least January. The Committee asked me to advise you
that we appreciate the position that you are in and request only
that we be involved in the study. We would be willing to
consider acting as the lead committee if the Council felt that
the EDC is the appropriate committee, however, we would serve you
in whatever capacity you choose.
I hope that this letter clarifies the Committee position.
