REQUEST: A request for site plan and architectural review of a
proposed 2, 000 sq. ft . undercoating facility .
LOCATION: 15150 S .W. 72nd (Wash . Co . Tax Map 2S1 12D, Tax Lot 100) .
APPLICANT: Terminal Service Company/Sabre Construction
I . BASIC FACTS :
1 . The site is designated "General Industrial" on the Tigard
Community Plan and zoned M-3, Light Industrial .
2 . 18 .58 .080(2) stated "A minimum of the front 20 feet shall
be landscaped. "
3 . Outside storage is considered a conditional use "requiring
sight-obscuring fencing and landscaping where necessary
to reduce noise or glare or maintain the property in a
character in keeping with the surrounding area . "
II . FINDINGS :
1 . The applicant is requesting to build a 40 x 50 ' building
to be used as an undercoating facility for Convoy Company .
2 . The site is bordered by S .W. 72nd on the west and I-5 on
the east .
3 . S .W. 72nd is currently in deteriorating condition and in
need of improvement.
4 . The site has two existing buildings and is completely
paved to the fence lines . There is no landscaping on the
site except for a partial row of arborvitae against the
fence on S .W. 72nd. Because the 14 .5 acre lot is used
as a distribution point for cars and trucks it presents
an unsightly view from S .W. 72nd and I-5 .
5 . The site is on a slope making it difficult to screen
effectively . In order for any impact to be made on the
site large islands of evergreen plantings would be needed
on the site as well as evergreen trees along the I-5
fence line. Site inspection has shown that it would
be a major project to introduce island plantings that
would have a good change of survival . However , it is
feasible to screen the view from I-5 by evergreen trees
along the fence . Because removing the concrete along
`4�w' the fence would impose an undue hardship on the applicant ,
staff has contacted the Oregon State Highway Department ,

which has verbally given their approval to a row of
evergreen trees along their side of Convoy 's fence as
an alternative if they can review the plans .
6 . The applicant is proposing to plant photinia along the
S .W. 72nd fence line . Photinia is exceptionally hardy
and superior to arborvitae in this type of situation.
III . STAFF RECOMMENDATIONS :
1 . A non-remonstrance agreement for a local improvement
district of S .W. 72nd be filed with the City Recorder .
2 . A row of evergreen trees (the type, size and location to
be approved by staff) be planted along the east fence
line .

