Monahan, Director O Community Development SUBJECT: City Center Plan Task Force and Economic Development Committee Resolutions On December 15 the City Council approved both resolutions with modifications which were reviewed by the Committee. The final products do not vary greatly from the drafts which were discussed. Copies of both resolutions are enclosed. The Council expressed encouragement that the Committee take an active -role in attracting new business . A continuing role in the City Center plan was also stressed, particularly in providing background data and carrying out a marketing plan. The Council again encouraged you each to consider participating on the Task Force. The next meeting of the Committee will be held on Tuesday, January 20, 1987 at 7:30 AM at Pioneer Pies . The keystone of the report is a series of individual data sheets listing various facts and statistics on each of the 204 tax lots making up the CBD (see map) . A qualification to this is that composite information is given for the 37 lots included in the Chelsea Hill I Subdivision currently under construction. Among the many items included in the inventory are: dominant use, land value, building value, building condition, employment, and development plans. The inventory was undertaken in response to the need for detailed property information in planning for CBD improvements. Study Area Figure 1 shows the location of the 204 tax lots composing the Tigard CBD and the ten blocks into which they have been divided. The block designations are taken from a previous (1981) study of the CBD area. Lot Numbers Lot numbers are assigned based on the convention of identifying geographic units in a counterclockwise manner. An all--numeric lot identification system is used for the purpose of computer compatibility . Land Area Acreage data was derived from county tax lot maps and tax assessment rolls. A qualification to this is that in some cases the figures given in the two sources for the same parcel differ slightly. In such cases, the county tax assessors office was asked to verify one or the other figure as correct. In the case of certain other tax lots, most particularly Main Street commercial w lots, neither source cited a figure for acreage. In these cases acreage data were based on field estimates contained in county tax office records . Status of Land The status of land designations are based on the use classification section of the Tigard Community Development Code (CDC) . A copy of this section is included in this report. The alpha—numeric codings following inventoried uses correspond to particular subsections in the CDC. Construction Date Refers to the year the original construction of a building was completed. Construction dates are based on city building records and occupant reports. Two dates given for a single structure indicates major remodeling or reconstruction. Condition In the inventory building condition is defined exclusively in terms of visual appearance. No attempt was made to take into account structural adequacy. A three level classification system, developed by the Tigard Building Division, was used to describe condition: Good: Building plumb and square, exterior finish in good repair and well maintained. If painted, paint riot peeling. If wood siding, siding not warped or cracked. Landscaping well maintained. Fair: Square and plumb; some trim or molding missing; siding warped or cracked in some places. May need paint or landscape improvements. b Poor: Total disrepair; dilapidated; not square or plumb in some areas. w Siding cracked, warped, missing, and/or unpainted; landscaping overgrown with weeds . Full-time Equivalent Employees These counts are based on employer reports and current business tax records . Other The last or "other" section of the profiles primarily is used to identify properties encumbered by street or parking improvement non—remonstrance agreements .
