TUESDAY, OCTOBER 20, 1087 — 7:30 AM
Bergmann` x Restaurant — 1275 SW Pacific Highway, Tigard
Members Present: John Savory, Jim Corliss, Amo DeBernardin' Kate Hart' Bob
Pierce, and Brian Moore.
Others Present: Liz Newton, John Acker, Dan Bertuleit' Peggy Weston-Byrd, and
Bill Monahan.
The meeting was called to order by Chairman John Savory and the minutes of the
meeting of September 15, 1087 were accepted as written.
Liz Newton reported that the City Center Plan Task Force had a meeting with
the Council . The Council asked the committee to develop a scope of work for a
marketing consultant. Council has suggested putting up $20,080 from
contingency funds for the hiring of the marketing consultant. Council hopes
that the funds could be matched by $10,000 of private funds . The next meeting
of the City Center Plan Task Force is Thursday, October 22, 1987.
There are no new land use decisions to report. However, MS Computers is
planning to move into the Allstate Building in the Tigard Triangle,
Council Committee Meetinq Update
John Savory noted that to get the Triangle project going the committee had to
take the lead. Amu felt the Counoil was almost willing to take steps to
prevent a hodge pudge of development activity in the Triangle. Discussion
centered on the need for more controls and better zoning to prevent
development which does not fit into the long range plans of the Triangle . For
the next meeting staff will prepare a comparison of zoning information which
will help to identify the problems in the Triangle. Other iuuuuu concern
transportation. It looked to the committee members that the Council is giving
the Economic Development Committee the lead in the Triangle project.
The committee discussed a plan of attack to bring information to area
residents and property owners. Brian suggested development of a questionnaire
asking people what they think and whether or not they care about the eventual
development of the area. The main focus is to get an opportunity to comment.
There was discussion about information to he generated from renters within the
area. The committee decided to prepare questions for information gathering
for residents of the area, businesses as well as property owners .
Amo suggested that the committee meeting schedule may need revision or
subcommittees may need to be formed to accomplish the work which is coming
up. The discussion led to a decision that subcommittee involvement was needed
for various projects . Jim, Amo, and Kate volunteered to work on the
subcommittee on the Triangle project. John Acker then displayed a commercial
and industrial uses map illustrating where retail, industrial, and office uses
are located within the community . It shows there is a limited amount of land
devoted to office use.

Other Business
Park and Ride — Tri—Mut is still exploring locations in the Tigard Triangle
for a Park and Ride. There' s no time table for when such a facility would be
developed. Further discussion focused on the need for hotel space in the
Triangle and Kruse Way area. Kate and Peggy reported on the Oregon tourism
program. They each attended a recent meeting with the Washington County
Visitors Association. WCVA was designated as the lead agency for tourism for
Washington County .
Ambassador Program — Juhn noted that the Ambassador Program was discussed
with the City Council . The Counoil auuo the program as a marketing tuol
rather than an information gathering exercise. Bill suggested that the
councilors give the Committee flexibility to develop information, contacts,
and in essence the entire program. Liz displayed and identified a folder,
which was developed by John Acker- that is flexible and can be used to get
information out to various people and organizations. The staff will develop a
mix of information for distribution to various audiences . Liz asked members
to assist in developing a list of people who may be willing to meet with
potential developers of businesses which are considering locating in Tigard.
John Acker suggested that specific information and lists of potential
ambassadors could be gathered and geared towards retail, corporate, and
industrial uses . Bob suggested that the committee could assist in contacts
but a request from the City may be the best approach. He noted the Mayor has
asked others to assist in the community and that has been very effective.
John Savory noted that regular contact with other committees would also be
helpful . Bill suggested that an opportunity will exist for the chairman to
coordinate with other committee chairs through a new committee that the Mayor
was initiating.
The meeting closed at 0:00 AM. The next meeting will be held on 'Tuesday,
November 17, 1087, at 7:30 AM at a restaurant to be named.
