ADJOURNMENT ECONOMIC DEVELOPMENT COMMITTEE MEETING MINUTES TUESDAY, NOVEMBER 17, 1987 BERGMAN'S RESTAURANT 12725 SW Pacific Highway Members Present: John Savory, Jim Corliss, Susan Clark, and David Clement. Others Present: Peggy Weston-Byrd, Iry Larson, John Acker, Liz Newton, and Bill Monahan The minutes of the October 20, 1987, meeting were approved as written. Liz Newton gave the Committee an update on the City Center Plan Task Force activities. The Committee will meet on November 19th. The major thrust of the Committee is development of a proposal to hire a marketing firm. Portland Development Commission has agreed to assist the City by reviewing the proposals submitted. A request for proposals will go out in December with proposals due back to the City in January. Once the marketing study is under way the Committee will focus on the financing of improvements in the downtown area. John Acker discussed the ambassador program and an insert which is proposed for the City marketing folder. He displayed an information sheet, list of City officials, quarterly report, a list of contacts for permits, and various maps. Peggy suggested the use of a check list of inserts so that the City has a record of what inserts are distributed to each contact. Liz noted that specific information about local parks can also be inserted. Peggy displayed to the Committee the 1988 Chamber directory which also included information about economic development. The Chamber directory and the City marketing folder can be used hand-in-hand. Committee members discussed who among the Cities citizens and business leaders may wish to take part in the Ambassador Program. It was suggested. that a list of Ambassadors be developed with contact made by the Mayor to invite people to participate. The committee suggested that an orientation lunch should be held once that list is developed. Such groups as the Rotary, Chamber of Commerce Board of Directors, and/or City committees were noted as possible sources of ambassadors. Discussion centered on sign code problems for new businesses. It was noted that there is a need to get information about sign code regulations out to new businesses as soon as possible. Peggy noted that one of the complaints that the Chamber regularly gets is related to temporary signs and permit signs for new businesses. Bill gave a review of the latest developments which are going on in the community. Peggy noted that the Tigard/Tualatin trade show was scheduled for the following day. Fifty vendors are expected to participate at Tigard High School from 5:00 to 8:00 p.m. The Chamber is expecting 400 people to attend the event. The Chamber will also honor a business of the month with a show case on the 4th Wednesday of each month. From 8:00 to 9:00 a.m. on Wednesday, November 25th. Fuddruckers, of Washington Square, is featured as the Chamber's business of the month. The Committee then held discussion on Washington Square and the need to encourage businesses in the Square to identify themselves as being in the City of Tigard. The Chamber and City joint effort may be needed. John Acker discussed a questionnaire which has been prepared for distribution within the Tigard Triangle. The staff needs to know if this is the type of information decided by the committee. It will be sent out with a cover letter on City stationery. The Committee discussed the content and the need to make the questionnaire convenient to fill out. A map will be attached which shows the Dartmouth Extension location. The questionnaire will be sent out to members of the Committee for comment. Those comments are to be incorporated into the questionnaire by staff with the intent that the questionnaire be distributed prior to the December committee meeting. Bill distributed a transportation facilities plan outline prepared by City Engineering, Randy Wooley, for comment by committee members. Th- outline has been distributed to all City committees requesting comments on transportation projects for future consideration by the City. The next meeting of the Committee will be on, Tuesday, December 15, 1987, at 7:30 p.m. , at Bergman's Restaurant. John Acker CITY OF TINA M OREGON November 25, 1987 The City of Tigard is initiating a study that will result in a development plan for 'the Tigard Triangle. We view the triangle as a highly visible and important, yet underdeveloped portion of Tigard. The Tigard Triangle is defined as that area bounded by I-5 on the east, Pacific Highway on the north and west, and Highway 217 on the south and west (map enclosed). The proximity of these major transportation links is seen as a major asset for the triangle and will probably lure developers to the area in the future. As one of the few accessible, underdeveloped areas in Tigard, the City would like the triangle developed in a way compatible with the wants and needs of the citizens of Tigard. To help us design the best possible plan, we ask that you take a few minutes to complete the enclosed questionnaire. The questionnaire can be mailed by simply folding it in half with the return address visible, taping or stapling the open end, and dropping it in a mail box. We value your comments. If you would like to participate further in the design of this plan for the triangle, please call Liz Newton, or attend an upcoming Economic Development Committee meeting. If you wish to be involved in the review of proposals which affect the triangle, you may want to participate in Neighborhood Planning Organization A, which meets on the first Wednesday of each month at the Tigard Civic Center. The General Commercial zone does not require a minimum lot size; the Professional Commercial zone requires a 6,000 square foot lot size. The ambassadors will be available to help in retaining current businesses, facilitating business expansion, and recruiting new businesses into Tigard by distributing information, sharing business experience and acting as contact persons . - Create packets of information to be used by ambassadors . The packets will be tailored for retail, heavy manufacturing, light manufacturing, wholesale/warehousing, "high.-tech", and umall entrepreneurial businesses . - Have an orientation session for ambassadors to introduce them to the program and the available material . - Create a one page information sheet describing the Ambaosadnr, Program. Distribute the program information to businesses and community organizations via the ambassadors, community groups, mailing and availability in the Civic Center lobby. � Coordination - Continue to inform the Chamber of Commerce by supplying them with printed material, informing them of major programs (i .e. , sign amortization), and providing copies of press releases . PROMOTION w Events - Host an annual breakfast for the top 10 taxpayers . — Develop an ~^Sko program for Tigard buaineuoh"' Annual awards would be given to businesses for signs, the most attractive landscaping, renovation or remodel, the greatest growth, the highest export value, etc. — Develop an annual business outreach program where ambassadors or, Economic Development Committee members personally contact businesses . The purpose is to let businesses know that the City is interested in their health and that we have programs and/or information that may be beneficial to them. — Collect and/or develop promotional type information for distribution to targeted audiences . — Encourage ambassadors to participate in community events uuoh as Cruiain` Tigard. COMMUNITY EDUCATION — Develop information sheets based on the Community Development Code. Sheets could pertain to vision clearance, signs, tree cutting, business tax, etc. — Distribute information thr'ough 0P0 members . Where information or interest is City—wide, hold joint MPO meetings . DATA AND INFORMATION — Develop a categorized list of data and information that is available from the City. — Track information requests by the type of information requested . This will enable staff to eliminate collection of data not used and concentrate on collection of requested data and information. — Develop packets for selected audiences (i .e. , new businesses, visitors, developers) . COORDINATION w Interaction with other organizations — Continue involvement with TVEDC, I-5 Corridor Association, Chamber of Commerce, Washington County Visitors Association, Downtown Council and Kiwanio, Rotary, etc. w Ambassador Program — Inform other organizations of the program.