Acer nigrum (Black Maple) Size - 50-60 ' Growth Rate - moderate Shape -
oval , spreading, medium texture . Leaves - typical maple, good fall
color , yellow. Roots - fibrous . City condition - strong. Spacing -
35-50 ' . Notes - Similar to sugar maple, native to Iowa, dark bark,
dense foliage.
Acer platanoides (Norway Maple) Size - 40-50 ' Growth Rate - moderate .
Shape - broad, compact , dense, medium texture . Leaves - 3-611 ,
typical maple, poor color . Roots - deep fibrous . City condtion -
city tolerant , salt tolerant . Spacing - 30-40 ' Notes : widely
planted--available in many forms . Varieties - oval , ascending,
purple leaves, "Columnar, " "Schwedleri" , "Cleveland, " "Emerald Queen" .
Acer rubrum (Red Maple) Size - 40-50 ' Growth Rate - moderate . Shape -
oval , medium texture. Leaves - 2-4" , shining green super fall color .
Roots - fibrous, moist soil best . Maintenance - flowers , fruit .
City condition - not wind tolerant . Spacing - 25-30 ' . Notes : many
varieties - "October Glory" , "Red Sunset" , silver bark.
Acer saccharum (Sugar Maple) Size - 60-70 ' Growth rate - moderate .
Shape - upright , spreading, oval , dense texture . Leaves - dark
green , fall color, red and yellow. Roots - fibrous . City condition -
leaf burns, sun scalds, not salt tolerant . Spacing - 35-501 . Notes :
varieties - ascending, columnar, etc . "Green Mountain" is city
tolerant . Protected locations best .
Fraxinum americanum (White Ash) Size - 60-70 ' Growth Rate - moderate .
Shape - pyramid, oval , medium texture . Leaves - dark green, glossy .
Roots - fibrous. Spacing - 35-50 ' . Notes : Purple to yellow fall
color . Heavy seeds . Varieties improved - "Autumn Purple , " "Moraine" ,
"Rosehill Ash" (no seeds) .
Fraxinus penn 'Marshall ' (Seedless Green Ash) Size - 50-601 . Growth
Rate - rapid. Shape - pyramid, dense , medium texture. Leaves -
dark green, glossy . Roots - fibrous . Maintenance - low. City
condition - tough, drought and salt tolerant . Spacing - 35-501 .
Notes - Widely grown in U.S . , super for mid-west , yellow fall color .
Ginkgo biloba (Ginkgo) Size - 35-50 ' . Growth rate - slow. Shape -
open , pyramidal , fine texture . Leaves - 1-4" light , green . Roots -
moderately deep . Maintenance - low. City condition - insect and
disease resistant, salt and pollution tolerant . Spacing - 30-40 ' .
Notes - yellow fall color good. Varieties - upright or faster pyramid,
"Fairmont" , "Autumn Gold" .
Gleditsia tri . inermis (Honey locust) Size - 30-50 ' Growth Rate - fast .
Shape - rounded, ascending, fine texture . Leaves - pinnate , 3/4"
',tow, leaflets . Roots - moderately deep . City condition - salt and
pollution tolerant . Spacing - 30-40 ' . Notes - late leafing, dormant
early, yellow fall color. Varieties - "Skyline" , "Majestic" , "Shade-
master" , "Sunburst" .
Liquid Amber styraciflua (sweet gum) Size - 60-701 . Growth rate - slow,
Shape - broadly pyramidal , Leaves - lobed, maplelike , Maintenance -
low, City condition - hardy, Spacing - 30-40 ' , Notes : good lawn or
; , street tree . Brillant fall foliage .
Platanus acerifolia (London Plane Tree) Size - 60-80 ' Growth rate -
fast . Shape - round headed, open crown, coarse texture . Leaves -
maple-like, 6-10", medium, green . Roots - moderate, deep. Maintenance -
spraying. City condition - city hardy, pollution tolerant . Spacing -
40-50 ' . Notes - fruit balls, flaking bark. Variety - "Bloodgood"

Pyrus calleryana 'Bradford ' (Bradford Pear) Size - 30-40 ' Growth rate -
fast . Shape - broad, oval , medium texture . Leaves - 2-3" glossy,
dark green, red fall color. Roots - deep rooted, Maintenance -
pest free, open canopy . City condition - wind resistant , wide soils
tolerant . Spacing - 20-35 ' Notes - good fall color, ground plantings
only . Little fruit , white spring flowers . Small scale tree , good for
tight spaces. Not totally proven , widely used elsewhere .
Quercus alba (white oak) - Size - 70-90 ' . Growth rate - slow, moderate .
Shape - broad round head. Roots - 4-9" deeply, lobed leaves . Spac-
ing - 50-701 . Notes - when given room to grown an excellent street
and shade tree .

condition - poor soils, tolerant . Spacing - 40-501 . Notes - difficult
to transplant . Q. bor. 'Shumardi ' often substituted.
Quercus palustric (Pin Oak) Size - 50-60 ' Growth rate - moderate . Shape -
conical , medium texture. Leaves - scarlet , fall color . Roots - moist
soil . Maintenance - low. Spacing - 35-501 . Notes - growing thoughout
Sioux City . 'Sovereign ' improved variety.
Tilia americana (American linden) Size - 70-80 ' Growth rate - moderate .
Shape - oval with spreading crown, coarse texture. Leaves - 4-811 ,
coarse . Roots - moderate/deep . City condition - air pollution and
wide soils tolerant . Spacing - 35-50 ' . Notes - leaves turn brown
yellow late summer . Fragrant flowers . Plant B/B.
Tilia cordata (Little Leaf Linden) Size - 40-50 ' . Growth rate - moderate/
slow. Shape - densely pyramidal , medium texture . Leaves - 2-3" oval ,
dark green, silvery under. Roots - moderate/deep . Maintenance -
prune to open . City condition - air pollution tolerant . Spacing -
25-40 ' . Notes - no fall color . "Greenspire" narrow oval ; "Chancellor"
compact , narrow, upright .
