TIGARD SITE DEVELOPMENT AND ARCHITECTURAL DESIGN REVIEW BOARD

1 . CALL TO ORDER: The meeting was called to order at 5 : 30
by Chairman McMonagle .
2 . ROLL CALL : Present : Hammes , Olson, Lakeman , McMonagle
Excused Absence : Cook and Goldbach
Staff : Edwards and Daniels
3. MINUTES : Olson moved and Hammes seconded to approve the
minutes of December 28th with the addition of
"unanimous voice vote" in part 5 . 1 .
The motion was approved by unanimous voice vote .
4 . COMMUNICATIONS : None
5. DESIGN REVIEW:
5 . 1 SDR 46-76 (Dickinson Office/Warehouse)
Site and architectural review of a proposed 20, 000
square foot warehouse/office at 7327 S .W. Bonita Road.
I . Site Development Plan
A. Staff Report and Recommendation : Read by Edwards .
Staff recommends approval with the following con-
ditions :
1 . 10 ' be dedicated on S .W. Bonita Road and a
non-remonstrance agreement of a local improve-
ment district be signed.
2 . A street opening permit be acquired from the
county.
3 . The driveway along the east side be improved
to City standards .
4 . Drainage plan be submitted for City Engineer-
ing Department approval .
5 . Irrigation plan be submitted for staff approval .
6 . Red Maple be 1" - 14" caliper 8-10 ' high .
7. A minimum of 2 ' be maintained in landscaping
along; the east property line .
8 . Sign details be submitted for Design Review
Board approval .

B. Applicant ' s Presentation :
Bill Wong, project architect , stated that a
landscape maintenance firm would be retained.
The project engineer stated the owners wish to
exchange pine trees for the Red Maple trees
shown on the site plan.
C. Commission Discussion and Action :
Discussion took place on the following matters :
o Parking arrangement - Since the angled park-
ing on the west side of the existing build-
ing was for overflow and employees the pro-
posed layout was determined to be sufficient .
o Street trees - The applicant expressed the
desire for year-round vegetation . Staff
informed the Board that clusters of scotch
or shore pine interspersed with red maple
would achieve that effect .
Lakeman moved and Hammes seconded to approve the
site development plan with the staff conditions
and Scotch Pine 20 ' on center or clustered with
Red Maple interspersed along S .W. Bonita Road.
The motion was approved by a unanimous voice vote .
II . Architectural Review
A. Applicant 's Presentation :
The applicant explained the architecture, smooth
finish concrete walls with cedar facia along top
for the warehouse and cedar vertical siding, wood
shake roof, sky light with mechanical units inside
and earth tones (beige or sandstone) colors for
the office area.
B . Commission Discussion :
Lakeman moved and Olson seconded to approve the
architectural plans as submitted with color samples
and sign details being returned for further review.
The motion was approved by a unanimous voice vote .
5 . 2 SDR 48-76 (Dairy Queen)
Site and architectural review of a proposed expansion of a
drive-in restaurant on the corner of S .W. McKenzie Street
and S .W. Pacific Highway .

I . Site Development Plan
A. Staff Report and Recommendation: Read by .Edwards .
Staff recommends :
1 . A revised landscape plan be submitted (subject
to staff approval) implementing the following
materials :
Norway Maple 8-10 ' 1-14" caliper (in area #3
and 4)
Shore Pine 8-101 , azaleas and 'Old Gold ' juniper .
2 . Irrigation plan be submitted (subject to staff
approval) .
3. The dumpster be entirely concealed by a 6 '
redwood slat fence .
4 . Wheel block be provided for the five spaces
adjacent to the building.
B . Commission Discussion and Action :
Discussion took place on landscaping and curb cuts .
C . Applicant 's Presentation :
Bill Hawkin, Dairy Queen owner, objected to removing
any parking spaces .
McMonagle recommended eliminating parking space #1 .
Lakeman stated that the front yard landscaping is
necessary .
Olson expressed the need for bicycle parking.
Lakeman recommended shifting the parking spaces
east and expanding landscaping element as proposed
by staff .
Olson stated that the site plan is deficient primarily
concerning site elevations .
Hawkin proposed having a landscape architect submit
a landscape plan for staff approval .
Lakeman moved and Olson seconded to approve the
site plan with staff recommendations and
1 . The expansion of landscape area #4 to
include parking space #20 .

2. Landscape architect submit a plan for
staff approval .
3 . Shift parking and provide bicycle parking
in space one .
The motion was approved by unanimous voice vote.
II . Architectural Review
Applicant presented the plans and informed the Board
that the roof would be red aluminum shingles and abode
stucco block.
Olson moved and Hammes seconded to approve the pro-
posal as submitted.
The motion was approved by unanimous voice vote.
6. ADJOURNMENT: The meeting was adjourned at 8 : 30.
