Minutes of Tigard Economic Development Committee
Meeting of August 26, 1986
Members Present: Jim Corliss, David Clements, Kathy Budny, Amo DeBernardis,
John Savory
Others Present: Jeanne Caswell, Bill Monahan, Geraldine Ball
The minutes of the July 15, 1986 and August 12, 1986 meetings were accepted as
written.
The Committee discussed the August 18 workshop with the City Council. Among
the perceptions expressed by the members were:
- The Committee gained a clearer understanding of what the City Council
expects and hopes to see.
- The Council expects the Committee to do a lot more than the Committee is
doing.
- The Committee needs to determine what it would to in one year if it had a
staff. Accomplishment expected in the areas of physical change, new
businesses, and improvements need to be determined.
- The Committee needs to define what it wants Tigard to be and create a
physical drawing.
John and Susan will approach Portland State and the University of Oregon to
investigate the feasibility of creating a contest to design the downtown. A
prize could be awarded. Kathy and Susan volunteered to work up an approach,
" timeline, and choose a method of judging the competition. Bill outlined the
City staff committment available to the Committee. Increased staffing of the
Community Development Department will be proposed in September, which would
free up a planner to devote 50% of his time to economic development. The
planning staff will prepare an ara plan for the downtown.
A subcommittee of Amo, Jhn, Jim, and Jeanne will meet on September 2 to
develop proposed revisions to the resolutions which created the Committee.
The full committee then will meet with Councillor Valerie Johnson to discuss
the changes before meeting with the full Council.
Bill updated the Committee on the I-5 Symposium set for October 8. Tigard is
working on its presentation.
A proposal to eliminate one parking stall in front of the Post Office on Main
Street was discussed. The Committee unanimously agreed with the City staff to
recommend that a parking space be eliminated to improve visibility and improve
safety.
The Committee discussed the status of several potential developments. John
reported that a downtown restoration project is a possibility.
Citizen Interest Applications were distributed to all members.
The meeting ended at 9:00 A.M. The next meeting will be held on September 16,

Members Present: David Clement, John Savory, Kathy Budny, Amo DuBernardis,
Susan Clark, Dick Cochran
Others Present: Bill Burton, Geraldine Ball, Joanne Caswell, Bill Monahan
The special meeting was held to generate ideas to be discussed at the August
18' 1980 workshop with the City Council . The following items were suggested
by Committee members :
^ Pitch for the downtown area.
» Talk to the Council about assuming a more active leadership position
in the economic duvelnment area.
^ Council needs to commit funds to get things done.
» Hire a person as economic development direotor, for thu City .
» Council should explore creating economic improvement districts, local
improvement districts, or use tax increment financing.
» Develop a plan of what the City should look like in fixe years and
*46W ten yearn . A map showing support of the plan should be developed,
» Repair the Main Street Bridge' improve signage in the downtown,
improve traffic flow, remove dilapidated buildings .
^ Explore whether the City should create a mechanism to pay for mowing
grass of noxious vegetation violators, then bill back to owner.
^ Create an overall policy of otreetlighting and sidewalks .
David reported that he has called around the 72nd Avenue area for input to the
area needs lint. Issues included changing I designated land to Commercial.
Traffic flow at Carmen Drive was not an iusuu.
Susan reported that the Cascade area was developed around a low traffic flow.
Now traffic surges at times. If discussions concerning changing land from
industrial to commercial are to occur, road widening becomes an issue. She
also suggested that a traffic light at Cascade and Tiedeman be otudied .
The meeting ended at 0:08 AM. The next meeting will be held on Tuesday,
August 20, 1086 at 7:30 AM at Pioneer Pies. The workshop with the City
Council will be held on Monday, August 18, 1086 from 6-8 PM.
