REQUEST: Site plan and architectural review of a 20 , 300 sq . ft .
building addition .
LOCATION: 7920 S .W . Hunziker Road
APPLICANT: Georgia-Pacific
I . BASIC FACTS :
1 . The site is designated "General Industrial" on the Tigard
Community Plan and zoned "M-3 , Light Industrial" .
2 . On March 13, 1972 , Tigard City Council approved a conditional
use permit for Georgia-Pacific Corp . Two of the conditions
attached for approval were :
1 . That the outside storage yard as shown on the submitted
site plan be enclosed by a fence .
2 . That the material loading area as shown on the submitted
site plan, which is also used for outside storage, be
screened by a site obscuring fence along the north and
east sides .
3. On October 12, 1976 Design Review Board approved a sign
for Georgia Pacific with the following conditions "That
a plan showing a 20 ' landscape strip all four directions
up to the railroad right-of-way be submitted subject to
staff approval . "
4. 18 . 58 . 080(1 ) states "Tree and shrub plantings within parking
areas shall be provided and maintained at approximately 70 '
on center each way. "
5. 18 .60. 050 states "In case of enlargement of a building or
use of land existing on August 24 , 1970 the number of park-
ing and loading spaces required shall be based only on floor
area or capacity of such enlargement . "
6 . 18 .60. 020(6a) states that the intended use would require
"one space for each 1 , 000 sq. ft . "
7 . 18 .60.050 "If parking space has been provided in connection
with an existing use — the parking space shall not be eliminated
if elimination would result in less space than is specified in
the standards of this chapter. "

II . FINDINGS :
1 . The applicant is requesting review of a proposed 20, 300 sq . ft .
machinery manufacturing building.
2 . The two conditions attached (see basic fact #2) to the outside
storage permit in 1972 have not yet been satisfied. The site
plan specifies a partial fence around the storage area this
should be continued completely around and the material loading
area should also be screened in order to comply with the City
Council ' s conditions.
3. On October 13, 1976 staff issued a sign permit for the Georgia
Pacific sign approved by Design Review. Staff received a
landscape plan for this area on 3-2-77. This landscaping has
already been installed. The landscape plan was not approved
by staff as specified by Design Review.
4 . Parking on the site has presented a number of problems . The
site plan approved in 1972 had 48 parking spaces, presently
30 spaces exist . In order to be in compliance with the code
the 48 original places plus 20 for the new addition for a total
+ of 68 are needed. The 20 new spaces must include the landscape
islands 70 ' on center as per the Tigard Municipal Code . The
rest of the parking lot should be brought up to code at this
time .
5. The applicant has shown 68 parking spaces and no landscape
islands on the site . The parking and circulation pattern
shown is unacceptable since it conflicts with code requirements
(for instance parking spaces 7-15 , 35-38 are not functional ) ,
There is room on the site for acceptable parking to be installed
correctly plus bring the entire site up to code (landscape islands) .
III . STAFF RECOMMENDATION:
Staff recommends denial for the following reasons :
1 . Condition attached to the conditional use permit for outside
storage have not been fulfilled.
2 . Code requirements for parking and landscaping have not been
shown on the plan .
3. Traffic circulation and safety is inadequate .
Note : Staff has met with the applicant several times and discussed the
above items . The plan reviewed in the report was a second
revision which still did not resolve staff ' s concern . However,
the applicant has requested to remain on the agenda and will be
bringing a third revision to the meeting.

RE : Glazer Planned Development Site Plan
On March 1 , 1977 the Planning Commission reviewed a planned
development request for a 24 unit apartment complex on the west
side of S .W. 121st Avenue, south of S .W. Springwood Drive . The
matter was tabled until March 15th to allow the Design Review
Board to review the site plan. Their concerns were building
types and locations .
