SDR45-78 TIGARD SITE DESIGN REVIEW March 19, 197r1 Tigard City Hall 12420 SW Main Street, Tigard, Oregon `'rrr Site Design Review SDR 45-78 Fanno Creek Apartments Applicant: Frank Warlick Request: For site plan and architectural review of a 48-unit apartment complex. Location: 7415 SW Bonita Road (Wash. Co. Tax Map 2S1 12A Tax Lot 700) . Previous Action: On February 27, 1979 the Planning Director approved MLP 21-78 Parking Requirements: 1.5 spaces per dwelling unit 48 units X 1.5 = 72 spaces Site Plan and Architectural Review: The applicant is proposing two, two-story apartment buildings facing Fanno Creek. The buildings are sited on the edge of the 100 year flood- plain/greenway area with a portion of the parking area in the flood- plain/greenway. The applicant has yet to submit material samples and a detailed plan showing parking area curbs. The Applicable Conditions from MLP 21-78 Requires that: 1. That an additional 72 feet of right-of-way be dedicated to the City on Bonita Road. S.W. Bonita Road is designated as an arterial street with a right-of-way width of 65' The site plan does not reflect the right-of-way dedication necessary to bring Bonita up to standard width. The eastern parking area will have to be modified to accommodate the public right-of-way and still allow for a landscape buffer. The proposed lighting for the parking areas and buildings is unnecessarily bright in some areas and absent in others. Generally the complex should be lit with more fixtures of lower wattage placed throughout the parking areas and located on the buildings for resident safety and security. A fence is required on the western boundary of the site, Length and height to be approved by site design review. The open space and the eastern parking area for the project lie within the floodplain/greenway area as designated by the Environmental Design and open space plan. A bikepath is planned for the greenway area as part of the city's bike and pedestrian way plan. TIGARD SITE DESIGN REVIEW March 19, 1978 Page 2 The landscaping as proposed is adequate in quality. However the tulip trees proposed for the eastern parking area could create a maintenance problem and may not grow well with the pyracanthia. The planting islands for the eastern parking lot are considerably narrower than the 8' required planting island width. Staff Recommendation: Staff recommends approval with the following conditions: 1. That the applicant submit a revised site plan showing the additional right-of-way dedication, and the modified eastern parking area al- lowing for adequate landscaping between the right-of-way and the parking for the final design review approval. 2. That the landscape islands in the eastern parking area be widened to 8 feet. 3. That all parking areas be curbed. 4. That a lighting plan and color program be approved by site design review prior to the issuance of an occupancy permit. 5. That some or all of the tulip trees be replaced with evergreen trees in the parking areas. 6. That a half street improvement be done on S.W. Bonita Road to City of Tigard standards. This supercedes Condition #2 of MLP 21-78. 7. That the flood plain area be landscaped and maintained for a period of five years and that a bond be posted to assure compliance with this condition. 8. That fence and mailbox details be approved by design review. 9. That the entire greenway area be dedicated to the City and that a contract be drawn between the City and the developer for use of the parking area. 10. No changes will be made to approved plans or specifications unless formal application is made to the appropriate department and changes are approved by that department. Application for changes will be made in writing and shall include applicable drawings, engineering specifications and other details requested by the department. No construction shall take place in these instances until after the changes have been approved. Any deviation from this condition will result in the immediate posting of a stop work order on the project or any portion of the project.
