For site plan and architectural review of a 2-story Professional-
office building
Site Location and Description :
The northeast corner of SW 72nd and SW Hampton Street (Wa. Co.
Tax Map 2S1-1AC, Lots 1400 and 1500) . The site is generally
flat , sloping slightly to the west and is vacant with overgrown
grass and bushes . The site is bordered on the south by SW
Hampton Street on the west by SW 72nd, on the north by a single
family home and a vacant lot , and on the east by a single family
home.
Site Designation :
mo . The site is zoned "C-P" Commercial-Professional and designated
"Residential-Commercial" on the Tigard Community Plan, 1971 .
Proposed Use :
The applicant is proposing to use the building for professional
offices , which is a permitted use in the Commercial-Professional
zone.
Previous Action :
ZC 6-77 - On April 25, 1977 the Tigard City Council approved
"C-P" Commercial-Professional zoning for the site in question and
attached the following conditions :
1 . An agreement to participate in the improvement of SW
72nd Avenue and SW Hampton Street to City standards be
filed with the City Recorder.
2. Extensive vegetative screening be provided along the
perimeter of the site to minimize the impacts on the
adjacent residents .

Parking Repuirements :
OFFICE - 10 ,932 -? 350 square feet = 31 . 2 or 32 spaces
Site Plan and Architectural Review:
The applicant is proposing to build a two-story professional
office building approximately 5 , 500 square feet per floor.
The building material is brick (earth tone) with a bronze metal
roof . The building should be compatible with Lincolnwood Office
Center and will set a trend for the Hampton Street area.
The site plan specifies access off of Hampton Street with circula-
tion and parking around three sides of the building . The major
problem in arriving at a site plan, was the possibility that the
proposed 72nd interchange would affect this property . The ap-
plicant has worked with the Oregon State Highway Department and
has revised the plan to allow for this variable . If the inter-
change is approved the building will be relatively unaffected and
the required amount of parking will be retained . The site plan
should be reviewed at that time in order to determine if additional
landscaping is necessary to buffer the site from the highway
right-of-way.
The site currently consists of two tax lots . In order not to be
subject to landscape requirements along the property line the
applicant should record the site as one lot .
The submitted landscape plan is acceptable and should blend in
well with the office campus; environment , however two minor cor-
rections should be made to reflect the following :
1. Planning Commission condition #2 stated "extensive
vegetations screening be provided along the perimeter
of the site to minimize the impacts on the adjacent
residents . "
The landscaping provided along the north property line has not
been specified for material that will give a screening effect .
Additional evergreen trees or shrubs should be added.
2 . Ground cover for the site is KinniKinnick, rooted
cuttings , no spacing has been designated. In order
to assure adequate coverage they should be spaced no
more than 18" o. c.
Staff Recommendation:
Approved with the following conditions :
1 . As per Planning Commission Condition #1 "an agreement to

participate in the improvement of SW 72nd and SW Hampton
Street to city standards be filed with the City Recorder "
prior to issuance of a building permit .
2. That the site be subject to design review after con-
struction of the 72nd interchange and the appropriate
alterations made .
3 . That the site be recorded as one tax lot and proof of
this action be submitted prior to issuance of a build-
ing permit .
4 . That the landscape_.plan be revised as follows :
a. Additional evergreen trees or shrubs be placed along
the north property line .
b . The KinniKinnick groundcover be spaced no less than
18" o. c .
