April 15, 1086 — Minutes
Pioneer Pies
Members Present: Jim Corliss, Kathy Bu6ny, John Savory, David Clements,
Dick Cochran, Susan Clark, Amo DeBerr/ar6is
Others Present: Jeanne Caswell, Brian Hartung' Bill Monahan
The Committee reviewed the minutes of the February 18, 1986 and March 18, 1086
meetings and approved them as written.
Jeanne Caswell gave an update on the status of Downtown Council. In terms of
membership, there seems to be a wait and see attitude, also some communication
problems which have resulted in a low membership rate. Members of the
Committee, John and Dick, have met to discuss how to strengthen the Downtown
Council, and better define the potential use of funds. They defined the goals
and made a lint of achievable projects, particularly inexpensive, volunteer
efforts.
Loan Program — John has mut with looal banks to discuss a loan program for
expansion and development, i.u. , physical improvements of the downtown. John
mentioned that two local businesses could get conventional financing, but they
are waiting to nee if the loan program becomes a reality.
Amo suggested that we need tu have projects show some results . Bill reviewed
the CIP project scheduled for downtown' plans for Fannu Creek Park' and the
bikepath linking it to Main.
David suggested that funding possibilities with 0UH, EDA, and SBH be explored
to determine if low interest loans may be available to assist the Downtown
Council .
Private Industry Council (PIC) Application — Jeanne reported that the initial
reaction from the INC is that the application does not look like it will be
funded . Jeanne and Susan will investigate further what we can do to push the
proposal,
Downtown Council Membership — Kathy asked about the status of the Council and
what they are doing. There is an opportunity for involvement. News will be
circulated through the Chamber Hot Line. One Committee activity will be the
cleanup of blackberry bushes in the downtown' along the entrance to Fannw
Creek and on the State right—of-way.
Video Presentation — John reported that the I 5 Corridor Association Fall
Conference was still in the planning stage. He has investigated the
possibility of a slide show presentation — $4-7,000 cost. Discussion was held
on the possibility of City funding and the need to have a strong foundation of
information available to backup the promotion efforts.
John suggested that a 6-8 minute slide show is considered to be the must
successful. He suggested that a list of possible contributors be prepared and
pursued, including developers, large business and utilities. The Committee
needy to go to the City Council and request a contribution, but, in doing
this, at full proposal should be presented which has specific goals, and a
direction. Jeanne suggested that the Committee be given at presentation by
Media West at the next meeting to discuss costs and product. John will invite
Sue Foley to appear at the next meeting of the Committee.

Jim suggested that the Chamber slide show could be updated . Jeanne responded
that the Chamber show could reduce the ultimate cost by being incorporated
into a presentation. Fhe existing show does not address all of the
information which needs to be put together.
Amo suggested that a special. meeting may need to be held -to discuss the
production rather than wait until the May meeting.
Bill distributed a comparison of present costs showing that Tigard was among
-the most costly of area. cities. :items compared were building permit costs,
systems development charges, and connection fees outside of the City control. .
Pacific Highway Discussion -- Jeanne reported on the status of the Metro study
and the westerly bypass. She reported that the other alternatives are
expansion of Pacific Highway, and Hwy. 2.17 and would create a large_ impact on
the businesses in Tigard. An engineering study for the by pass must be
unanimously supported, including Portland' s representatives, to fund the
study . the Committee was encouraged to voice an opinion on the subject. John
will write; a letter for the Committee to Eloy Rogers. Bill suggested that the
City Engineer, Kandy Wooley, can act as the City ' s representative to regularly
review signal synchronization with the state.
Mark Davis - representing Way Lee of Wayside Inn. He described the: property
involved and the need to make changes to the access from Pacific Highway to
make -the property more useful.. He is Looking for City support to move the
access from its present -location to the middle of the property . A dual
access, dual exit: to the site is proposed. An improvement to the grade to the
front of the property is proposed to increase visibility , Devel.c,pment of
meeting and conference space as well as possible further commercial spaces is
under consideration. Marts is seeking support of the request to the stage for
the traffic improvements , Cost of the curb cut would be paid by the
developer, proposing that: the state pay for tlhie paving. The intent is to
mitigate the impact of traffic turning into the site headed north. Amo
stressed that the creation of jobs should be mentioned to strengthen t:he
request,
The developer requests a letter of support from the Committee to strengthen
the proposal. Ams:, moved that the Committee send a letter of support. The
Committee is fully in support.
John pointed out that a May 13 date has been set for, the Main Street
Development bankruptcy hearing.
Brian Hartung announced -the Boardman>1•tip workshop schedule and encouraged
participation by member at those and Neighborhood Town Hall meetings .
